The article aims at showing and discussing the thresholds appearing on the path of local entrepreneurship development. The self-government system is and will always be a resultant of wishes and goals, on the one hand, and effects of various types of resistence, which has to be overcome, on the other hand. The appearing barriers not only hamper the implementation of set goals but they frequently also impede the economic and social development of the country’s administrative districts. The pace and effectiveness of overcoming them are determined by the local authority’s skills of thinking and acting. It is an extremely important issue to identify the strengths and weaknesses of a given district. This can be facilitated by designing a strategy of the district’s development. Unfortunately, it is not a common phenomenon, although a marked growth of interest in these issues can be observed at the beginning of the second, term of office of the local self-government.

The article is a contribution to the studies of housing sector management in Poland. Its main goal is presenting the social and economic issues concerning housing construction with a special emphasis laid on the construction of council houses in the Łódź District. The subject is highly significant taking into account the present regression in housing construction in Poland. The local authority in the city of Łódź decided to invest in housing construction wishing to satisfy the housing needs of local inhabitants with medium incomes, which is confirmed by the conditions and criteria presented in the article, which must be fulfilled by future tenants applying for a flat.

The article analyzes extremely difficult problems faced by the local self-governments in the field of public utility and economic activity of the administrative districts in the commercial sphere. It analyzes the constraints on economic activity conducted on the local scale drawing attention to the possibility of using certain techniques and organizational solutions in the provision of municipal services tested in the western countries as: the contracting and licensing of municipal services being an important element of the privatization process in this sector.

The new economic climate existing in Poland since 1989 influences public sector to be more active and competitive. The article focuses on the role which marketing plays in this field. As lor non-profit organizations it helps them to adjust to the market economy and to meet their clients needs more effectively. Regarding local government marketing supports the realizations of its diuties and coordination of local development. Marketing also stimulates citizens to take more active part in the process of their making decisions about local affairs.

The article analyzes the transformations occurring within the communal sector. These transformations have different aspects and include ownership, economic-financial and organizational changes. A special attention in the article is paid to a still controversial issue concerning the economic activity of administrative districts, creation of market conditions, economization of local self-government’s activity, system of regulations, privatization, transformation of previous communal enterprises, and models of communal services provision. The transformations within communal sector are forced out by many factors including, first of all, the necessity of adapting changes in the economy controlled by the local self-government to the requirements and principles of a market economy.
