System nauczania w klasach łączonych to obszar funkcjonowania polskiego systemu edukacji praktycznie nieobecny w dyskursie naukowym oraz działaniach władz administracji oświatowej, pomimo że jest on realizowany w około 20% szkół podstawowych w Polsce. Przedmiotem niniejszego opracowania jest analiza jednego z aspektów tego systemu, a mianowicie jego efektywności. Podjęto w nim analizę poziomu poznawczych osiągnięć szkolnych uczniów klasy III szkoły podstawowej pracującej w systemie klas łączonych. W rozważaniach odwołano się do badań własnych tego aspektu nauczania w klasach łączonych, realizowanych na przestrzeni lat 1996-2016, podejmując na zakończenie próbę dokonania uogólnień i postulatów pod adresem praktyki szkolnej.

The education system in joint classes is the area of Polish educational system is practically absent in the scientific debate, as well as in education administration activities, although it is in operation in about 20% of primary schools in Poland. This report analyses one aspect of this system, namely its efficiency. The author attempts to analyse the level of cognitive school achievements of 3rd grade pupils working in joint classes system. He refers to his research on the matter conducted in 1996-2016 concluding with some generalizations and demands for schooling practice.

Artykuł podejmuje zagadnienie finansowania polskiego systemu edukacji i wynikające z obwiązujących zasad konsekwencje dla funkcjonowania małych szkół wiejskich. Na podstawie analizy stanu aktualnego autor podejmuje próbę określenia koniecznych zmian systemu finansowania, co w rezultacie powinno w sposób zdecydowany zmienić sytuację ekonomiczną tych szkół, które zdecydowanie dominują wśród szkół funkcjonujących w systemie oświaty.

The article deals with ways of founding the Polish education system and consequences that the current situation has at small schools in rural areas. On the basis of the analysis of the current situation the author is trying to determine necessary changes in the founding system what, as a result, should definitely change economic situation of these schools which are apparently in majority among all schools functioning in education system.

Zmian polityczne, gospodarcze i społeczne, które zaistniały w Polsce po 1989 r., spra-wiły, że jednym z pierwszych obszarów życia społecznego, który został poddany grun-townym zmianom prawnym, był system edukacji, zmianom, które, jak dowodzi prak-tyka, maja charakter ciągły. Celem artykułu jest próba oceny realizacji konstytucyjnego prawa do nauki (art. 70) oraz praw pokrewnych (art. 53, ust. 3 oraz art. 73) w kontekście organizacji i funkcjonowania polskiego systemu edukacji. Jest to spojrzenie pedagoga, który od wielu lat analizuje rozwiązania legislacyjne kolejnych władz resortu edukacji w kontekście codziennej praktyki edukacyjnej, ze szczególnym uwzględnieniem skut-ków wprowadzanych rozwiązań formalno-prawnych.

The political, economic and social changes that took place in Poland after 1989 meant that one of the first areas of social life that was subject to thorough legal changes was the education system, changes which, as practice proves, are of a continuous nature. The aim of the article is an attempt to evaluate the implementation of the constitutional right to education (Art. 70) and related rights (Art. 53, paragraph 3 and Art. 73) in the context of the organization and functioning of the Polish education system. This is the view of a pedagogue who has been analyzing the legislative solutions of subsequent authorities of the Ministry of Education in the context of everyday educational practice for many years, with particular emphasis on the effects of the introduced formal and legal solutions.

W artykule przedstawiam rozważania będące oceną aktualnego stanu realizacji reformy polskiego systemu edukacji. Oceny tej dokonuję, odwołując się do analizy podstawowego obszaru determinującego efekty podjętych działań reformatorskich, a mianowicie wprowadzonych do praktyki edukacyjnej rozstrzygnięć prawnych. Od ich jakości zależą końcowe efekty reformy systemu edukacji. W artykule podejmuję próbę odpowiedzi na zasadnicze pytanie: Czy autorzy reformy stworzyli warunku prawne umożliwiające efektywne wdrażanie nowych rozwiązań strukturalnych i programowych?

In this article I present reflections which are an estimation of current state of implementation of the Polish education system reform. I have made this estimation based on the analysis of basic area determining effects of undertaken reforming activities that is legal solutions put into education practice. Final effects of education system reform depend on their quality. I'm the article I try to answer a basic question: Have the reform authors created legal circumstances enabling effective implementation of new structure and programmed solutions?
