In her article, the author attempts at identifying and analyzing the key competences of representatives of local authorities, which are required to acquire aid funds from the European Union. In the opening part of the paper, the author discusses the concepts related to the possibility of making use of aid funds in the activities taken up by self-governments, and describes the particular role of the representatives of local authorities in the process of acquiring these funds. The analysis of competences of local leaders provided for in the successive part of the article is based on the suggested scheme, in which three areas are identified, i.e. the areas of knowledge, skills, and relevant approach to managing selfgovernment. The author defines the term 'local government' and points out the necessity to base the functioning of the units of territorial self governments on the principles laid down in that definition. The theses presented in the paper are an outcome of the qualitative and quantitative research carried out by the author, concentrated on the diversification of effectiveness of self-governments in utilizing aid funds in Poland.

W niniejszym artykule autorka podejmuje się identyfikacji i analizy kluczowych kompetencji przedstawicieli władz lokalnych niezbędnych do pozyskania funduszy pomocowych Unii Europejskiej. W pierwszej części artykułu autorka omawia zagadnienia związane z możliwością wykorzystania funduszy pomocowych w działaniach podejmowanych przez samorządy i określa szczególną rolę przedstawicieli władz lokalnych w procesie ich pozyskiwania. Zawarta w dalszej części artykułu analiza kompetencji liderów lokalnych opiera się na zaproponowanym schemacie, wyróżniającym trzy obszary - wiedzy, umiejętności i odpowiedniego podejścia do zarządzania samorządem. Autorka definiuje pojęcie local governance i wskazuje na konieczność oparcia funkcjonowania jednostek samorządu terytorialnego na jego założeniach. Przedstawione w artykule tezy są wynikiem prowadzonych przez autorkę badań o charakterze ilościowym i jakościowym, koncentrujących się na zróżnicowaniu sprawności samorządów w wykorzystaniu funduszy pomocowych w Polsce.

The article deals with the substantial factors which influence effectiveness of the absorption of the EU's structural funds. The author distinguishes intern and extern factors, respective of the implementation system adopted, by analyzing experiences of some European countries which have benefited from European Union's structural funds from the mid 1980's on. The analysis concentrates on the 1994-99 implementation period. Furthermore, the author tries to point out strengths and weaknesses of institutions and beneficiaries involved in the implementation process, as well as treads and opportunities that may occur and influence effectiveness of absorption in case of Poland.

W artykule podjęto próbę wyróżnienia podstawowych czynników mających wpływ na efektywną absorpcję funduszy pomocowych Unii Europejskiej. Autorka systematyzuje zarówno na wewnętrzne, jak i zewnętrzne w stosunku do przyjętego modelu wdrażania pomoce unijne, analizując doświadczenia kilku państw mających dostęp do funduszy strukturalnych już od połowy lat 80., koncentrując się na okresie implementacyjnym 1994-1999. Podjęta została również próba wskazania słabych i silnych stron podmiotów zaangażowanych w implementację funduszy pomocowych oraz wyróżnienia szans i zagrożeń mogących wpłynąć na efektywne ich wykorzystanie przez Polskę.
