In our times, a growing interest of organizations, including also the public ones, in crowdsourcing, can be observed. It enables to acquire knowledge located in virtual communities. However, despite many benefits, crowdsourcing initiatives very often fail. Therefore, a need for their evaluation is recognized. Nonetheless, in the subject literature, a shortfall of criteria and methods of evaluating crowdsourcing may be observed. The existing proposals do not ensure a comprehensive picture of crowdsourcing, and they do not take into account its multidimensionality. The article is intended for a presentation of the ways of evaluating crowdsourcing and an original proposal of a list of indicators, which may be used for evaluating crowdsourcing in public organizations. The article presents the original proposal of activities, by which it is possible to assess the degree of implementation of the adopted tasks and determine the level of obtained crowdsourcing results. The conducted research allowed to recognize that it is possible to measure crowdsourcing results using quantitative and qualitative indicators. A prerequisite for selecting the appropriate means is first of all to indicate the purposes for which crowdsourcing should be used.
One relatively new area of contemporary science research on management is crowdsourcing and virtual knowledge sharing occurring within it. It is defined as the dissemination of knowledge by a virtual community, informing others, making it public, expecting that others will comment on this knowledge, expand and complete it. Such a sharing of knowledge is particularly important for co-creating, participating, or acquiring innovative ideas by an organization. However, despite its positive impact on the organization, it has not been the subject of comprehensive research so far. This article presents the existing output in the scope of the ways of measuring community knowledge sharing within crowdsourcing. In this elaboration, explanations as to why it is worth studying virtual knowledge sharing may be found.
Globalisation and the scarcity of resources have contributed to the need to implement and meet higher customer expectations while reducing the number of employees, the workload, and resource depletion. This situation initiated Industry 4.0, the foundation of which is the implementation and dissemination of modern technologies related to process autonomization, artificial intelligence, and the Internet of Things. They are to contribute to improvements in terms of increased efficiency, decision-making, as well as the creation and maintaining of competitive advantage. Changes in the field of robotics, artificial intelligence, and automation technologies indicate that with the growth of their importance and implementation in organisations, changes need to be introduced in the management of organisations, particularly in the context of organisational processes that form the basis for making knowledge-based decisions. This article’s aim is to identify the meaning of organisational learning for Industry 4.0 implementation. For the purpose of the article, a literature analysis was carried out using the method of systematic literature review. A model on organizational learning within the Industry 4.0 was proposed. The results of analyses show that organisational learning is strictly related to Industry 4.0, as it stimulates the development, acquisition, transformation, and use of new knowledge, which is, in turn, crucial for the implementation of Industry 4.0. The article also proposes guidelines for management practitioners who may consider the introduction of Industry 4.0 tools into work as a challenge.

