The public sector is commonly thought to offer relatively low wages, but neither statistics nor research for different countries justifies this belief. In general, the observed regularity is that the average wage in the public sector exceeds the average wage in the private one. The difference is sometimes quite substantial. The comparison of raw average wages suggesting higher wages for public sector would however be misleading. To a large extent, this premium can be attributed to the differences in the structure of employment in both sectors. The public sector employment is biased towards higher level of education and longer job tenures, which on the grounds of human capital theory explains the observed higher average wages in the public sector. The aim of this article is to find to what extent the observed difference in wages is a result of differentiated structure of employment. We use LFS data for Poland and a Mincerean wage regression with Heckman correction supplemented by a quantile regression to show that, after controlling for structural differences in employment, the public sector wage premium in Poland is negative.
In this paper we present a new approach to identifying key occupations in two dimensions: scarcity and demand. The proposed methodology is based on statistical synthesis of data collected from employers, employment agencies, internet job offers and official statistics of Public Employment Services (PES). The analyses were conducted on the example of Pomerania labour market. This approach allows to avoid the typical shortcomings of currently used methods. It appears that the proposed methodology can be successfully used as a tool for diagnosing situation in the local labour market and it allows for obtaining information which is essential for reducing structural mismatch on the labour market.

W artykule zaprezentowano nowy sposób identyfikacji zawodów deficytowych oraz tych, na które jest największe zapotrzebowanie na lokalnym rynku pracy. Algorytm polega na ilościowej syntezie danych o popycie na pracę pochodzących z różnych źródeł. W analizie wykorzystano wyniki badania pracodawców, sprawozdania agencji zatrudnienia, dane o ofertach internetowych oraz statystyki PSZ na przykładzie województwa pomorskiego. Podejście to pozwala uniknąć części niedoskonałości charakterystycznych dla dotychczas stosowanych metod. Proponowana metodologia może być używana jako narzędzie diagnostyczne sytuacji na lokalnym rynku pracy, pozwalając uzyskać informacje niezbędne dla przeciwdziałania strukturalnemu niedopasowaniu popytu i podaży pracy.
During the last 20 years international mobility of Polish students grew significantly. The article addresses the issue of consequences of international mobility for graduates\’ employability. Theoretical literature suggests several channels through which internationalmobilitymay affect graduates\’ attractiveness in the labour market: by accumulation of additional human capital, by signalling high abilities of a job candidate, by increasing search intensity of jobseekers. In fact, simple comparison of employment rates and duration of a post-graduation job search suggest that mobility experience increases employability of higher education graduates. However the results of Cox proportional hazard model with a control for other graduates\’ characteristics reveals a different picture: mobility per se does not impact job search duration but is correlated with graduates\’ characteristics associated with higher abilities. It seems, therefore, that international mobility experience may serve as a screening device and be used by firms for the purpose of recruiting better candidates.
The aim of this paper is to find determinants of the choice of the field of study made by individuals undertaking higher education in Poland. One the most striking elements of the Polish transition process is a fundamental change of the conditions of the tertiary education market. With growing popularity of higher studies, choices related to this aspect of educational paths of young people gain more and more importance. In this empirical study we apply conditional multinomial logit model in order to find predictors of choices of different study profiles. Unobservable characterises for alternatives, regarding wages and probabilities of employment, were estimated using standard linear regression with Heckman selection procedure. The data used in the analysis come from the Polish General Social Survey for the period 1997-2010. General conclusion from our analysis is that economic factors are insignificant predictors of choice of the type and profile of higher education institution. Instead, social aspects, particularly related to the family background, seem to be key factors driving decisions of those individuals who decided to continue their education beyond secondary level.
Niniejszy artykuł podejmuje zagadnienie wrażliwości bezrobocia względem zmian wielkości produkcji zagregowanej w Polsce w latach 1995?2011. Wpisuje się tym samym w mający długą tradycję w literaturze nurt badań dotyczących prawa Okuna. Zagadnienie skutków zmian koniunktury dla rynku pracy zyskało na znaczeniu w szczególności w dobie ostatniego kryzysu gospodarczego i znacznego spowolnienia wzrostu gospodarczego w Polsce. W badaniu wykorzystano dane o stopach bezrobocia i wzroście gospodarczym w szesnastu województwach Polski dla oszacowania parametrów równania Okuna w dwóch ujęciach (w wersji na różnicach oraz na odchyleniach od wartości długookresowych), posługując się przy tym metodami ekonometrycznymi dostosowanymi do panelowego charakteru zbioru danych. Uzyskane oszacowania parametru Okuna, wynoszące przeciętnie około 0,4, sytuują Polskę w środku stawki krajów OECD pod względem wrażliwości zmian bezrobocia względem PKB. Przetestowana została także hipoteza o istotnie silniejszej reakcji bezrobocia na zmiany produkcji w okresie po 2008 roku i nasileniu się zjawisk kryzysowych w gospodarce światowej. W artykule przedstawiono także oszacowania parametru Okuna dla poszczególnych województw oraz sformułowano hipotezy co do przyczyn ich zróżnicowania, skupiając się przy tym na kwestiach związanych ze strukturą gospodarki i cechach podaży pracy.

