Artykuł poprzez analizę aktów normatywnych ukazuje dziedzictwo kulturalne, jako bezcenne świadectwo odzwierciedlające dorobek kulturowy minionych pokoleń. Podkreśla fakt, że stanowi ono zbór myśli, pracy i talentu wielu społeczności, stanowiąc tym samym o materialnym i niematerialnym dowodzie dziejów każdego narodu świadczącym o ciągłości i kolejach jego istnienia. Niniejszy artykuł porusza także kwestię wzrostu świadomości społeczeństw, areny międzynarodowej w zakresie dziedzictwa kulturalnego i jego ochrony. Świadczy o tym chociażby ilość dokumentów prawnych ukazujących dążenie zarówno państw, jak i organizacji międzynarodowych do wypracowania jak najbardziej precyzyjnego określenia tego, co ma być chronione poprzez regulacje prawne.
