This paper aims to examine the prospects for cooperation between the European Union (EU) and the Shanghai Cooperation Organization (SCO) in combating global threats. A short description of the Shanghai grouping is followed by the analysis of the reasons for the organization’s relative little importance at the global level. The paper endeavours to identify the reasons for the lack of bilateral relations between the EU and the SCO. It focuses on China and Russia as the SCO’s leading member states. The main part of the article examines the role played by the EU, China and Russia in the efforts to counter environmental threats as well as the adverse effects of uncontrolled industrialization. Finally, it identifies the potential negative and positive factors determining the possibility of both organizations’ future cooperation in addressing global threats.

This article analyzes the role PR specialists play in shaping the media content. In the context of media agenda-setting theory the article discusses the results of B. Baerns study on the impact of German PR specialists on the national media and the meaning of so-called “determination thesis” and interefication theory which explain the issue of the mutual relationship bewteen PR and journalism. The paper also presents the results of a survey conducted by the author of the article among Polish PR professionals about their influence on the Polish media content.

Artykuł przedstawia argumenty za uwzględnieniem prowadzonych w Polsce studiów nad działalnością public relations w bloku nauk o mediach. Autor wychodzi z założenia, że public relations należy traktować jako nową dziedzinę wiedzy i praktyki komunikowania się wszystkich organizacji/instytucji z otoczeniem. Analizuje ewolucję pojęć znaczeniowych definiujących public relations w całym XX wieku i skupia uwagę na aktualnie identyfikowalnej fazie rozwoju PR, gdzie za podstawową metodę działań uznaje się komunikację dwustronną, w której organizacja/instytucja coraz uważniej chce się wsłuchiwać w oczekiwania różnych grup swojej publiczności. Zasady regulacji tak obszernego rynku medialnego, współpracy specjalistów PR i ludzi mediów, etyka ich postępowania, prawne i techniczne aspekty istnienia podmiotów medialnych, skuteczność i społeczne konsekwencje działania specjalistów PR, jak i odbioru treści wszystkich mediów, to aktualne zadania badawcze, które powinny znaleźć się także w kręgu zainteresowań nauk o mediach.

The article presents arguments for including research conducted in Poland on public relations within the field of media studies. The author assumes public relations should be treated as a new discipline of knowledge and communication practices with the environment of every organization/institution. He analyses the evolution of terms defining public relations in the entire 20th century and focuses on the currently identifiable stage of PR development, in which the two-way method is the basic form of communication, by means of which the organization/institution wants to listen to the expectations of its audience groups with even greater detail. Rules regulating such a broad media market, cooperation between PR specialists and media people, the ethics of their actions, legal and technical aspects of existing media entities, the efficiency and social consequences of PR specialist’s actions, as well as the reception of all media content are current research tasks, which should be within the field of interest of media studies.

The article is based on two basic theses. The first one involves a conviction that professional public relations does not exist without the observance of a code of conduct. No other issue is more important in PR than ethics — business ethics and ethics of people running the business. Without them the concept of PR will face the same fate as propaganda. The second thesis concerns a critical approach towards frequent, at least in Poland, manifestations of ignorance towards public relations philosophical genesis and ethos. That is why the author’s aim is to convince the reader that public relations is able to develop itself, provided that it is not subjected to marketing, despite the fact that it owes marketing a lot.
