The adults participation in lifelong learning in Poland is at a low level. This situation has been observed for a long time and still remains even though the government use the instruments to promote take up in education processes. Therefore, it is important to identify the reasons and barriers causing that the instruments implemented by the government do not affect sufficiently the development of adults’ education. This problem has been addressed in this paper – it has been presented in the context of the opinions of employers and employees. The paper identified the potential solutions, pointed by the labour market stakeholders, that are supposed to promote greater use of instruments supporting the development of human capital.

W Polsce obserwuje się niski poziom uczestnictwa osób dorosłych w kształceniu ustawicznym. Stan ten występuje od dawna i utrzymuje się mimo, iż państwo uruchamia instrumenty, które mają proces edukacji upowszechnić. Dlatego istotne jest poznanie przyczyn, barier powodujących, że kreowane przez państwo instrumenty nie wpływają na rozwój kształcenia wśród dorosłych osób. Problem ten został podjęty w artykule. Przedstawiono go w kontekście opinii pracodawców i pracowników. Wskazano propozycje rozwiązań zgłaszanych przez podmioty rynku pracy, które mają spowodować szersze wykorzystanie instrumentów wspierających rozwój kapitału ludzkiego.

Celem artykułu jest ocena nowych zasad działania urzędów pracy, jakie wprowadzono w maju 2014 r. w Polsce. Ocenie poddano tylko cztery z nich, tj. wprowadzenie instytucji doradcy klienta, profilowanie pomocy, kontraktację usług rynku pracy, ocenę pracowników urzędów pracy. Są one analizowane w kontekście uwarunkowań organizacyjnych, kadrowych i finansowych publicznych służb zatrudnienia. Analiza nowych rozwiązań ma odpowiedzieć na pytanie, w jakim stopniu mogą one przyczynić się do poprawy jakości usług świadczonych przez urzędy pracy.

The purpose of the article is to evaluate new labour offices operating rules which were introduced in May 2014 in Poland. Four of them were analysed: 1. Introduction of client advisors; 2. Profiling help; 3. Contracting labour market services; 4. Assessment of staff in Public Employment Services. Analysis of new solutions is to answer the question of the extent to which they can contribute to the improvement of the quality of services provided by Job Centres.

The aim of the paper is to describe the extent to which human capital of graduates of mechatronics schools meets the expectations of employers operating in the region. The information presented in the paper illustrates the employers' requirements towards employees representing mechatronic professions and indicates gaps in the human capital of graduates within this occupational group. Conducted analysis made it possible to define actions that should be taken to adjust vocational training in mechatronics schools to meet the needs of the labor market in the Lodz region.

This article explains the meaning of subcontracting in activation of local labour markets in Poland. It was indicated what positive and negative results, subcontracting brings for handling labour market. Fundamentals of this work consist of critical study of legal acts regulating subcontracting in labour market and study of an available literature. Described model of subcontracting should be considered as open because it is going to evolve on account of how it affects professional activation of unemployed.

W artykule wyjaśniono istotę kontraktacji w aktywizacji lokalnych rynków pracy w Polsce. Wskazano pozytywne i negatywne skutki dla instytucjonalnej obsługi rynku pracy, które może ona powodować. Podstawę rozważań stanowiły krytyczne studia aktów prawnych regulujących proces kontraktacji w obszarze rynku pracy i studia dostępnej literatury przedmiotu. Opisany model kontraktacji należy traktować jako otwarty, będzie on ewoluował na skutek rezultatów, w zakresie aktywizacji osób bezrobotnych.

This paper elabotares on the scope of informatization of the district job centres located in the Mazowieckie region. The main focus was put on analysing IT infrastructure in these job centres that determines availability of e-services. Conducted study revealed that IT infrastructure is well developed while the scope of advancement of electronic customer service systems is differentiated with regard to spatial location and labour market services.

The article discusses the socio-demographic factors differentiating the greatest level activity of people with disabilities in the Polish labor market. The authors identify the factors that have recently determined the level of economic activity of this group and assess their impact on the behavior of people with disabilities in the labor market. The analyzes are based on available statistical data describing the level of activity of people with disabilities and their chance of getting gainful work and the results of research carried out in 2013 year among employees in the Public Employment Service for the project "Employment of disabled people – prospects for growth", co-funded by PRFON

W artykule omówione zostały czynniki społeczno-demograficzne różnicujące w największym stopniu poziom aktywności zawodowej osób niepełnosprawnych na polskim rynku pracy. Autorki dokonują identyfikacji czynników, które w ostatnim okresie determinowały poziom aktywności zawodowej tej zbiorowości oraz oceny ich wpływu na zachowania tej grupy na rynku pracy. Analizy prowadzone są na podstawie dostępnych danych statystycznych opisujących poziom aktywności zawodowej osób niepełnosprawnych i ich szans na uzyskanie pracy przynoszącej dochód oraz wyniki badań przeprowadzonych w 2013 r. wśród pracowników PUP na potrzeby projektu „Zatrudnienie osób niepełnosprawnych – perspektywy wzrostu”, współfinansowanego ze środków PRON
