The article analyzes the problem of fixing outlays on education. The author proceeds from an assumption that they are closely related with the process of education. In the case of vocational education, there are involved its three components, i.e. general subjects, vocational subjects and practical training. Each of these components is affected by'two kinds of factors - personal and material. An extremely imoortant issue is a mutual relationship between these factors, which decides about size of outlays. Two situations could be distinguished here: fixing desirable - ideal outlays and actual - real outlays. The ultimate task is to bring these two magnitudes as closeiy as possible to each other, as this is a guarantee of appropriate allocations on the process of education.

The article deals with both theoretical and practical aspects of social services in Czechoslovakia. It presents the present views In tne field of social services contained in the Czechoslovak literature, and especially on the concept, scope and factors determining the sizfe of these services. There are also discussed certain trends in growth rate of social services in this country. Their analysis is based on statistical data concerning the present situation in this field compared with data for the past 25 years. The final part of the article gives an Insight into assurptlons of the socio-welfare policy In Czechoslovakia for the coming years, with the main ephasis laid on sources, forms and effectivenee of economic management in the non-materiaI sphere.

The article contains evaluation of the financial administration of the National Health Protection Fund (NHPF). It is a target fund established In 1973, whose main goal is the financing of Investment projects in the sphere of health and socio-welfare care. The author has distinguished three main stages in 16-year period of its functioning using as his criterion participation of financial resources provided by the population in overall revenues of the Fund and an index of the population's expenditure on the NHPF in nominal personal monetary incomes of the population. The article describes also sources of financing the Fund it analyzes main directions of Its allocations. The analysis has encompassed both financial resources collected and expended within the framework of local and central funds. The article ends with evaluation of the financial administration of the National Health Protection Fund in the light of its goals and statutory assumptions.

Social services may be financed from many sources. Financial resources from the budget are a dominant source of their financing. They are supplemented by resources provided by enterprises, social organizations and the individuals. In 1984, a new source of financing appeared in Poland - a foundation. The article discusses specific characteristics of foundations, their kinds and functions which they are to fulfill. On the basis of these deliberations, the authoress has made an attempt to determine which entities and in what conditions will be interested In establishing foundations and what may be the scope of their activity. On this basis, there has been defined the role, which may be played by foundations in financing social services.
