Problem transferu wiedzy ze świata nauki do szeroko rozumianej gospodarki jest zagadnieniem istotnym, z którym boryka się większość krajów Unii Europejskiej. Wypracowywane, wdrażane i ulepszane modele wymagają zastosowania w praktyce umiejętności przekazywania wiedzy z jednej strony a elastyczności i otwartości na nowe, innowacyjne rozwiązania z drugiej. Dla badań związanych z transferem wiedzy istotny jest wymiar regionalny. Celem artykułu jest zaprezentowanie wyników badań dotyczących postrzegania procesu transferu wiedzy w regionie oraz jego znaczenia, znaczenia innowacji i współpracy nauki i biznesu dla przedsiębiorstw.

The knowledge transfer problem form the world of science to the wide understood economy is, especially nowadays, very important matter in which are involved many European Union countries. Worked, developed, implemented and improved models require of practical implementation of the handing over to the knowledge in one side and the flexibility as well as openness for new, innovative terminations from the other side. The very important aspect of knowledge transfer problem is knowledge transfer in region. The aim of the article is presentation of research results concerning perceiving the process of the transfer of knowledge in the region and its meaning, meaning the importance of innovation and the cooperation of the science and the business for enterprises.

Artykuł ma na celu podjęcie kwestii samozatrudnienia jako specyficznej formy działalności gospodarczej wykonywanej wyłącznie osobiście przez właściciela przedsiębiorstwa oraz jej uwarunkowań. Omówione zostaną kwestie tej formy działalności gospodarczej jako źródła innowacji, motoru zmian ekonomicznych i społecznych oraz miejsca zatrudnienia. Wskazane zostanie miejsce samozatrudnienia w sektorze małych i średnich przedsiębiorstw oraz gospodarce regionu. Do osiągnięcia tego celu posłużono się metodą przeglądu literatury z zakresu gospodarki lokalnej oraz małej i średniej przedsiębiorczości jak i podejmującej problem samozatrudnienia. Dokonano także przeglądu obowiązującego prawodawstwa, dokumentów organów Unii Europejskiej jak i dokumentów świadczących o wadze problemu, takich jak interpelacje poselskie (desk research). W celu zobrazowania podjętego problemu wykonana została analiza danych dotyczących samozatrudnienia w województwie opolskim (data analisys).

Article’s aim is undertaking the issue of the self-employment as the peculiar form of business activity made exclusively personally by the owner of the enterprise and its conditioning. There also will be discussed this form of the business activity as the sources of innovations, engine of economic and social changes and places where individualists can find employment. There will be indicated the self-employment’s place in the sector of small and medium enterprises and the regional economy as well. For achievement of this aim there will be used the literature review from the scope of the local economy and the small and medium-entrepreneurship as well as undertaking the problem of the self-employment. The legislation being in force, documents of bodies of the European Union as well as documents attesting to the importance of the problem, so as parliamentary questions will be indicated (desk research). There was undertaken the analysis of data corresponding to the self-employment in Opolskie Voivodship having as the aim pointing the problem (data analysis).

The article’s goal is to study internal and external cost as part of the sustainable development paradigm. To illustrate such a problem the role and a scope of presented costs in the health care system are discussed. The practical example from Opolskie Voivodship — the John Paul II Specialist Hospital in Głuchołazy — is presented. For achievement of this aim a literature review is conducted from the scope of health-care economics and its sustainable development as well as internal and external costs (desk research). An analysis of data (data analysis) is performed on the example of the specific hospital (case study). After such analysis it is possible to state that it is necessary to have knowledge regarding the occurrence of diseases in the population and the total (including external) values of social and economic costs of untreated diseases. In order to achieve this, it is necessary to, first of all, implement educational programs. This also applies to general medical practitioners, because, as practice shows, patients are often diagnosed at the stages of disease when effective treatment is nearly impossible.

