Kapitał ludzki jest strategicznym celem polityki społecznej, globalnej, regionalnej i lokalnej. Tworzenie kapitału ludzkiego o najwyższej jakości jest zadaniem społeczeństwa, które poprzez politykę społeczną uruchamia mechanizmy mające zapewnić realizację tego celu. Inwestycje w kapitał ludzki są niezbędne ze względu na bieżące i strategiczne cele rozwoju, który powinien harmonijnie uwzględniać aspekty ekonomiczne i społeczne, tj. realizować się w formie rozwoju zrównoważonego. Potrzeby edukacyjne i warunki ich realizacji są zróżnicowane społecznie i dlatego niezbędne są działania wyrównawcze, w celu maksymalnego wykorzystania potencjalnych możliwości młodzieży. Stąd też potrzeby edukacyjne całego społeczeństwa należy traktować jako trwały element strategii rozwoju społeczno-ekonomicznego.

Human capital development is a strategic objective of social, global, regional and local policy. Development of highest quality human capital is the task of the society, which should launch mechanisms, providing implementation of this objective, through social policy. Investments in human capital are necessary due to current and strategic aims of development, which should accordingly include economic and social aspects, eg. implementation of sustainable development. Educational needs and conditions of their implementation are socially differentiated, therefore equalizing activities are necessary in order for the youth to obtain maximum benefit. For this reason, educational needs of the whole society should be treated as a permanent part of social and economic development strategy.
