Załamanie gospodarcze, zapoczątkowane kryzysem na amerykańskim rynku finansowym, pociągnęło za sobą gwałtowny wzrost bezrobocia najpierw w Stanach Zjednoczonych, a później także w innych krajach OECD. Wśród narzędzi polityki rynku pracy, umożliwiających zmniejszenie zakresu tego zjawiska, szczególne miejsce zajęła praca skrócona. Jej istota sprowadza się do przejściowego ograniczenia czasu pracy części załogi. Zła sytuacja na rynkach pracy spowodowała, że wiele krajów zdecydowało się na zmianę zasad funkcjonowania tego instrumentu, tak aby możliwe było znaczące ograniczenie rozmiarów bezrobocia. Dokładne skwantyfikowanie oddziaływania tego instrumentu na zmniejszenie rozmiarów bezrobocia jest wprawdzie bardzo trudne, to dostępne analizy pozwalają zauważyć, że było ono istotne. Przyczyniło się do zmniejszenia jego rozmiarów przede wszystkim w tych krajach, w których to narzędzie polityki zatrudnienia jest znane od wielu dziesięcioleci.

The economic downturn triggered by the crisis on the American financial market has caused a surge of unemployment, first in the USA and then in other OECD countries. Short time work has become a major instrument of labour market toolkit, enabling to contain this negative phenomenon. It stipulates a temporary reduction of staff work time. Unfavourable situation on labour markets has encouraged many governments to modify the principles of this instrument in order to effectively reduce unemployment. It is hard to assess precisely the impact of short time work on unemployment rate, nevertheless, available analyses suggest this impact has been significant. It has helped fight unemployment, particularly in countries with a long tradition of short time work.

The article presents the links between Poznań and Germany in the areas of art and architecture. Due to geographic vicinity such links have been observed since the beginning of the Polish state. In Poznań and its surroundings one can find the works of outstanding German artists who were active in the late Middle Ages and subsequent centuries. Especially strong affiliations with German artistic and architectural trends were present in Greater Poland in the 19th century when the region was part of the Prussian state. In this context, the origins of the Golden Chapel in the Poznań cathedral are also noteworthy.

Sociological research shows that Germany has for years been the preferred destination of Polish gainful migration which adopts a variety of forms. The present study analyzes a wide range of issues connected with the three most frequent manifestations of work activity of Poles in Germany today: seasonal work, work contracted with the German employer and jobs contracted with Polish companies that offer services in Germany. Analysis of migration streams revealed a large scale protection of the German job market. The situation did not change after Poland's accession to the European Union as the FRG and Austria availed themselves of the possibility to introduce a maximum transition period. This policy was adopted in spite of reports by analysts of the German job market who had for some years drawn attention to the enormous problems this country's economy would face due to an insufficient number of qualified work force.

One of the factors restricting the economic growth rate of Germany are the persistently unfavorable demographic trends. Therefore, in the opinion of many economists, the mass influx of refugees from the countries of the Near East and Africa must bee seen as an “opportunity of the century”. This does not mean, however, that immigration carries no problems. The reception of foreigners implies the necessity of incurring substantial expenses in the period preceding their introduction to the German labor market. Expenditures include accommodation, sustenance, participation in language courses and vocational training schemes.
