The article deals with the problem of implementation of inclusive education in Ukraine. The problem of formation of practical competence of teachers and heads of special and mass educational establishments was described. The author considers the factors and their causes, which affect the implementation of the theoretical foundations of inclusive education in practice, and which cause decline in the quality of its implementation. The author states that at the present stage of development of society, parents of children with impaired mental and physical development, which are customers of social services for children with special educational needs, seeking to integrate their children in the general educational environment. Therefore, in recent years our researchers directed their efforts in search of modern forms of integration of children with impaired mental and physical development in the educational environment. The factors that lead to the inefficient implementation of inclusive education were identified. It is stated that one of the components and key pedagogical problems of implementation of inclusive education is the formation of practical competence of teachers and leaders who will implement the theoretical foundations of inclusive education in practice. Detailed introduction to modern terminology layers of defectology as a science, the results of which are outlined above have found many inconsistencies and discrepancies even when the change in the name of scientific directly. Making changes in precise and unambiguous understanding of the whole system of defectology concepts causes difficulties in its application by the specialists who have special training. The definition of the term «competence», which is used in the study, was provided. Speaking about the competence of specialists, the author has in mind that it is a predetermined norm of educational attainment, which is the basis of professional behavior for teachers and school leaders. The author has provided the problem of insufficient competence of specialists, who involved in the provision of educational services for children with mental and physical impairments, and specialists, who involved in the implementation of this process. And this problem should be recognized as a pedagogical problem of implementation of inclusive education.

In the article the author has defined that the functioning of the system of correctional-rehabilitation help for people with mental and physical impairment and/or disabilities is caused by the needs of the population. It is pointed out that at the present stage of development of society the idea of social support for people with mental and physical impairments and/or disabilities has become one of the leading ideas of the philosophy of society. The development strategy of this system is part of a strategy of socio-economic development of the region, which covers various areas of the social sphere. It is noted that Ukrainian law guaranteed expanding the range of social services for persons with mental and physical impairments and/or disabilities and implementation of innovative approaches of helping people with mental and physical disabilities in practice, which requires changes in organizational and management approaches for its implementation. The author has described current status and components of correctional-rehabilitation help in the context of state support for people with mental and physical impairments and/or disabilities in Ukraine. The author has systematized modern range of social services for persons with mental and physical impairments and/or disabilities in Ukraine, in particular, has provided: - the list and the content of correctional-development, medical and preventive work and other rehabilitation services in special schools (boarding schools) of different kinds; - the types and forms of social services in institutions of various subordination. It is indicated that the state, as the bearer of «interest of justice», must establish a balance between resource potentials of all the market participants of social services and the degree of equity in the distribution of the results of their use. It is stressed that any attempt to raise this measure, to achieve even greater equity at a constant initial allocation of resources, is resulting in undue waste of resources. It is stated that because of these actions the role of the state has increased in ensuring the rights of citizens for quality correctional-rehabilitation help and financial support for its implementation.

In the context of the interpretation of the terms «modernization» and «modification» the author has stated that: 1) modernization of the system of correctional-rehabilitation help for people with mental and physical impairments and/or disabilities, in general, and special education system, in particular, involves bringing them in accordance with the new challenges of society, based on introduction of the new standards and indicators of quality of help; 2) modification is a change in the provisions established in the approaches to the organization of correctional- rehabilitation help for people with mental and physical impairments and/or disabilities, in general, and special education system, in particular, with a purpose of their modernization. The result of the modification of established models of correctional-rehabilitation help for people with mental and physical impairments and/or disabilities, and training and education of children with special educational needs are qualitatively different in their conditions. The author notes that at the beginning of the implementation of the strategic changes in the system of correctional-rehabilitation help for people with mental and physical impairments and/or disabilities, which is a part of the special education system, it has been mostly about the modernization of the system as a whole. At the present stage, when the system changes have already taken place at the regional level, for implementation of local and modular changes we speak about modification of the system. The analysis of scientific literature and the study of the state of practice have revealed that one of the factors that negatively affects the quality of the implementation of correctional-rehabilitation help and educational services is the lack of trained professionals, who can manage these processes. Therefore, in the modernization of correctional-rehabilitation help for people with mental and physical impairments and/or disabilities, in general, and special education system, in particular, considerable attention should be given firstly to modification of educational plans and teaching material during the preparation of professionals in higher educational establishment. This is one of the factors that will lead to accordance with the new demands of society the quality of help for people with mental and physical impairments and/or disabled at the regional and institutional levels.

In the article the authors analyze the current trends of psycho-pedagogical, medical and social support for children with autism in Ukraine and abroad. On the basis of studying the experience of foreign countries, scientific research works of the specialists of different sectors, the analysis of the results of the ascertaining experiment, an attempt to generalize and identify current trends in psychological, pedagogical, medical and social support of autistic children in Ukraine and some foreign countries was made. It is stated that autism spectrum disorders are in general a disorder of the most diverse spheres of the psychics and the deviations in the development of the nervous system, as well as many somatic functions in particular. The primary disorders cause further specific features of the psychophysical development of children with autism disorders. It is noted that one of the main objectives of the correctional-rehabilitation help for children with autistic disorders is the softening or removal of various dysontogenetic and psychopathology caused the development problems by using specialized individualized comprehensive correction. It is proved that the timeliness, accuracy, reliability of diagnosis is one of the basic conditions of early comprehensive correctional work, the key to higher efficiency of treatment and rehabilitation in the interaction of social, moral, ethical, reputational and economic aspects. The importance and the necessity of uniting the efforts of doctors of different specialties, psychologists, teachers, social workers, parents for the effective implementation of rehabilitational-correctional work is emphasized. The theoretical-methodological and scientific-methodical bases of the organization of the system of correctional-rehabilitation help for people with mental and physical impairments are defined. It is specified that the system of correctional-rehabilitation help is a collection of the authorities of different social sectors and local governments; their subordinate network of institutions which implement assistance to people with mental and physical impairments and/or with disabilities through the implementation of programs and standards for the various levels and trends (state, regional, sectoral). It is stressed that the new strategic course of assistance to people with autism should be developed and approved at the state level, and the modern model of the organization of interdepartmental collaboration between all sectors of the social sphere has to be implemented at the regional level.
