The article presents the concept of internal differentiation of a territory of an entity of territorial self-government within the scope of its tasks (mainly own tasks), which – according to the terminology specific for economic and management studies – is defined as territorial diversification in the entity’s activity. The initial thesis on acceptability of diversification includes the Constitutional principle of territorial uniformity of the state as well as the principle of equal justice under law in the sense that the internal territorial differentiation that consists in; among others, isolating certain areas within which an entity of territorial self-government pursues the municipal economy in an different way than within other or different areas, is possible and lawful. Territorial diversification in the activity of entities of territorial self-government can be considered as a strategic management tool supporting development; especially, in the conditions of limited resources and economic stagnation. This approach is additionally supported by the assumptions of the Territorial Agenda of the European Union 2020, and the opinions of the European Economic and Social Committee on the sustainable territorial development policy of the European Union. The article analyses the regulatory status of the positive law and doctrine within the frameworks of territorial diversification in the functioning of the entities of territorial self-government at the level of voivodeships, districts and communes. The analysis was referred to the selected spheres of these entities’ activity, as spatial planning and development, waste management and establishing certain local public imposts.

W artykule została przedstawiona koncepcja wewnętrznego zróżnicowania terytorium jednostki samorządu terytorialnego w zakresie wykonywanych przez nią zadań (głównie własnych), które – korzystając z terminologii swoistej dla nauk ekonomicznych i nauk o zarządzaniu – określone jest mianem dywersyfikacji terytorialnej w działalności jednostki. Teza wyjściowa o dopuszczalności dywersyfikacji uwzględnia konstytucyjną zasadę jednolitości terytorialnej państwa, jak również zasadę równości wobec prawa, w tym sensie, że jest możliwe, a zarazem zgodne z prawem, wewnętrzne różnicowanie terytorialne, polegające m.in. na wydzielaniu pewnych obszarów, na których jednostka samorządu terytorialnego prowadzi gospodarkę komunalną w odmienny sposób niż na pozostałych lub innych obszarach. Dywersyfikacja terytorialna w działalności jednostek samorządu terytorialnego może być rozpatrywana jako narzędzie zarządzania strategicznego, służące ich rozwojowi, szczególnie w warunkach ograniczonych zasobów, a także stagnacji gospodarczej. Takie podejście znajduje swoje oparcie w założeniach Agendy Terytorialnej Unii Europejskiej 2020, jak też w opinii Europejskiego Komitetu Ekonomiczno-Społecznego, dotyczącej polityki zrównoważonego rozwoju terytorialnego Unii. W artykule przeprowadzono analizę stanu regulacji prawa pozytywnego i doktryny w zakresie zróżnicowania terytorialnego w funkcjonowaniu jednostek samorządu terytorialnego na poziomie województw, powiatów i gmin. Analiza został odniesiona do wybranych sfer działalności tych jednostek, takich jak planowanie i zagospodarowanie przestrzenne, gospodarka odpadami, ustanawianie niektórych danin publicznych o charakterze lokalnym.

In particular, the architecture of the main components of the cloud portal are described as well as their references to VMWare software. An example of logistics application – LogBase on Demand − is shortly presented.

The article is devoted to the status of a spa municipality as – on the one hand – a municipality enjoying a special legal status and – onthe other hand – asa special area fulfilling protective functions for its unique characteristics resulting in spa treatment operations in a given area. The special legal status of a spa municipality is reflected in the variety of natures of the system, special governing laws to which it is subject, as well as in special powers to which it is entitled. The special area consists in the implementation of specific governing laws (orders and bans) in a given area, being mandatory for everyone including an entry ban into the given area.

The system of territorial self-government is based on independence of its tiers — communes, districts and voivodships — which is expressed in their independence in two relational systems: between tiers within the system of territorial self-government, and between tiers of local self-government and governmental authorities. However, at the same time, independence does not exclude their cooperation in both relational systems because agreements, unions, and associations, in which tiers of territorial self-government participate, and also associations of tiers of territorial self-government with governmental authorities, allow for common performance of public tasks or for their delegation. The above-mentioned forms are not initiated without the will of tiers of local self-government and they do not build hierarchical dependency between their participants. The imposition of every extraordinary measure has a great influence on those relations because, despite the declaration of normal functioning of public authorities in case of the imposition of extraordinary measure, not only extraordinary competences of heads of the communes and starost’s in relation to entities functioning on the territory of their jurisdiction arise but also atypical relations between starost, commune head, and governor, and even between central authorities and starost. The aim of this article is to identify and analyze the mentioned relations which are provided by provisions of acts regulating conditions of imposition of every extraordinary measure.

Współczesna administracja publiczna to przede wszystkim administracja świadcząca na rzecz obywateli. Kluczową rolę odgrywają jednostki samorządu terytorialnego, którym Konstytucja RP przyznała istotne zadania publiczne w sferze zaspokajania zbiorowych potrzeb ich mieszkańców. W artykule zostanie przeprowadzona analiza przepisów konstytucyjnych pod kątem identyfikacji tych zasad ustrojowych, które służą realizacji tej funkcji administracji.

