The results of the ex-ante evaluation from previous years show that lots of propositions of educational projects were rejected. One of the main reasons was that the products, which were planned to be developed, were not innovative enough. The applicants proposed to design solutions, that were not demanded by the market or they had been very similar to products originating from previous projects. In such a case we have to think about which of the products we propose in the application, are really competitive and innovative. How to select the most successful ones from such a great variety of products? In the article, the author proposes to apply the TOPSIS method, which aims at the indication of the most and least effective products. In the next step, the organisation applying for an educational project, makes a decision whether to make any changes in the application through i.e. the rejection of the least effective products, or their replacement with other results.

Ocena wniosku projektu ma decydujące znaczenie w aspekcie wskazania rozwią-zań edukacyjnych, które mogą okazać się przydatne potencjalnym beneficjentom. Z tego względu powinny być one innowacyjne, konkurencyjne oraz cechować się trwałością po zakończeniu projektu. W trakcie opracowania wniosku projektu propo-nowanych rozwiązań edukacyjnych jest wiele, jednakże nie wszystkie z nich okazują się być jednakowo opłacalne i efektywne. Dlatego tak istotny jest wybór tylko tych, które są „przyszłościowe”. Z tego względu zasadne jest zastosowanie metody TOPSIS, która umożliwia uszeregowanie rozwiązań od najbardziej do najmniej efektywnych. Ponadto wprowadzenie ewentualnych zmian do propozycji projektu na skutek zastosowania metody zwiększa możliwości akceptacji wniosku przez ekspertów zewnętrznych.

Experience from evaluation of research projects realised in Poland and abroad shows that it is not possible to indicate all-purpose methods ensuring efficient and effective realisa-tion of such projects. Depending on the evaluation type (ex-ante, on-going, mid-term, ex-post, follow-up), different methods are selected, depending on the kind of decision (e.g. operational or strategic decisions). In the paper the author presents two methods – the metaplan and the commercial potential assessment, which can be applied in the evaluation process of educational projects on different stages of the evaluation. The metaplan, as a method which engages all participants to take part in a discussion, enables a quick deci-sion related to activities undertaken in the project. The commercial potential assessment method enables the identification of commercialisation opportunities for educational pro-ducts developed in the projects. In the article the author underlines that the application of the metaplan and the commercial potential assessment methods contributes to the im-provement of efficiency and effectiveness of tasks undertaken within educational projects

Ewaluacja projektów edukacyjnych jest integralną częścią polityki edukacyjnej, zwłaszcza jej planowania i wdrażania. Jednakże jest ona zazwyczaj postrzegana jako badanie końcowe efektów uzyskanych w ramach projektów, poziomu skuteczności osiągnięcia zaplanowanych celów, efektywności kosztowej oraz czasu wdrożenia do gospodarki, a nie jako ciągłe badanie działań podejmowanych w projekcie. Sukces programów edukacyjnych zależy natomiast od wielu czynników, z których nie wszystkie mogą być ocenione tylko na zakończenie realizacji projektu, ale muszą być badane również w czasie jego trwania

The evaluation supports operational and strategic decision making in the organisation. In order to make proper decisions, the management staff must fully understand recommendations and indications resulting from the evaluation. The aim of the article is to analyse the level of the readability of the text used in the evaluation reports of the international and Polish strategic research programmes in the area of technical innovations. The text simplicity was measured with the use of the Gunning Fog Index. The results of the analyses show that the language of evaluation reports could be comprehensible mainly for people with at least higher education certificates, which means that in many organisations the evaluation recommendations are not taken into consideration, as they are simply not understood by the management staff, whose professional skills do not necessarily go with high level of formal education.

The article presents the proposition of the educational package helpful for the development of practical skills concerning the use of the implementation maturity assessment method. The method focuses on the identification of the advancement phase and the readiness of a technology for its implementation. The method was verified in the assessment of c.a. 170 innovations, which are the results of the Innovative Systems of Technical Support for Sustainable Development of Economy Strategic Programme. The developed tool can be used by assessment institutions, training institutions and individual educators in the process of shaping the technical innovation assessment skills

W artykule autorzy proponują usystematyzowanie wiedzy z obszaru oceny produktów technicznych w formie pakietu edukacyjnego i prezentują założenia pakietu dotyczące umiejętności oceny zaawansowania rozwiązań i ich faktycznego przystosowania do podjęcia działań operacyjnych związanych z aplikacją gospodarczą. W nowoczesnej, innowacyjnej gospodarce kompetencje w tym zakresie należą do tzw. kompetencji ponadzawodowych, niezależnych od firmy, branży i wykonywanego zawodu.
