The rural renovation programme in Poland was first launched in Opolskie province and after some time the inhabitants of the Kujawsko-Pomorskie and Slaskie provinces began to implement it, too. The aim of the paper is to evaluate the use of EU funds allocated within the framework of the Sector Operational Programme 'Restructuring and modernisation of the food sector and development of rural areas' for the action 'Rural renovation and protection and preservation of cultural heritage' carried out in Lower Silesia in 2004-2006. The paper also presents examples of other initiatives connected with rural renovation that were launched by the population of Lower Silesia.

The paper presents eight models of the development of multifunctional rural areas in the region of Lower Silesia. The factors adopted to serve as the basis for the models' construction were the dynamics and the level of urbanisation of these rural areas as well as their multifunctional character. The results of the conducted research permitted to distinguish 68 communes meeting the criterion of multi-functionality which were, next, attributed to the individual development models. The eight available models were adapted to suit the different conditions in which the given communes had to function. The worked-out proposals are based on the assumption that it is necessary to create (in accordance with local possibilities) development conditions conducive to raising the level of development and the quality of life in peripheral areas in order to limit their marginalization. The constructed models focus, as a result, on the endogenous factors of development and try to use the potential possessed by these areas. The multifunctional development of rural areas requires active support on the part of self-governments both at the regional and local level. Local governments should, in particular, create conditions for the development of entrepreneurship (e.g. through institutions of the business environment) and invest in broadly understood infrastructure, social infrastructure included. .

(Title in Polish - 'Wykorzystanie budzetu jednostek samorzadu terytorialnego do realizacji koncepcji rozwoju zrównowazonego na przykladzie gmin o wysokich walorach przyrodniczych na Dolnym Slasku'). The paper presents an analysis of the dynamics and structure of budgetary incomes and expenditures of two Lower Silesian communes, having a high share of areas protected because of the great value of the natural environment. In the strategies of the two communes emphasis has been put on the necessity to observe the principles of ecological development. In 2000-2007 the incomes of the examined communes increased. The incomes of the commune Krosnice grew four times owing mainly to successful efforts to obtain financial means from EU funds. The commune's authorities have earmarked substantial amounts for investments in infrastructure, especially in facilities serving environmental protection. The budget of the other commune - Przemków, was based on the commune's own resources and subsidies, with EU means having a minimal share in the incomes. The latter fact has limited the commune's investment abilities. In the result of differences in the communes' effectiveness of obtaining financial means form external sources the annual per capita income in the commune Krosnice has grown tangibly in comparison with the average figure for the Lower Silesian region, whereas the annual per capita income in the commune Przemków has fallen, widening the gap between its development possibilities and the development potential of the remaining Lower Silesian communes.
