Wstępnie zakładamy, że w procesie rozwoju cywilizacyjnego przedsiębiorczość jest jednym z podstawowych czynników wzrostu gospodarczego, społecznego i kulturowego. Proces ten, w zależności od uwarunkowań wewnętrznych i otoczenia, ze zmiennym nasileniem kształtuje układy przestrzenne od skali krajowej przez układy regionalne do układów lokalnych. Wychodząc z powyższego założenia, należy przyjąć, że szczególnie ważnym problemem badawczym jest dążenie do coraz precyzyjniejszego poznania złożoności procesu kształtowania samorządowych układów lokalnych. Wyniki badawcze z tego zakresu mają także duże znaczenie dla celów aplikacyjnych, zwłaszcza w zakresie podnoszenia jakości zarządzania i budowy strategii rozwoju tej kategorii układów. W niniejszej pracy podjęta została analiza wpływu przedsiębiorczości na proces funkcjonowania układów lokalnych z uwzględnieniem wewnętrznych i zewnętrznych uwarunkowań rozwoju.

It should be initially assumed that in the process of the civilization development, entrepreneurship is one of the main drives of economic, social and cultural growth. This process, depending on internal conditions and the environment, with varying intensity shapes the spatial systems – from national scale through regional systems to local systems. Proceeding from this assumption it should be noted that a particularly important research problem is to strive for more and more precise knowledge of the complexity of the process of formation of local self-government system. The results of the research in this field are also important for the application purposes, especially in improving the quality of management and creating of the development strategy of this category of systems. The study was undertaken to analyse the impact of entrepreneurship on the process of functioning of local systems, taking into account internal and external conditions of development.

The processes of technological progress create new opportunities for economic, social and cultural growth, shape new relations between economic entities and their environment, and influence changes in the determinants of entrepreneurship development. These processes vary significantly in certain geographic locations, characterised by an enormous diversity of natural, social, economic and cultural structures. As a consequence, this creates different opportunities and different conditions for the development of entrepreneurship in certain spatial scales, from the continental scale, through national and regional to local scales. The article presents complex conditions for the development of entrepreneurship, highlights its limitations resulting from institutional barriers, and the importance of knowing the mechanisms of mutual relations between spatial systems and the influence of control instruments. The quality of central and local government authorities is of particular significance here, which do not always properly use the mechanisms of rational business support. A serious barrier to the development of entrepreneurship is the low quality of social capital, manifested in a lack of trust in institutional authorities and reluctance to engage in entrepreneurship and business development. The conclusions point out that further research should be developed that will take into account changing business conditions, with a defined strategic goal of raising the quality and standard of living, international competitiveness of the country and products in different market categories.

Na tym tle szczególną uwagę zwrócono na: uwarunkowania kształtowania społecznych postaw przedsiębiorczości, wpływ potencjału ekonomicznego firm na aktywizację gospodarczą i powiązania rynkowe, relacje między różnymi kategoriami firm, ich własnością, rodzajem produkcji i zasięgami rynku oraz wpływ przedsiębiorczości na rozwój społeczno-gospodarczy i kulturowy, a także podstawowe uwarunkowania kształtowania przedsiębiorczości w układach przestrzennych.

This study assumes that the development of socio-economic spatial systems is crucially influenced by the level and quality of intellectual resources that allow the generation of human and social capital, as well as the social stimulation of entrepreneurship. Against this background, particular attention has been paid to: factors shaping social entrepreneurship, the impact of the economic potential of the companies on the stimulation of economic and market relationships, arguments between different categories of companies, their property, the type of production and coverage of the market, as well as the impact of entrepreneurship on the socio-economic, cultural and fundamental determinants of entrepreneurship education in spatial systems.

Wstępnie przyjmujemy założenie, że w celu racjonalnego kształtowania struktur regionalnych niezbędne są studia dotyczące struktury funkcjonalnej ich elementów, określania uwarunkowań ich rozwoju, a także zachodzących między nimi relacji. Na tym tle celem analizy jest: próba modelowego określenia uwarunkowań działalności małych firm, zasad ich lokalizacji i rozwoju w strukturze regionalnej, określenie ich funkcji, wewnętrznych relacji aktywnych i pasywnych zachodzących między nimi, a także między nimi a elementami otoczenia. Wśród podstawowych elementów struktury regionalnej wyróżniono elementy przyrodnicze, społeczno-ekonomiczne i kulturowe, a następnie określono ich funkcje, konkurencyjność firm w zakresie wykorzystania zasobów, obszary rynkowe, politykę społeczno- gospodarczą, jakość polityki, jakość elit i instrumentów prawnych.

We initially assume that in order to rationally form regional structures, it is indispensableto conduct studies of the functional structure of their elements, determining the conditions of theirdevelopment, as well as relations between them. Against this setting, the purpose of the analysis is: anattempt to model determine the operational conditions of small business, principles of their location anddevelopment in the regional structure, determining their function, internal active and passive relationstaking place between them as well as with elements of the environment. Among the basic elements of theregional structure there have been singled out: natural elements, socio-economic and cultural, and nextdetermined were their functions, competitiveness of companies in the use of resources, market areas,socio-economic policy, quality of policy, quality of elites and legal instruments.

Procesy rozwoju przedsiębiorczości w układach przestrzennych zachodzą pod wpływem wielu rożnorodnych czynnikow, wynikających za zmieniających się uwarunkowań wewnętrznych i zewnętrznych. W artykule podjęto więc probę identyfikacji uwarunkowań wpływających na możliwości dalszego rozwoju działalności gospodarczej, traktowanej jako podstawowy przejaw przedsiębiorczości. Do głownych uwarunkowań zaliczono czynniki związane z ogolnymi procesami rozwoju społecznego, gospodarczego i kulturowego, postępującą globalizacją działalności gospodarczej, kształtowaniem społeczeństwa informacyjnego, poziomem edukacji i rozwojem działalności badawczo-rozwojowej, jakością kadr i elit władzy oraz wdrażaniem zasad etycznych do biznesu i życia społecznego. Wskazano rownież na potencjalne czynniki hamujące rozwoj, wynikające z negatywnych cech osobowości elit władzy i przedsiębiorcow. Identyfikacja tych uwarunkowań procesu dalszego rozwoju powinna służyć doskonaleniu treści i metod edukacji w zakresie przedsiębiorczości oraz analizom kształtowania przedsiębiorczości w układach lokalnych i regionalnych. Wyznacza ona także kierunki dalszych badań, ktore powinny zmierzać do coraz precyzyjniejszego poznania procesu kształtowania przedsiębiorczości w drodze zarowno doskonalenia ujęć teoretycznych, jak i ich weryfikacji w badaniach empirycznych z uwzględnieniem ich możliwości aplikacyjnych.

The processes of entrepreneurship development in spatial systems take place under the influence of many different factors resulting from the changing of internal and external conditions. Thus, the article attempts to identify conditions affecting further possibilities of business development, treated as a basic expression of entrepreneurship. The main determinants include factors related to general processes of social, economic and cultural development, progressive globalisation of economic activity, development of the information society, level of education and development of research and development activities, quality of personnel and power elites and implementation of ethical principles to business and social life. The authors also pointed to potential factors hampering the development resulting from the negative personality traits of the power elite and entrepreneurs. Identification of these conditions of the process of further development should be used to improve the content and methods of entrepreneurship education and to analyse the development of entrepreneurship in local and regional systems. It also sets the directions for further research, which should aim at more and more accurate understanding of the process of entrepreneurship development through the improvement of both theoretical approaches and their verification in empirical research, taking into account their application possibilities.