Modern public administration is primarily an administration that provides services to citizens. The key role is played by local government units, to which the Constitution of the Republic of Poland has assigned important public tasks in the sphere of satisfying the collective needs of their residents. The article will analyse constitutional provisions in terms of identifying those systemic principles that serve the implementation of this function of the administration.

An approach to public administration presented in the article is based on the assumption of the immediacy of applying research methods in the area of organization and management for the description and analysis of the composition and functioning of institutions included in the public administration. The article takes into account the consequences of the system’s transformation in Poland from the early 1990s as aresult of which the public administration was rebuilt by replacing the previous model of the state administration corresponding to the objectives of the socialist state’s political system, ahighly bloated multi-sector organizational system, which makes for considering the participation of members of particular administrative institutions at different degrees of their organization concurrently and in parallel. The result of this study leads to the conclusion that public administration institutions have relative boundaries of their organisational separation and thus the same people can simultaneously participate in anumber of institutions belonging to the core, the external circle and the environment while at the same within the same institution there can come to such parallel multiplicity of participation. Examples of government administration and local government institutions have been presented to illustrate these claims.

This paper tackles staff problems of contemporary public administration. It starts with an analysis of the dependence between the efficiency of administration and the effi ciency of public servants in administration, whose efficiency depends on the level and quality of their qualifications. The analysis was carried out in three perspectives (i) with regard to the whole public administration of the State, (ii) with regard to the State and government central administration and (iii) with regard to regional public administration, on the example of the Lower Silesia region. It was assumed that the quality of the staff in administration is related to and depends on the legislation regulating the recruitment for public administration offices. The relevant provisions determine the choices made in the recruitment process and the subsequent creation of career paths. However, unstable and poor legal provisions have a negative impact on the quality of public administration personnel, which is manifested in poor performance, high employment fl uctuations and a diminishing interest among the younger generation in a career in public administration. This, in turn, may distort the natural generation exchange of administration staff in the future. As can be seen from the statistical analysis conducted in respect of the numbers of public administration employees and the fluctuation among them, as well as the demographic structure examined with regard the gender, age and length of employment, the initially assumed hypothesis of the negative consequences of the inconsistent legislative policy governing the regulations of the public administration staff. The sociological picture illustrating the attitudes among the members of the society to public administration confirms the hypothesis of the poor condition of public administration and a loss in confi dence in its activities or actions. The main reason for the current situation is that the constitutional principle of the neutrality of civil servants is realised only by orders that prohibit combining civil service with political activity, but do not limit or reduce the strong and direct influence exercised by political parties on the legal regulations within public civil service or the policies of appointing candidates to key administrative positions in (not only government) offices.

The article analyzes the legal regulations related to officers and employees working in the offices and organizational units of public administrations in Poland between 1918 and 2018. The results of the study were used to identify the main determinants of clerical law in the past century and to try to assess its consequences.

The analysis is carried out in selected local government activity levels and is based on the schema listings together European law and European Union and national law with simultaneous assessment of its outcome.

The article is devoted to the essence of the municipality, which is a community formed from the inhabitants of a territorial division unit, which should manifest itself in the exercise of power in that territory. The article focuses on one of the key manifestations of municipal government as the foundation of its independence. The analysis of the laws, together with their judicial and doctrinal interpretation, will answer the question of whether the idea of territorial authority has any basis in truth, or whether it is merely mythical idea.

Artykuł poświęcony jest istocie gminy, która jest wspólnotą mieszkańców danej jednostki podziału terytorialnego, co powinno przejawiać się sprawowaniem władzy na tym terytorium. A zarazem poświęcony jednemu z kluczowych przejawów władztwa gminy jako fundamentu jej samodzielności. Analiza przepisów prawa wraz z ich sądową i doktrynalną interpretacją pozwoli odpowiedzieć na pytanie, w jakim stopniu idea władztwa terytorialnego jest prawdą, a w jakim tylko pewnym mitycznym wyobrażeniem o nim.

This paper presents the approach to a description of the knowledge of data mining as a module ontology DM in the Intelligent Dashboard for Managers on the example of the implemented system called InKoM. The ground knowledge is focused on selected concepts and associated data mining algorithms . As a result, the system provides the necessary functionalities for managers of small and medium-sized enterprises. The ontology of data mining provides, o especially for inexperienced managers, substantial support in decision making processes and simultaneously improves the quality and effectiveness of knowledge discovery. In this paper, the motivation for the project, the concepts, the process of creating ontology, and particularly the stage of the conceptualization phase are described. The application of the considered InKoM system with implemented ontology of data mining is discussed to demonstrate its permanent usefulness for managers.

