Kwestia wyliczania aktywów ważonych ryzykiem ma podsta-wowe znaczenie dla ustalenia wymogów kapitałowych banku z tytułu ryzyka kredytowego. Począwszy od Umowy Kapitałowej, minimalne wymogi kapitałowe są zależne od wielkości aktywów ważonych ryzykiem. W Bazylei II system wag ryzyka stał się bardziej skomplikowany, a jednocześnie pozwolił bankom na obniżenie wymogu kapitałowego. Uzasadniano to postępem w zarządzaniu ryzykiem kredytowym w bankach. W pakiecie nowych rozwiązań regulacyjnych określanych mianem Bazylei III wagom ryzyka nie poświęcono wiele uwagi, utrzymując zasadnicze zasady określone w Nowej Umowie Kapitałowej. Analiza zasad stosowania wag ryzyka pokazuje dziś jednak, że są one obecnie już w wielu obszarach nieadekwatne do rozmiarów ryzyka podejmowanego przez banki. Pokazały to doświadczenia ostatniego kryzysu na rynkach finansowych na świecie. Należy zatem poszukiwać rozwiązań, które nie przekreślając zalet stosowania bardziej złożonych zasad obliczania aktywów ważonych ryzykiem, wprowadzą korekty pozwalające na lepsze wyposażenie kapitałowe banków w stosunku do ponoszonego przez nie ryzyka.
New prudential regulations established for banks in Europe (directive 2013/36/UE - known also as CRD IV and regulation 575/2013 - CRR) do not take into account the specific legal situation of cooperative bank sectors in different countries in sufficient way. This situation is particularly uncom- fortable for sectors in those countries where associated cooperative banks are independent bodies with limited impact of associating bank on activity of associated banks. New prudential regulations oblige banks to change their internal structure and relationship. Additionally, the weaker economic results of cooperative banks in Poland in 2013 should be also an important driver of change. The main topic of the article is the presentation of different forms of possible institutional transformation in the Polish sector of cooperative banks and the analysis of advantages and disadvantages of each form of coopera- tion. The main solution can be an integrated model with weaker forms of cooperation or setting up the Institutional Protection Scheme model. Each of them generates important consequences for cooperative banks and for the associating bank. The biggest cooperative banks have also the third possibility - to act as fully independent institution, outside association with any bank. It is difficult to indicate one best solution for all banks, because the economic situation of banks is different and all national regulation concerning cooperative banks is not yet adopted.
The consequences of last crisis on financial market is the promotion of the macroprudential policy as new approach in regulatory policy on the financial sector. The main ideas of goal, tasks and instruments of macroprudential policy were presented in the article. They were confronted with the goal, tasks and instruments of microprudential supervisory policy. This comparison indicates the existence of general goal of macroprudential policy but there are also some problems concerning the detailed tasks of this policy. This result causes the further problem with identification of many instruments which should be belong to the marcoprudential policy only. Lack of detailed tasks of macroprudential policy and similar instruments used by micro- and macroprudential policy may generate some tension in supervisory policy and diminish the safety of financial sector and the trust its clients. We recommend to implement the new supervisory policy on step by step basis, collecting all the time the necessary experience and to take the decision later if the institutional separation of macroprudential policy is really reasonable or it is better to divide the tasks of this policy between microprudential policy and central bank activity.

Jednym z głównych wniosków wyciągniętych z doświadczeń ostatniego kryzysu na rynkach finansowych na świecie był postulat wprowadzenia polityki makroostrożnościowej. W artykule pzedstawiono najważniejsze cele, zaadania i instrumenty tej polityki oraz skonfrontowano je z dotychczasową polityką mikroostrożnościową. Brak szczegółówego określenia zadań polityki makroostrożnościowej i podobieństwo wielu potencjalnych jej instrumentów do narzędzi polityki mikroostrożnościowej może prowadzić do potencjalnych konfliktów w zakresie stosowania obu polityk. Pojawienie się takich konfliktów może prowadzić do obniżenia bezpieczeństwa sektora finansowego i zaufania jego klientów. Dostrzegając te zagrożenia, rekomendujemy stopniowe wdrażanie nowej polityki, gromadzenie niezbędnych doświadczeń w tym zakresie i odsunięcie w czasie decyzji o ewentualnym instytucjonalnym wyodrębnieniu polityki makroostrożnościowej zamiast jej podziału między kompetencje polityki mikroostrożnościowej i zadania banku centralnego.
The subject of this article is the actual review of definition of financial stability. After last crisis on financial market we observe that the progress made in area of adoption of single definition. We observe such principal differences as defining financial stability and financial instability. The majority of definition takes into account the broad definition of stability, including institutions, markets, infrastructure, sometimes also the institution from real economy. Particularly interesting is the discussion concerning the relation between stability and financial assets bubble and ability of financial sector to mitigate internal or external shocks in order to achieve financial stability. These definitions have however only limited usefulness in practice for current activity of public bodies which are responsible for monitoring and maintaining financial stability.
