Management of Wages in Public Health Service

This article aims at presenting different government, trade unions, hospital managers and medical personnel activities concerning the wages management in public health service after the 1999 reforms. All the time the main problem was the salaries' increase for medical personnel. Trade unions demanded a level of salaries to be adequate to importance and function of health service in the national economy and to the doctors and nurses qualifications. There were considerable differences in this subject between the government suggestions and medical personnel expectations. Changes in the rules of public health service financing resulted in a decrease of the wages budget. In this connection trade unions organized different protests, like strike, sick leave and termination of employment contracts by doctors. On the other hand the government persuaded trade unions, that decisions concerning the salary increase are the hospital managers responsibility. Trade unions are expecting from government the strategic conception of wages system for doctor and nurses.
