Outer space and private companies consequences for global security

The paper focuses on sectors, methods, and spheres of the space activity of private companies, to provide empirical analysis of space applications and implications for global security. Special emphasis has been given to private companies offering access to satellite imagery and satellite remote sensing, as well as companies entering outer space with new and prospective capabilities as space mining. The article explains the rising importance of geo-intelligence, space surveillance and telecommunication for global security and new kind of security challenges and vulnerabilities such as environmental problems in outer space or technological challenges to security. The author argues that profit-oriented companies play crucial role in new security environment in the US, efficiently changing the law and practice. Finally he points out that new and growing market for subcontractors in space applications raises questions on growing dependence on private resources in traditional sphere of state activity, namely security, in this case provided from and through the outer space.

Artykuł omawia zmiany w polityce współpracy rozwojowej Unii Europejskiej zaproponowane w październiku i grudniu 2011 roku dotyczące współpracy w dziedzinie rozwoju UE. Dokonano analizy nowych instrumentów i strategii dotyczących konkretnych działań zewnętrznych UE, podkreślając kwestię dobrych rządów, praw człowieka i demokracji jako warunku wstępnego współpracy w zakresie rozwoju i wsparcia finansowego. Autor w swym artykule sugeruje również, że śmiałość Europy w promowaniu szczegółowych norm, wartości i interesów europejskich współbrzmi z najnowszymi zmianami w Północnej Afryce i mogłaby wpłynąć na przyszłe stosunki ze słabo rozwiniętymi krajami afrykańskimi.

The article highlights briefly the changes proposed respectively in October and December 2011 regarding EU development cooperation. New instruments and strategies are analysed, concerning specific EU external actions with emphasis on good governance, human rights, and democracy, as a prerequisite for development cooperation and financial support. The paper suggests also that Europe's boldness in advancing particular norms, values and European interests chimes with recent changes in the North Africa, and might affect future relations with underdeveloped African countries.

W artykule omówiono rozwój i możliwości europejskiej polityki kosmicznej w kontekście Strategii Kosmicznej dla Europy ogłoszonej w 2016 roku, zwracając szczególną uwagę prze-de wszystkim na interakcje między czterema strategicznymi celami w przestrzeni kosmicznej dla Europy. W szczególności przeanalizowano sektory, metody i dziedziny strategii kosmicz-nej oraz możliwe zastosowania ich w europejskim i polskim przemyśle kosmicznym. Ponadto przeprowadzono analizę wyzwań stojących przed Unią Europejską oraz europejskim przemy-słem kosmicznym i związanych z relacjami z Europejską Agencją Kosmiczną. Ostatnią część poświęcono możliwym konsekwencjom europejskiej polityki kosmicznej dla bezpieczeństwa europejskiego, analizowanym z perspektywy zastosowań usług kosmicznych oraz zasobów kosmicznych dual-use.

The article discusses the development and possibilities of the European Space Policy in re-gard to the Space Strategy for Europe announced in 2016, by placing an emphasis on interac-tions between four strategic goals in outer space for Europe. In particular, the article surveys sectors, methods, and spheres of the space strategy and analyses possibilities for space appli-cations for the European and Polish industry respectively. Moreover, the article is devoted to possible challenges and problems for the European space industry, especially regarding to relations between the European Union and the European Space Agency. The last part is de-voted to possible implications for European security being analysed from the perspective of space applications and dual-use space assets.
