Z jednej strony, są elementem zapełniania ideologicznej pustki po upadku komunizmu, z drugiej, ważnym narzędziem wojny informacyjnej prowadzonej przez Federację Rosyjską. Stanowią filozoficzną bazę dla koncepcji geopolitycznych, rozwijanych w Rosji intensywnie po 1991 roku. Jednym z najważniejszych postulatów geopolitycznych władz rosyjskich, aktywnie wspieranych przez Aleksandra Dugina i stworzony przez niego współczesny ruch eurazjański, jest idea świata multipolarnego (policentrycznego). The concept of Radical Subject and the Fourth Political Theory, founded by Alexander Dugin, are some part of the formulation of a new ideology, that we can call Russia’s answer to the challenges of the postmodern world. On the one hand, it is a part of filling the ideological void after the collapse of communism, on the other hand, an important tool for information warfare conducted by the Russian Federation. It is also the philosophical basis of the geopolitical concepts extensively developed in Russia after 1991. One of the most important geopolitical demands of the Russian authorities, actively supported by Alexander Dugin and created by Eurasian Movement, is an idea of the polycentric, multipolar world order. The concept of Radical Subject and the Fourth Political Theory broadly derive from the philosophical traditions of the East (eg. illuminationizm, esoteric Orthodoxy, Buddhism) and the West (eg. Neo-Platonism, the philosophy of Heidegger). Dugin’s philosophy can affect the conservatives and right-wing and left-wing radicals in the West, hostile to the current political and social order.
W latach sześćdziesiątych XX wieku, piszący na emigracji w Argentynie, rosyjski strateg, pułkownik Jewgienij Messner sformułował nową koncepcję prowadzenie konfliktów zbrojnych, którą nazwał wojnami buntowniczymi. Ten nowy typ wojny miał się charakteryzować przewagą prowadzenia walk przez ludność cywilną, kluczowym znaczeniem oddziaływania psychologicznego i decydującym znaczeniem użycia wojsk i służb specjalnych. Messner wskazywał także na rosnącą rolę terroru w prowadzeniu działań zbrojnych. Inną ważną cechą nowej koncepcji było „odpaństwowienie wojny”. Walczące grupy społeczne, pododdziały wojskowe i paramilitarne pozbawione miały być oznak rozpoznawczych. O skuteczności koncepcji Messnera można się było przekonać na początku 2014 r. podczas tzw. kryzysu krymskiego i operacji rosyjskich służb bezkrwawego zajęcia Półwyspu Krymskiego. Kluczową rolę odgrywało tam podłoże społeczne. Od wielu lat rosyjskie media prowadziły kampanię informacyjną, skierowaną do mniejszości rosyjskiej na półwyspie. Sama zaś operacja zbrojna została przeprowadzona modelowo.

Evgeny Messner was a Russian professional soldier (colonel) and military theorist. He a new war strategy, which called “mutiny war” (rebel war; Russian: myatezhevoyny). He predicted that the future wars would be waged by small and special forces and terrorist cells (Leaderless Resistance strategy) gaining influence by subversion and organised revolutions rather than through traditional warfare.
The article is a draft describe of development of Polish theoretical geopolitics from 19th century to 2009. Author commence the series of concepts from Eugeniusz Romer and idea of Intermarium to ideas of European integration in the beginning of 21st century. In the end author concludes that geopolitics as a study has an interesting perspective of development. The main areas of geopolitical researching will be theory and methodology, cartography, modeling and predicting geopolitical processes.
Oskar Żebrowski (born ca.1809, died 1883), Polish philosopher and engineer, generally diveded Europe on two parts: South-Wesern and North-Eastern. In his opinion natural territory of Poland should be bordered by the Baltic Sea, Black Sea and rivers: Oder, Daugava, Dnieper. In his tought Poland was diveded on two parts, which was a result of drainage divides separating drainage basins of Baltic Sea and Balck Sea. By him drainage divides were very important political boundaries.

The classical linear war is nowadays changing into rebel, mutinous, non-linear warfare, without apparent fronts and clearly determined opponents. Its three main factors are understood differently: strength (power), time and space. The main determinant of a country's power is no longer the population, territory, or even the strength of the economy. The most important factor is the social morale, the identity and integrity of societies and nations, and the ability to impose its vision of political order on other societies. Public diplomacy (including cultural diplomacy) becomes more important than classical diplomacy. The leading form of realization of political goals becomes an information war, understood as a mass impact on the sphere of consciousness of whole societies, aimed at the exchange of their views in a specific area of life. Diffused war is a strategic concept assuming a dispersed, simultaneous attack on many directions and planes of organization of political and social life of the opponent, bypassing the existing legal order (national and international).

Klasyczna wojna liniowa zmienia się obecnie w „buntowniczą”, nieliniową wojnę, bez widocznych frontów i wyraźnie zdefiniowanych stron konfliktu. Głównym wyznacznikiem potęgi państwa nie jest już liczba ludności, wielkość terytorium, ani nawet potencjał gospodarczy. Najważniejszym czynnikiem jest społeczne morale, poczucie tożsamości i integralność społeczeństw i państw, oraz zdolność narzucania swojej wizji porządku politycznego innym społeczeństwom. Dyplomacja publiczna (w tym dyplomacja kulturalna) staje się ważniejsza niż dyplomacja klasyczna. Wiodącą formą realizacji celów politycznych staje się wojna informacyjna, rozumiana jako masowy wpływ na sferę świadomości całych społeczeństw, mająca na celu zmianę ich poglądów w określonej dziedzinie życia. Rozproszona wojna jest strategiczną koncepcją zakładającą rozproszony, jednoczesny atak na wiele kierunków i płaszczyzn organizacji życia politycznego i społecznego przeciwnika, z pominięciem istniejącego porządku prawnego (krajowego i międzynarodowego).
