This article concerns the functioning of research institutes in Poland taking into account their legal and organizational changes. The aim of the article is to attempt to answer the question whether networking of research institutes in Poland is an appropriate organizational model for the functioning of these organizations. The introduction outlines the theoretical background for the network analysis and presents general information about research institutes. The author presents solutions concerning networking of scientific institutions in Poland and in selected EU countries. The POLTRIN and Łukasiewicz networks are an example of models of networking research institutes in our country. The author analyzes the activities of these networks, taking into account the benefits of network connections in cooperation with the economy. The research methods used in this paper include: the analysis of source materials, case study, comparison method and bibliometric method.

Artykuł jest próbą przybliżenia wiedzy dotyczącej funkcjonowania instytutów badawczych w Polsce z uwzględnieniem zmian prawnych i organizacyjnych, które nastąpiły w tym sektorze nauki w latach 2016–2020. Celem artykułu jest próba odpowiedzi na pytanie czy sieciowanie instytutów badawczych w Polsce jest odpowiednim modelem organizacyjnym dla funkcjonowania tych organizacji. We wstępie naszkicowano tło teoretyczne dotyczące analizy sieciowej oraz przedstawiono ogólne informacje o instytutach badawczych. Autorka prezentuje rozwiązania dotyczące sieciowania instytucji naukowych w Polsce oraz w wybranych krajach Unii Europejskiej. Sieci POLTRIN i Łukasiewicz będą przykładem modeli łączenia instytutów badawczych w naszym kraju. Autorka dokona próby analizy działalności owych sieci z uwzględnieniem korzyści, jakie niosą powiązania sieciowe we współpracy z gospodarką. Metody badawcze zastosowane w pracy to analiza poznawcza materiałów źródłowych, studium przypadku, metoda komparacji, metoda bibliometryczna.

The goal of this article is to present the development of innovativeness in Poland in the period of its membership in the European Union. The author will address the place and role of research-development activity in the formation of innovations. The article will consist of a short theoretical part and the presentation of chosen theories of innovations functioning in the economy. The main part of the article will be an attempt to look at research institutes in the context of their usefulness in the process of raising the innovativeness of the country, taking into consideration the changes proposed by government administration.

Celem artykułu jest przedstawienie rozwoju innowacyjności w Polsce w okresie członkostwa w Unii Europejskiej. Autorka odniosła się do miejsca i roli działalności badawczo – rozwojowej w kształtowaniu innowacji. Artykuł składa się z krótkiej części teoretycznej i prezentacji wybranych teorii innowacji funkcjonujących w gospodarce. Zasadniczą część artykułu stanowił próba spojrzenie na instytuty badawcze w kontekście ich przydatności w podnoszeniu innowacyjności kraju z uwzględnieniem zmian proponowanych przez administrację rządową.

Analysing the functioning of research-development units in some European countries, it is necessary to take into consideration legal-organizational conditions for their operation within the structures of science in a given country. In the recent years networking of research institutes has become an international trend and in Poland it has become a solution promoted by government administration. The article is an attempt to take a closer look at the activity of similar research organizations in Germany and France. The goal of this article is to present to the reader organizational solutions concerning research institutes in France and Germany. The research methods applied in this article are: analysis of source materials, comparative analysis and two case studies: Carnot network and Fraunhofer network.

Analizując funkcjonowanie jednostek badawczo – rozwojowych w wybranych krajach europejskich należy odnieść się do prawno – organizacyjnych uwarunkowań ich działania w strukturach nauki w danym kraju. W ostatnich latach sieciowanie instytutów badawczych stało się trendem międzynarodowym, a w Polsce rozwiązaniem promowanym przez administrację rządową. Artykuł jest próbą przybliżenia działalności podobnych organizacji badawczych w Niemczech i Francji. Celem artykułu jest przybliżenie czytelnikowi rozwiązań organizacyjnych dotyczących instytutów badawczych we Francji i Niemczech. Metody badawcze zastosowane w artykule to analiza materiałów źródłowych, analiza porównawcza i dwa studia przypadku sieci Carnot i sieci Fraunhofera.

Syntetycznej analizie została poddana ich przydatność w rozwoju Gospodarki Opartej Na Wiedzy (GOW).
