The aim of this paper is to discuss European Central Bank (ECB)’s powers with regard to maintaining stability in the Economic and Monetary Union (EMU)’s member states. First, the author examines key tasks of the ECB as a central bank, focusing on its special character and competencies. In the second section, the ECB’s actions during the financial crisis are outlines, as well as some legal limitations on its powers. In the final section, the author discusses issues related to currency, price stability and euro stability.

The paper looks at the concept of universal (unconditional) basic income. The poverty is one of those elements of social life that seems to be constant; various historical circumstances impacted its level, but it is hard to imagine a world without the poor. The evident shortcomings of current social services throughout the world led many academics to a favourable view of universal basic income system in which all citizens regularly receive a certain sum of money in addition to the income received from elsewhere. The author argues that since universal basic income is being considered as a replacement to the current means-tested welfare system the idea itself seems interesting.

The paper looks at the concept that using gold as collateral for state bonds would bring great benefits to the EU countries. The paper explains that unlike monetary interventions involving complex chains of causality and many potential unintended consequences, using gold as collateral can be simple and transparent. Gold was used as collateral in the past, and to a great extent, at least from a legal point of view, this seems to be gold’s purpose. The author argues that using gold as security for new sovereign debt issuance would provide the EU states with critical breathing space to create more permanent solutions.

Artykuł poświęcony jest determinantom ewentualnych decyzji o użyciu złota stanowiącego część rezerw banków centralnych jako zabezpieczenia obligacji skarbowych państw Unii Europejskiej. Główna myśl artykułu dotyczy stabilizacyjnych (dyscyplinujących) konsekwencji wprowadzenia do systemu finansowego uwzględniającego elastyczność podaży pieniądza instrumentu „twardego” opartego na kruszcu. Rozważania dotyczą w szczególności istoty złota jako aktywa monetarnego na tle istoty pieniądza współczesnego oraz prawnych i faktycznych uwarunkowań zastosowania analizowanego rozwiązania.
