International literature on management in metropolitan areas emphasises that large systems of urbanised space, which are currently managed by a number of scattered decision centres, have lost their ability to overcome existing barriers for further development. This entails that management systems have become inadequate for handling increasingly complex functional urban areas which are more and more based on functional rather than administrative relationships. The notion of metropolitan governance, which is currently considered by international scientists as the most suitable method of management in metropolitan areas has been developed to a large degree as an answer to these dynamic changes. The article presents an overview of several methods for delimitation of metropolitan areas, differences arising therefrom and recommendations with regards to the most proper method of delimitation allowing for successful implementation of metropolitan governace.

Delimitation of metropolitan areas is causing authorities and research workers a lot problems. Such areas should be characterized by a spatial cohesion and a similar degree of the development. The paper is presenting Łódź Metropolitan Area (ŁMA) through the prism of the sequence of indicators worked out for five districts of ŁMA. Analysed signs are a base to do interesting conclusions about demographic and economic processes occurring in the space ŁMA It also allows to identify the strengths and weaknesses of individual districts of this area.

The aim of the article is to analyse the organization and financing of the health care system. The author made an attempt to judge the solutions implemented in Poland within the framework of Homogeneous Patients Groups (Jednorodne Grupy Pacjentów – JGP), as one of the methods of patient’s case-mix and the management in the health care system. The article indicates main socio- economic problems, which are caused by introduction JGP system. In the article there was made a comparative analysis related to: – Demographic aspects with regard for the life expectancy, – Expenditure on health care services in the OECD countries related to GDP, – Health care systems in chosen countries which implemented DRG system. The main subject of analysis became financing methods of services related to inpatient health care system.

W Polsce system Jednorodnych Grup Pacjentów (JGP) został wprowadzony 1 lipca 2008 roku. Nowym sposobem rozliczeń został objęty pobyt pacjenta w szpitalu. System JGP w Polsce został w swojej pierwotnej postaci przejęty z modelu brytyjskiego, chociaż w ciągu niecałego roku funkcjonowania znacznie ewoluował i można uznać, że polska wersja HRG jest odrębnym mode- lem w ramach systemów DRG. Po raz pierwszy system DRG został wprowadzony w Stanach Zjednoczonych w roku 1983 (Uniwersytet w Yale) w publicznym systemie Medicare. Obecnie DRG obowiązuje w większości krajów Unii Europejskiej. Głównym celem artykułu jest analiza wpływu nowego systemu rozliczania kosztów pacjenta na poziom finansowania świadczeń opieki zdrowotnej oraz na poprawę wskaźników dotyczących efektywności zarządzania w ochronie zdrowia społeczeństwa. Artykuł wskazuje również na problemy wynikające z wprowadzenia nowego systemu opartego na budowie homogenicznych grup pacjentów. Grupy te są wyodrębnione pod względem diagnozy głównej, diagnozy współistniejącej, płci i wieku. Mimo, że jest to jeden z najnowocześniejszych systemów rozliczeniowych w zakresie ochro- ny zdrowia to niestety posiada również wady. Jednym z najistotniejszych problemów, który jest bezpośrednim skutkiem wprowadzenia DRG jest odejście od leczenia kompleksowego pacjenta na rzecz wybranej (najdroższej) procedury medycznej.

The housing situation in the community depends on many factors: historical conditions, housing policy over many years and organization of housing management system. The local housing situation, however, depends primarily on the efficiency of the housing management system and a place of the housing problems in the hierarchy of important issues for local government in the coming years. The purpose of this article is to identify barriers to effective housing management that brings positive results for housing and the proposal to change the existing system of public housing management.

Public-private partnership can be used by public sector to realize many different initiatives including public services, for example municipal waste collection. There is of course a question about evaluation of a partnership in this field. The answer depends on many aspects. This paper outlines the formal basis of PPP in discussed issues. The author also tries to evaluate this partnership on the practical example.

The paper presents conclusions from own research on collaboration between enterprises and non-governmental organisations under the scope of the social responsibility programmes developed by companies. The conclusions discovered in the research lead to a set of guidelines and tips for the companies that are developed originally in the paper. The guidelines go in different directions – from details about forms of collaboration to making such a collaboration and corporate social responsibility strategic issues.

The paper concerns the public administration, which in the past was a discipline mainly connected with political science and public policy, and today is the subject with theoretical roots in institutional and network theory. The author presents the evolution of the following concepts (Public Administration, New Public Management, New Public Governance) showing their main characteristics. The network creation and network management seems to be the future of improving public sector’s results. The Polish public administration follows the mood of changes in this regard. Today the changes are more efficiency oriented (NPM concept), but there are also some signs that the concept of New Public Governance is possible (in the future) in the Polish realities. Today it is rather cooperative approach than network approach, but these processes have to last time.

Social housing has a specific function in the housing stock. It is primarily an instrument used in the system of social assistance, implemented by public authorities. One of the main problems that arise during making decisions about provision of social housing is the problem of localization. Local authorities must answer the question whether it is better to change the destination of the existing housing stock and create social housing within the city, and also derive social housing in areas outside the city and create social districts? How to balance the social development in the area of the city, to manage it according to the theory of sustainable development? The purpose of this paper is to assess the impact of the activities carried out by local authorities in Poland regarding the provision of social housing in the context of sustainable management of the city.

In fact this is a base term to value the quality of governance in wide range (domestic, regional or local).
