One of the main tasks of the municipality is to include the development implementation and strategies to solve social problems with regarding the social assistance programs and prevention. The most difficult to solve problem is the homelessness. It has accompanied the society since ever but nowadays it is considered to be the "twenty first century epidemic." There are many causes of homelessness. They include the poverty, evictions, alcoholism and crime. Homelessness is the cause of social exclusion and it is not easy to return to the real social life. Leaving this condition is very difficult and requires painstaking work of a homeless person oneself and overcoming own weaknesses. Many social institutions are involved in providing assistance to the homeless, offering shelters, assistance in job searching, therapeutic help in fighting with addictions and developing individual programs to abandon the homelessness. Intention this article is to show the phenomenon of homelessness that occurres in Warmia-Mazury and the results of implemented programs of getting out people's homelessness.

Jednym z obowiązków gminy jest m.in. opracowanie i realizacja strategii rozwiązywania problemów społecznych, z uwzględnieniem programów pomocy społecznej i profilaktyki. Do najtrudniejszych do rozwiązania problemów należy zjawisko bezdomności. Towarzyszy ono społeczeństwu od zawsze, ale w obecnych czasach jest uważane za „epidemię XXI wieku”. Istnieje wiele przyczyn bezdomności. Wśród nich wymienia się ubóstwo, eksmisje, alkoholizm, przestępczość. Bezdomność jest przyczyną wykluczenia społecznego, z którego niełatwo jest wrócić do życia społecznego. Wyjście z tego stanu jest bardzo trudne i wymaga ciężkiej pracy osoby bezdomnej nad sobą w celu przezwyciężenia własnych słabości. Wiele placówek społecznych jest zaangażowanych w udzielanie pomocy osobom bezdomnym, oferując im schronienie, poszukując dla nich pracy, udzielając wsparcia terapeutycznego w walce z nałogami czy opracowując indywidualne programy wyjścia z bezdomności. Celem artykułu jest ukazanie zjawiska bezdomności w województwie warmińsko-mazurskim oraz zaprezentowanie rezultatów wdrożonych programów wyjścia z bezdomności.

Tasks of the government and local authorities should be developing and implementing strategies for social problems solving and preventing rights violations related to the marketing, manufacture, conversion processing and possession of substances that use can lead to the drug addicts. Drug abuse is one of the international scope problems. There are many reasons for drug addicts and the output of the prior dependence is very difficult. This requires a lot of effort primarily the addicted one and support, patience and understanding from family and people participating in the therapy. Many social welfare institutions, non-governmental, health care are involved in helping the addicts, their families and in the development of anti-drug prevention programs. The intention of this work is to present the phenomenon of drug addiction occurring in the Warmia – Mazury and the results of the implementation of drug prevention programs.

Do jednych z zadań administracji rządowej i samorządu terytorialnego należy opracowywanie i realizacja strategii rozwiązywania problemów społecznych oraz przeciwdziałanie naruszaniu prawa, dotyczącego obrotu, wytwarzania, przetwarzania, przerobu i posiadania substancji, których używanie może prowadzić do narkomanii. Narkomania należy do problemów o zasięgu międzynarodowym. Istnieje wiele przyczyn narkomanii, a wyjście ze stanu uzależnienia jest bardzo trudne. Wymaga to wiele wysiłku ze strony przede wszystkim samego uzależnionego oraz pomocy, cierpliwości, zrozumienia ze strony najbliższych i osób uczestniczących w terapii. Wiele placówek pomocy społecznej, pozarządowych, ochrony zdrowia jest zaangażowanych w udzielanie pomocy osobom uzależnionym i ich rodzinom oraz w opracowywanie programów profilaktycznych przeciwdziałania narkomanii. Zamierzeniem pracy jest przedstawienie programu przeciwdziałania narkomanii w województwie warmińsko-mazurskim oraz rezultatów jego wdrożenia.

The subject of immigration in Poland has recently become very popular and been of interest to a wide social circles. It is an important element of the country policy. There are many causes of immigration. Among them we have: job searching, the desire in improving the conditions of life, escapes from wars, battle conflicts, race persecution, nationality, political differences or the membership of a particular social group. Particular groups of migrants are refugees. Many government institutions, non-governmental and international are involved in assisting foreigners. Social assistance gets developed programs to the immigration relocation and prepares a business plan for acceptable the refugees. The intention of the work is characterizing the subject of immigration in Poland and the statement of readiness of the country to provide protection to foreigners especially refugees.

Zjawisko imigracji w Polsce stało się w ostatnim czasie bardzo powszechne i jest przed­miotem zainteresowania szerokich kręgów społecznych. Jest ważnym elementem polityki pań­stwa. Istnieje wiele przyczyn imigracji. Wśród nich wymienia się: poszukiwanie pracy, chęć polepszenia warunków życia, ucieczka przed wojną, konfliktami zbrojnymi, prześladowaniem z powodu rasy, narodowości, przekonań politycznych lub przynależności do określonej grupy społecznej. Szczególną grupę imigrantów stanowią uchodźcy. Wiele instytucji rządowych, pozarządowych i międzynarodowych zaangażowanych jest w niesienie pomocy cudzoziemcom. Opracowane są programy pomocy socjalnej, a w związku z relokacją uchodźców przygotowa­ny jest plan operacyjny przyjęcia uchodźców. Zamierzeniem autora opracowania była charakterystyka zjawiska imigracji w Polsce oraz stanu przygotowania państwa do udzielenia ochrony cudzoziemcom, w szczególności uchodźcom.
