Ocena funkcjonowania i rozwoju samorządu terytorialnego stanowi jeden z najtrudniejszych aspektów w ekonomicznej interpretacji jego działalności. Działalność związana z dokonywaniem różnych ocen gospodarki i życia publicznego w samorządzie jest kluczowym ogniwem procesu zarządzania publicznego (rządzenia). Wiedza na ten temat jest jeszcze niewielka i ma charakter cząstkowy. Celem rozważań w artykule jest zbiór ocen, traktowanych jak system dotyczący funkcjonowania samorządu. Autorzy przyjmują następującą tezę badawczą: zbiór ocen działalności samorządu jest bardziej luźnym układem niż spójnym systemem zarządzania. Rola ocen samorządowych wynika z pełnienia wielu funkcji dla potrzeb procesów decyzyjnych (dostarczenie informacji, podstawa wyboru celów, ocena sposobów funkcjonowania władz). Każda działalność potrzebuje miar (ocen), które pozwalają określić stan i osiągnięcia podmiotów zarządzania publicznego w skali lokalnej. Problematyka dokonywania ocen funkcjonowania i rozwoju samorządu jest wieloaspektowa oraz wielopoziomowa. Oceny dotyczą ich charakteru, rodzaju, warunków, elementów struktur samorządowych, standardów. Stąd też wspólnym mianownikiem analizy jest poszukiwanie adekwatnych kryteriów oceny oraz ich koordynacja w polityce i w zarządzaniu publicznym w Polsce.

The assessment of the functioning and development of local government is one of the most difficult aspects in the economic interpretation of its activities. The activity associated with making various assessments of the economy and public life in local government is a key element of the public management process (governance). Knowledge about this subject is still small and has a partial character. The aim of the considerations in the article is a set of assessments treated as a system concerning the functioning of self-government. The authors accept the following research thesis: the set of self-government assessments is a looser arrangement than a coherent management system. The role of local government assessments results from the fulfillment of many functions for the needs of decision-making processes (providing information, the basis for the selection of objectives, evaluation of the ways in which the authorities operate). Every activity needs measures (assessments) that allow defining the status and achievements of public management entities on a local scale. The issues of assessing the functioning and development of local government are multi-faceted and multi-level. The assessments concern their nature, type, conditions, elements of local government structures, standards. Therefore, the common denominator of the analysis is the search for adequate assessment criteria and their coordination in politics and public management in Poland.

The article analyses a regulatory role played by the administrative commune’s organs and the communal administration subordinated to them. An impact exerted by the public authorities on economic activity, for which they are responsible, is an expression of the self-government intervention. This issue is linked with a change of the public power model, which has to be entrepreneurial and apply solutions promoting higher effectiveness. An important place is held in this process by the regulator’s position, which poses high specialist requirements before communal employees dealing with performance of this function in relation to operators of public services.