Globalizacja i niedobór zasobów przyczyniły się do konieczności realizacji i spełnienia wyższych oczekiwań klientów przy jednoczesnym zmniejszeniu liczby pracowników, nakładu pracy i zużyciu zasobów. Sytuacja ta zapoczątkowała Przemysł 4.0., u podstaw którego znajdują się wdrożenie i rozpowszechnienie nowoczesnych technologii powiązanych z automatyzacją procesów, sztuczną inteligencją oraz Internet of Things. Wszystko to ma przyczynić się do usprawnień, poprawy wydajności, podejmowania decyzji oraz generowania i utrzymania przewagi konkurencyjnej. Zmiany w dziedzinie robotyki, sztucznej inteligencji i technologii automatyzacji wskazują, że wraz ze wzrostem ich znaczenia i wdrażania w organizacjach, istnieje konieczność wprowadzania zmian w zarządzaniu, szczególnie w kontekście procesów organizacyjnych stanowiących podstawę do podejmowania decyzji opartych na wiedzy. Celem artykułu jest identyfikacja znaczenia organizacyjnego uczenia się dla implementacji Przemysłu 4.0. Zaproponowano model wdrożenia Przemysłu 4.0 z uwzględnieniem organizacyjnego uczenia się. Na potrzeby artykułu została przeprowadzona analiza literatury z wykorzystaniem metody systematycznego przeglądu literatury. Wyniki przeprowadzonych analiz wskazują, że organizacyjne uczenie się jest ściśle powiązane z Przemysłem 4.0, ponieważ stymuluje rozwój, pozyskiwanie, przekształcanie i wykorzystywanie nowej wiedzy, a co w dalszej kolejności ma znaczenie dla wdrożenia Przemysłu 4.0. W artykule zaproponowano także wskazówki dla praktyków zarządzania, którzy mogą uznać wprowadzenie narzędzi Przemysłu 4.0 do pracy za wyzwanie.
Crowdsourcing staje się narzędziem, po które coraz częściej i chętniej sięgają urzędy miast. Tymczasem teoria i praktyka pokazują, że samo posiadanie platformy crowdsourcingowej jest niewystarczające. Uzyskanie przez organizację założonych korzyści z crowdsourcingu okazuje się zależne od różnorodnych warunków, procesów kształtujących i wywołujących crowdsourcing. Cel artykułu stanowi weryfikacja znaczenia kultury organizacyjnej dla dojrzałości crowdsourcingowej urzędów miast. Dojrzałość crowdsourcingowa rozumie się jako stopień, w jakim zasoby organizacji w obszarze organizacyjnym, indywidualnym i technologicznym umożliwiają wdrożenie crowdsourcingu i osiągnięcie założonych korzyści z tego tytułu. Dla potrzeb realizacji celu artykułu w okresie od stycznia do czerwca 2018 r. przeprowadzono 18 wywiadów swobodnych z przedstawicielami urzędów miast. Uzyskane wyniki badań wskazują, że kultura organizacyjna sprzyja kształtowaniu dojrzałości crowdsourcingowej.

Crowdsourcing is becoming a tool which municipal offices more and more often and willingly reach for. Meanwhile, theory and practice show that simply having a crowdsourcing platform is not enough. Obtaining the assumed benefits of crowdsourcing by the organisation turns out to be dependent on various conditions, processes that shape and trigger crowdsourcing. The purpose of this article is to verify the importance of organisational culture for crowdsourcing maturity of municipal offices. Crowdsourcing maturity is understood as the degree to which the organisation’s resources in the organisational, individual, and technological areas enable the implementation of crowdsourcing and the achievement of the assumed benefits in this regard. In order to achieve the goal of the article, in the period from January to June 2018, 18 free interviews were conducted with representatives of municipal offices. The obtained research results indicate that organisational culture fosters the shaping of crowdsourcing maturity.
Artykuł podejmuje problematykę crowdsourcingu i jego operacjonalizacji. Crowdsourcing należy do nadal stosunkowo nowych kierunków badań. Nabiera on jednak znaczenia dla organizacji ze względu na jego potencjał w zakresie możliwości jednoczesnego pozyskiwania wiedzy z różnorodnych źródeł oraz organizacyjne uczenie się. Jednakże pomimo jego istotności i szczególnego znaczenia, nie ma zgodności badaczy co do sposobów jego pomiaru. Celem niniejszego artykułu jest próba przedstawienia propozycji operacjonalizacji pojęcia crowdsourcingu, z uwzględnieniem przeglądu dotychczas stosowanych w literaturze podejść do pomiaru. Dodatkowo artykuł zawiera propozycje wytycznych dotyczących pomiaru. Wnioski z systematycznego przeglądu literatury pozwalają na stwierdzenie, że istnieje konieczność pomiaru crowdsourcingu z uwzględnieniem trzech poziomów, tj. organizacyjnym, społeczności wirtualnych oraz indywidualnym.