W artykule przedstawiono niekonwencjonalne podejście odwzorowania wiedzy z zakresu eksploracji danych (Data Mining) jako modułu ontologii DM w Inteligentnym Kokpicie dla Menedżerów, dalej zwanego system InKoM. Jest to kompleksowe rozwiązanie technologii systemów klasy BI zarówno dla średnich, jak i mikroprzedsiębiorstw. Optymalna selekcja pojęć i algorytmów eksploracji danych w zaimplementowanej ontologii systemu pozwala na poprawną identyfikację wniosków oraz zwiększa możliwości percepcyjne menedżera, zwłaszcza niedoświadczonego. InKoM jest odpowiedzią na zapotrzebowanie kadry kierowniczej na program ekspercki, który umożliwia niezależność i swobodę działania w zakresie zaawansowanych analiz, wspierając jednocześnie procesy decyzyjne oraz poprawiając jakość i skuteczność odkrywania wiedzy. W niniejszej pracy zaprezentowano motywację projektu, koncepcje oraz proces tworzenia ontologii, ze szczególnym uwzględnieniem fazy konceptualizacji. Zastosowanie systemu InKoM dla studium przypadku ma na celu wykazanie efektywności i przydatności modelu decyzyjnego dla menedżera.

The article presents the key elements of the Intelligent Management Dashboard InKoM. The InKoM system was designed, built and implemented in the TETA BI environment as the fundamental product of a project which research and commercialization phases were conducted in 2012-2014. The innovative Intelligent Dashboard for SMEs Managers developed by the consortium is both a supplement to and an extention of the TETA BI system, which is a set of business intelligence solutions marketed by UNIT4 TETA BI Center. The major innovation of the InKoM system lies in a very wide application of methods, techniques and tools for visual data exploration in the field of economic and financial knowledge. The creators of the system believe that the approach they adopted and the solutions they developed provide managers of SMEs with some advanced analytical and information tools which had not been available for them earlier and which improve the quality, effectiveness and efficiency of decision-making processes. It should be added that the project InKoM and the system created under it are the examples of collaboration and knowledge transfer between a scientific research institution, a commercial manufacturer of business software and business practitioners, cooperation without which it is impossible to develop innovative solutions to support management.

The article presents the issues related to the implementation of the rules of the National Framework of Qualification Standards for Higher Education and proposes their practical solutions by means of dedicated ICT applications, called PSSOR. The PSSOR system has been developed at Wrocław University of Economics (WUE). The application allows to make a smooth reconstruction of the formal requirements and descriptions of all programs of the studies conducted at four faculties of the WUE; and is currently used to manage the educational programs. In the paper the few main functionalities of PSSOR are presented and illustrated. The practical usefulness of the system is systematically verified by the staff and students of the WUE, while pointing further issues related to the organization of modern educational processes.

The authors of this paper present the architecture of a multi-agent system which supports investment decisions on the stock market. The individual components of the system, the manner of communication between them, the mechanism of assessing the individual agents are discussed. New methods of pre-processing financial series, the concept of never-ending learning, the behavioural model of stock exchange traders and the manners of translating the modelled patterns into the open and close position signals are described. The results of the research are described and the directions of the further development of the platform are provided in the conclusion.

The authors of this paper present an approach to trading strategy design for an A-Trader multi-agent system which supports investment decisions on the stock market. The functionalities of the system, and the main component, the Supervisor Agent, used as a strategy a consensus method to reduce the level of investment risk, are described. The consensus method allows the coordination of the work of agents, and on the basis of the decisions provided by the agents presents trading advice to the investor. The strategy has been tested on FOREX quotes, namely on the pair USD/PLN. The results of the research are described and the directions of the further development of the platform are provided in the conclusion.

The content of the knowledge is focused on essential concepts related to the management of micro, small and medium enterprises. Knowledge-based functions, not previously available in commercial systems, increase the quality, effectiveness, and efficiency of the decision making process. The Decision Support System for SME Managers contains six ontologies describing areas of Cash Flow at Risk, Comprehensive Risk Measurement, Early Warning Models, Credit Scoring, Financial Market, and General Financial Knowledge. The ontology design process and examples of topic maps and usage in financial data analysis are presented here.

The content of the knowledge is focused on essential concepts related to the management of micro, small and medium enterprises. Knowledgebased functions, not previously available in commercial systems, increase the quality, effectiveness, and efficiency of the decision-making process. The Intelligent Dashboard for Managers contains six ontologies describing areas of Cash Flow at Risk, Comprehensive Risk Measurement, Early Warning Models, Credit Scoring, Financial Market, and General Financial Knowledge. In the article we presented the process, used in the InKoM project, of creating ontology, particularly the stage of encoding ontology in a formal way in Ontopia. This description was illustrated with the example of creating ontology of Credit Scoring.

Big Data as a complex IT issues, is one of the most important challenges of the modern digital world. At the present time, the continuous inflow of a large amount of information from different sources, and thus with different characteristics, requires the introduction of new data analysis techniques and technology. In particular, Big Data requires the use of parallel processing and the departure from the classical scheme of data storage. Thus, in this paper we review the basic issues related to the theme of Big Data: different definitions of „Big Data” research and technological problems and challenges in terms of data volume, their diversity, the reduction of the dimension of data quality and inference capabilities. We also consider the future direction of work in the field of exploration of the possibilities of Big Data in various areas of management.