This article takes up the issue of sensitivity of unemployment with respect to changes in the aggregate production in Poland, in the years 1995-2011. It continues a long tradition of empirical literature on Okun’s Law. The issue of consequences of economic growth changes for the labour market gained importance recently, especially with the recent economic crisis and significant slowdown in economic growth in Poland. In the study we used data on unemployment rates and economic growth for sixteen Polish voivodeships to estimate the parameters of the Okun equation in two versions (in the „difference” version and „gap” version). We used econometric methods suitable for panel data. The estimated Okun’s parameter, amounting to an average of about 0.4, places Poland in the middle of the ranking of the OECD countries in terms of sensitivity of changes in unemployment relative to GDP. The hypothesis of a significantly stronger response of unemployment to changes in GDP in the period after 2008 (crisis in the global economy) was tested as well. The paper presents the Okun’s parameter estimates for each voivodeship in Poland and formulates hypothesis regarding the causes of their variability being related to economic structures and labour supply features of Polish voivodeships.
The paper analyzes the determinants of unemployment duration among graduates in Poland. The data used in the paper comes from a survey carried out among graduates in 2007. The determinants of unemployment duration were examined using a survival analysis method. A number of personal characteristics of the graduates (including sociodemographic factors, education, human capital, job search methods and international experience) as well as regional variables were taken into account. A Cox proportional hazards model was estimated using the maximum likelihood method for the entire sample and for subsamples broken down by type of location. The results validate the hypothesis that the same characteristics have a different impact on the duration of unemployment among graduates in different regions. Demographic characteristics such as gender and marital status are significant predictors of job search duration in rural areas, while characteristics associated with social activities play a role in urban areas (with a particularly strong impact in large cities). A higher level of education means less time spent looking for a job, the authors say.

Celem artykułu jest analiza czynników determinujących czas trwania bezrobocia polskich absolwentów. W badaniu wykorzystano dane zebrane w 2007 roku w specjalnym badaniu tej grupy siły roboczej w Polsce. Determinanty czasu poszukiwania pracy określono za pomocą metody analizy czasu trwania poszukiwania pracy (survival analysis). W badaniu kontrolowano liczne cechy indywidualne absolwentów (w tym: cechy socjodemograficzne, cechy opisujące proces kształcenia i zasób kapitału ludzkiego oraz metody poszukiwania pracy i gotowość do zachowań mobilnych) oraz zmienne regionalne (województwo oraz klasę miejsca zamieszkania). Oszacowano model proporcjonalnych hazardów Coxa metodą największej wiarogodności dla całej analizowanej próby oraz dla podprób wyróżnionych ze względu na klasy miejsca zamieszkania. Uzyskane wyniki pozwalają potwierdzić hipotezę o zróżnicowanym wpływie tych samych cech bezrobotnych na czas poszukiwania pracy w różnych przekrojach terytorialnych. Cechy demograficzne (płeć i stan cywilny) oddziałują na czas poszukiwania pracy wyłącznie na wsi. Cechy związane z aktywnością społeczną odgrywają rolę w miastach (silniejszą w większych). W zakresie poziomu wykształcenia, wpływ na krótsze poszukiwanie pracy ujawnia się w przypadku wykształcenia wyższego.
Celem artykułu jest oszacowanie premii z tytułu zatrudnienia w sektorze publicznym w Polsce w ujęciu netto, w latach 1999–2012. W artykule skorzystano ze zbioru danych indywidualnych pochodzących z badania wynagrodzeń wg zawodów (BWZ) przeprowadzanego przez GUS co dwa lata na reprezentatywnej próbie firm zatrudniających więcej niż 9 osób. W celu rozwiązania kilku problemów metodologicznych związanych z badaniem zróżnicowania wynagrodzeń, zastosowano metodę regresji kwantylowej oraz dekompozycję Ñopo.Pokazano, iż przy kontroli strukturalnych różnic w wynagrodzeniach, w ostatnich latach nie jest widoczny wyraźny trend, jeśli chodzi ewolucję premii z tytułu zatrudnienia w sektorze publicznym w ujęciu netto. Podejście parametryczne wskazuje na dodatnią i rosnącą premię, przy jednoczesnym występowaniu istotnych różnic w różnych częściach rozkładu płac. Podejście nieparametryczne przynosi inne wyniki, wskazując na negatywną premię i brak wyraźnego trendu jej zmian w całym okresie 1999–2012. Jednocześnie w ostatnich latach obserwowany jest spadek wartości bezwzględnej ujemnej premii z tytułu zatrudnienia w sektorze publicznym. Oznacza to, iż polski rynek pracy w coraz większym stopniu upodabnia się w tym aspekcie do rynków krajów wysoko rozwiniętych.

The aim of this paper is to estimate the adjusted sectoral wage gap in Poland from 1999 to 2012. We use a set of individual data from a survey on the structure of earnings by occupation (SEO) carried out by Poland’s Central Statistical Office (CSO) every two years for businesses with more than nine employees. We apply quantile regression and the Ñopo decomposition method to address several methodological problems of wage differential analysis. We show that, after controlling for structural differences in employment, there is no clear trend in the evolution of the adjusted public-sector wage premium in Poland in recent years. The parametric approach indicates a positive and growing premium, with significant variations across different parts of the wage distribution. The non-parametric approach yields different results, indicating a negative premium with no clear trend in the 1999-2012 period, with a declining public-sector wage penalty in recent years. This means that the Polish labour market is becoming increasingly similar to its counterparts in developed countries in this respect.
This paper presents preliminary evaluation of the programme of, so called, ordered specializations. This programme in recent years has made a significant impact on the higher education system in Poland. The evaluation was made from an economic perspective considering the effectiveness of the programme. Due to lack of appropriate data it is too early for the comprehensive evaluation of the programme. Its effects will become visible in long-run perspective. In the article we use quantitative data from the surveys conducted for the purpose of the project evaluation (surveys with students, graduates, employers and representatives of Higher Education Institutions). The analysis shows that, although the programme has brought the effect of increasing the enrolment in selected fields of study, it did not necessarily lead to the achievement of labour market goals. In the context of the huge expenditure for the implementation of the programme (more than 1.2 billion PLN), the assessment of the economic efficiency of the programme is ambiguous. Conclusions of the evaluation of the programme are crucial in the context of the planned construction of similar actions in the future.