The article addresses the problems of crowdsourcing and its operationalisation. Crowdsourcing still belongs to relatively new directions of research. However, it has been gaining significance for organisations due to its potential in the scope of possibilities of simultaneous acquisition of knowledge from various sources and organisational learning. Nonetheless, despite its significance and particular importance, researchers do not have the same opinions as to the ways of measuring it. The aim of this article is to attempt presenting a proposal of operationalisation of the notion of crowdsourcing, including a review of existing approaches to measuring this notion used in the subject literature. The conclusions from a systematic literature review enable to ascertain that there is a need to measure crowdsourcing taking into account three levels, i.e. organisational, virtual community, and individual. In addition, proposals of assumptions related to the measurement were included.
Otwarte innowacje czy crowdsourcing wzbudzają coraz większe zainteresowanie wśród badaczy. Jednakże większość publikacji dotyczy zastosowania tych modeli głównie w organizacjach komercyjnych, pomijana jest kwestia tych pojęć w kontekście organizacji publicznych. Celem niniejszego artykułu jest charakterystyka społeczności wirtualnych oraz identyfikacja ich roli w tworzeniu otwartych innowacji z organizacjach publicznych. By zrealizować cel pracy, dokonano analizy dwóch platform crowdsourcingowych, wykorzystywanych przez organizacje publiczne. Jak pokazują wyniki, organizacje publiczne coraz częściej sięgają po pomysły i wiedzę społeczności wirtualnych, głównie przy wykorzystaniu platform crowdsourcingowych. Punktem wyjścia w podjętych rozważaniach jest stwierdzenie, iż społeczności wirtualne posiadają potencjał tworzenia i wypracowania kreatywnych rozwiązań. Zrealizowane badania pozwoliły uszczegółowić dotychczasowy dorobek literaturowy w odniesieniu do znaczenia społeczności wirtualnych dla otwartych innowacji w kontekście organizacji publicznych.

Open innovation or crowdsourcing are triggering more interest in the academic environment. However, majority of publications are related to application of those phenomena, mainly in commercial organizations, while the matter of those notions in the public organizations context is rather omitted. Purpose of the publication is to characterize virtual societies and identification of their role in development of open innovations in public organizations. For the article’s purpose, two crowdsourcing platforms used by public organizations were analyzed. As the results show, public organizations are increasingly more often reaching for ideas and knowledge presented by virtual communities, mainly in case of crowdsourcing platforms application. A starting point for the undertaken deliberations is a statement, that virtual communities have a potential to establish and develop creative solutions. The realized research allowed to specify the previous literature works in relations to the meaning of virtual communities for open innovation in the public organizations context.
Zarządzanie w XXI w. przyjęło nową orientację. Coraz częściej w centrum zainteresowań badań nauk o zarządzaniu znajdują się relacje, wiedza oraz procesy uczenia się organizacji. Podkreśla się znaczenie relacji: umożliwiają one dostęp do niezbędnych zasobów oraz budowanie konkurencyjności. Z kolei cenne zasoby, w szczególności w postaci wiedzy, stanowią budulec i podwalinę organizacji uczącej się. W artykule podjęto próbę zestawienia koncepcji organizacji uczącej się z elementami zarządzania relacjami oraz odnalezienia zależności występujących pomiędzy nimi. Artykuł składa się z trzech części. Część pierwsza ukazuje istotę i rolę relacji. W drugiej przedstawiono istotę koncepcji organizacji uczącej się. Trzecia przedstawia znaczenie zarządzania relacjami dla budowania koncepcji organizacji uczącej się.

Management in the XXI century adopted a new orientation. Increasingly, research at the heart of modern management science are relationships, knowledge and organizational learning process. It is emphasized that relationships allow businesses access to necessary resources and building competitiveness. Valuable resources are the building blocks and foundation learning organization. This article attempts matches concept of a learning organization with elements of relationship management and exploration of relationships between them. The article consists of three parts. The first part shows the essence and role of the relationship. The second part presents the essence of the concept of a learning organization. The third part shows the importance of relationship management to build the concept of a learning organization.