Celem artykułu jest analiza kosztów zewnętrznych i wewnętrznych w kontekście wdrażania koncepcji rozwoju zrównoważonego. Dla ilustracji tak postawionego problemu badawczego dyskusji poddane zostały miejsce i rola tych kosztów w systemie ochrony zdrowia w Polsce. Problem badawczy omówiony został na przykładzie pochodzącym z Województwa Opolskiego — Szpitala Specjalistycznego im. Jana Pawła II w Głuchołazach — prezentującego podjęty problem badawczy. Aby osiągnąć cel badawczy zatosowano metody przeglądu literatury z zakresu ekonomii ochrony zdrowia i jej trwałego rozwoju oraz identyfikacji istniejących w systemie ochrony zdrowia kosztów zewnętrznych i wewnętrznych (desk research). Przeprowadzona została także analiza danych (data analysis) na przykładzie wskazanego wcześniej szpitala (case study). W konkluzji badań wskazać można na konieczność posiadania wiedzy z zakresu wielkości zachorowań populacji jako takiej oraz całkowitej wartości (wliczając wartość zewnętrzną) społecznych i ekonomicznych kosztów chorób nieleczonych. W tym kontekście konieczna jest implementacja programów edukacyjnych — dotyczy to także praktyków zawodów medycznych, ponieważ, jak wskazuje praktyka, pacjenci często diagnozowani są w późnych stadiach chorób, w wyniku czego efektywne leczenie jest prawie niemożliwe.

Article’s aim is the critical analysis of the literature and case study of the knowledge transfer issue into Opolskie Voivodship by foreign investment of the hi-tech sector. To illustrate such undertaken problem the role and a place of knowledge transfer and high technologies sector as the factor having an impact on development of the region was discussed. Enterprises — foreign investors — are the source of the knowledge for human capital of the region, and because of that for enterprises of the region. There also will be pointed the practical example from Opolskie Voivodship, at the base of knowledge transfer by hi-tech enterprise into Opolskie Voivodship. After such stated analysis it is possible to state that foreign investment of hi-tech sector and knowledge transfer to region being their consequence, constitute actual field of scientific interests. As the pro-innovative action it is simultaneously the field of the mutual cooperation of hi-tech sector and regional economy. Interactions of these subjects are important not only from the point of view of mutual benefits, such as knowledge transfer by the side of regional economy and economic benefits, including those connected to regional human capital, by the side of hi-tech sector. Thus foreign investment of that sector can be pointed as the source of innovation, know-how and knowledge transfer, but also as the engines of social and economic changes in the region.

Artykuł ma na celu krytyczną analizę literatury oraz studium przypadku transferu wiedzy do województwa opolskiego poprzez inwestycje dokonywane przez zagraniczne przedsiębiorstwa sektora wysokich technologii. Dla zobrazowania podjętego problemu omówione zostały rola i miejsce transferu wiedzy jako czynnika mającego wpływ na rozwój regionu oraz na sektor wysokich technologii. Zaliczane do tego sektora przedsiębiorstwa — inwestorzy zagraniczni — stanowią źródło wiedzy dla kapitału ludzkiego regionu, a przez to dla przedsiębiorstw regionu. Podjęty temat zaprezentowany został także w ujęciu praktycznym, na podstawie przykładu transferu wiedzy przez przedsiębiorstwo wysokich technologii do województwa opolskiego (case study). Przeprowadzone analizy wskazują, że inwestycje zagraniczne sektora wysokich technologii i wynikający z nich transfer wiedzy do regionu powinny być ważnym problemem naukowym. Tak rozumiane działanie proinnowacyjne jest także obszarem dwustronnej współpracy: omawianego sektora i gospodarki regionu. Jego następstwem są obustronne korzyści ekonomiczne, w tym związane z regionalnym kapitałem ludzkim, po stronie sektora hi-tech. Tym samym inwestycje zagraniczne tego sektora mogą zostać wskazane jako źródło innowacji, transferu wiedzy i know-how, ale i jako motory zmian społecznych i ekonomicznych w regionie.
