Culture occupies an inferior place in the theoretical and practical interests of social policy. Culture is a difficult concept to define. It constantly expands its range, blurring its boundaries. This is reflected in the progressive aesthetisation (culturalisation) reality and the increased role of an experience economy.  Culture becomes an iconosphere (the realm of signs). The proof of these problems with the conceptualisation of culture are unsuccessful attempts of defining creative industries. In this situation, the only useful definition of culture is an anthropological definition, which is very general and descriptive. Therefore what is needed in social policy is a revision of the standard approach to the phenomenon of participation in culture, where ‘culture’ is usually limited to the realm of art, and ‘participation’ is usually limited to specific behaviours in the area of artistic institutions.

W polu teoretyczno-praktycznych zainteresowań polityki społecznej kultura zajmuje miejsce poślednie. Jest zarazem pojęciem trudnym do zdefiniowania. Nieustannie rozszerza się jego zakres i zacierają się jego granice. Znajduje to wyraz w postępującej estetyzacji (kulturalizacji) rzeczywistości oraz rosnącej roli ekonomii doświadczenia. Kultura staje się ikonosferą (sferą znaków). Świadectwem tych kłopotów z konceptualizacją kultury są nieudane próby definiowania przemysłów kreatywnych. W tej sytuacji jedyną użyteczną definicją kultury jest definicja antropologiczna, a więc ogólna i opisowa. W polityce społecznej konieczna jest zatem rewizja standardowego podejścia do zjawiska uczestnictwa w kulturze, w którym „kultura” ograniczona jest zwykle do sfery artystycznej, a „uczestnictwo” – do określonych zachowań w obszarze instytucji artystycznych.

Art, developing for a long time according to the logic of emancipation towards a deepening intellectual anarchy and axiological chaos which destroys its identity, is, in my opinion, a closed subject. However, J. Baudrillard and D. Kuspit return to it, joining a long list of authors who announce the death of art; the death which manifests itself in art’s entropy, repetitiveness, recycling of the same thing again and again, image transparency, nothingness, nihilism or commercialisation. In this respect, both diagnoses confirm only observations made earlier. The issues which deserve more careful examination include: aestheticisation of economy, art as a laboratory of social anomie, the return to traditional painting. The aestheticisation of economy depicts the extension of art to its new, alternative forms of existence, towards such fields as marketing, image creation, consumption, the cult of the body (narcissism) and ‘disneylandisation’ of life. The aestheticisation of economy (also: of everyday life) appears to be conquering the area of art while pushing away to the margin the two other trends (continuation of the avant-garde experiments and reactivation of visual arts in their earlier form).

"Knowledge society" is a controversial concept. It derives from the "knowledge based economy" in which knowledge is reification. The paper discusses its consequences, such as separation of knowledge from the practice, knowledge management, quantification of the effects of the learning process, subordination of educational policy to the economic requirements.

Nauki społeczne z pogranicza teorii i praktyki, opisu i oceny funkcjonują w ramach utrwalonego metaparadygmatu tworzonego przez dychotomiczny układ: neopozytywizm versus antyscjentyzm. Metaparadygmat ten (1) zawłaszcza przestrzeń i charakter dyskusji na temat istoty nauki i jej celów, (2) ukrywa główny problem nauk społecznych z owego pogranicza, jakim jest ich depolityzacja.

Social sciences which are situated on the border of theory and practice, description and evaluation function within the established metaparadigm created by the dichotomy: logical positivism versus antiscientism. This metaparadigm (1) appropriates the space and the nature of the discussion about science and its goals, (2) hides the main problem on the borderline of social sciences, it is their depoliticization.

Abstract: Axioms legitimate discourse, or what is excluded in the debate on social exclusion The debate on social exclusion takes place within the discourse-based system of axioms relevant to market society. Discourse is treated naturally and does not require substantiation. As a result, eliminated from the debate are the questions that undermine its legitimacy. The current discourse illustrates the daily practice of living a “normal” majority. Cultural obligations are excluded (that was not a minority) is to undergo rehabilitation under the terms of a legitimate social system.
