Artykuł stanowi raport z badań prowadzonych w Instytucie Obrotu Towarowego UŁ, które dotyczą przemysłów włókienniczego i odzieżowego Polski, Czechosłowacji, NRD i Węgier oraz wymiany międzynarodowej tych krajów w grupie wyrobów włókienniczo-odzieżowych. Prace badawcze prowadzone są z punktu widzenia wzajemnej współpracy pomiędzy krajami. Artykuł przedstawia w skrócie warunki wyjściowe współpracy i omawia niektóre czynniki — wewnętrzne i zewnętrzne w stosunku do badanego układu krajów — determinujące jej rozwój w przyszłości.

The article analyzes the most general trends , which can be observed in the world consumption of textiles over longer periods of time. On the basic of changes in indices being of primary importance to r the analyzed areas i. e . total consumption of textile fibres and per 1 inhabitant , the author has performed a comparative analysis of consumption of textiles in major world regions and presented long-term projections concerning this area . The article contains more general considerations as well with regard to factors affecting the volume of consumption of textiles in a given country or region , and describes changes in the share of particular textile fibres in satisfaction of demand in the area under study.

Analysis of markets in socialist countries leads to a conclusion that degree of development of economic integration in the sector of consumer goods is quite low. This conclusion is confirmed by the empirics studies. Intensity of mutual trade exchange in this group of goods is insufficient, which causes, first of all, that socialist countries do not utilize fully benefits inherent in integration. The causes of such situation, in the case of the analyzed „market-oriented” branches, should be sought in systemic solutions concerning, on the one hand, the functioning of the CKEA and, on the other h and, internal systems of economic management in particular member countries.

The countries of the CMEA must adopt quite new and different conceptions of development of consumer goods industries if the growing demands of their populations are to be met. Autarky and self-sufficiency policy combined with limited exchange of goods that are in excess in domestic markets have to be replaced by considerable growth of participation of the countries in question in the international division of labour. Growth of trade in manufactured consumer goods among the socialist countries would be of particular advantage for all of them. Similar effects should be expected from some other forms of international cooperation. Nevertheless, if the trade and other cooperation forms are to develop some serious reforms in the rules of the working of the CMEA are necessary. Namely, a situation must be created where the integration links in consumer goods industries would be only very generally monitored and influenced by central economic authorities. Oecisions whether to establish such links and which partner or method to select should be taken at the level of enterprises.

The integration of socialist countries is a new phenomenon. The forms of its implementation should undergo an evolution on the way of confrontation between novel solutions and the economic practice. Forecasting should become one of foundations for launching integration ventures within the CMEA. The forecasts of the CMEA member countries summed up at the integration level allow to formulate conclusions with respect to future needs of the community in definite areas of the economy and possibilities of meeting these needc within the CMEA framework. This will provide a possibility of predicting the possible barriers to the economic development of the member states creating simultaneously a chance of preventing them through undertaking appropriate measures. In turn, the forecasts concerning the international environment of the grouping provide information on future possibilities and sources of supplying deficit commodities within the grouping as well as changes in the international labour division on the world scale. Adjustment to these changes allows to reduce the social costs of the community's development. For such forecasting to be able to accomplish the planned tasks it must be organized within a coherent system operating in a continuous manner.

This work constitutes an initial part of reaearches aimed at determination of possibilities in field of consolidation of co-operation between Poland, Czechoslovakia, the GDR and Hungary encompassing production of textile and clothing articles and trade in them. The main objective of this part of researches is to determine the present state in textile-clothing industries of the countries under survey and of foreign trade in products turned out by these industries on the basis of available information, comparative analysis. There were analyzed such problems as: - productive factors remaining at disposal of analyzed industries in four countries including especially fixed assets, raw material and labour resources, - production in industries under survey - its dynamics, role of improved labour productivity and increased employment in production growth, volume and structure of production, size of production in more important products, - effectiveness ratios in analyzed industries (productivity of fixed assets, ratios between productivity and capital intensity, assessment of the synthetic coefficient of effectiveness , - foreign trade - volume of import of textile raw materiale to the four countries, place held by Poland, Czechoslovakia, the GDR and Hungry in the world export and import of textile and clothing products, commodity and geographical structure of trade, level and dynamics of trade, mutual turnover, trade restrictions. Tables and comparative data presented in the work contain huge statistical material illustrating conclusions contained in its final part.
