Since 12th century British universities have functioned as small, hermetic, autonomous and, above all, elitist institutions. However, over the last fifty years this model has undergone fundamental transformations and British universities lost their elitist, class-based nature, turning into mass education establishments. This change has been accompanied by commercialisation of knowledge and academic institutions as well as the gradual adoption of commercial organisational patterns along with corporate governance culture. As universities gradually opened to the outside world and the research community became more active, this process turned out to be the key driver of change. The opening-up process did not always win the support and enthusiasm in the academic community and many changes were made against firmly opposed academicians. However, subsequent governments, whether conservative or labour, showed strong political determination in overturning traditional patterns and in modernising the governing mechanisms of university life. The author discusses reforms in the UK higher education, aimed at redefining the place and role of universities in the society.

Od XII wieku uniwersytety brytyjskie były instytucjami niewielkimi, hermetycznymi, funkcjonującymi w sposób autonomiczny, a przede wszystkim elitarnymi. W ciągu ostatnich pięćdziesięciu lat model ten uległ fundamentalnym przekształceniom, a brytyjskie uczelnie utraciły elitarny (klasowy) charakter, przekształcając się w instytucje o charakterze masowym. Tej zmianie towarzyszy też proces komercjalizacji wiedzy i instytucji akademickich oraz stopniowego przyjmowania przez uczelnie wzorów funkcjonowania organizacji komercyjnych wraz korporacyjną kulturą zarządzania. Głównym motorem zmian było stopniowe otwieranie się uczelni na świat zewnętrzny i aktywizacja środowiska naukowego. Uspołecznienie uniwersytetów nie zawsze odbywało się przy poparciu i entuzjazmie środowiska akademickiego, a wiele zmian zostało dokonanych przy stanowczym sprzeciwie uczonych. Jednak kolejne rządy - czy to konserwatywne, czy też laburzystowskie - wykazywały silną determinację polityczną w przełamywaniu tradycyjnych wzorów i modernizacji mechanizmów funkcjonowania uczelni. Autor omawia reformy w brytyjskim szkolnictwie wyższym, których celem była redefinicja miejsca i roli uniwersytetów w społeczeństwie.
This article contains the author’s reflections about the book The Enterprising University. Reform, Excellence and Equity. A set of articles gathered and edited by Gareth Williams, a leading British researcher into problems with higher education, is incorporated into the body of a discussion on the future of universities, their shape, functions and models of activity. The first part of the book is an attempt to diagnose the situation with higher education in the United Kingdom and in the Commonwealth in the face of a parallel propagation of higher education and a gradual reduction in public spending on academic education. The second part is entirely devoted to changes in the organisation and management of the higher education institutions which lie at the centre of the processes of liberalisation of higher education. In his review the author pays special attention to the higher education institutions cooperating with the sector of enterprises, as well to threats to the development of the universities as a result of a process of their commercialisation, and to the necessity to redefine the role of scientist.

Zbiór tekstów zebranych i opracowanych przez czołowego brytyjskiego badacza problemów szkolnictwa wyższego - Garetha Williamsa - wpisuje się w nurt dyskusji na temat przyszłości uniwersytetu, jego kształtu, funkcji oraz wzorów działania. Książka, zawierająca czternaście opracowań autorów związanych ze szkolnictwem wyższym, poświęcona jest wieloaspektowej analizie procesu urynkowienia uniwersytetów w Wielkiej Brytanii i krajach Commonwealthu. Autorzy opracowań zawartych w pierwszej części tomu podejmują próbę diagnozy sytuacji szkolnictwa wyższego w Wielkiej Brytanii w perspektywie równoległych procesów upowszechnienia studiów wyższych oraz stopniowego ograniczania środków publicznych przeznaczanych na szkolnictwo akademickie. Część druga jest poświęcona zmianom w organizacji i zarządzaniu instytucji akademickich, które znajdują się w centrum procesu liberalizacji szkolnictwa wyższego. Autor recenzji zwraca szczególną uwagę na nowe formy współpracy między szkołami wyższymi a sektorem przedsiębiorstw, a także na zagrożenia rozwoju uniwersytetu wynikające z urynkowienia instytucji akademickich oraz na konieczność redefinicji roli uczonego.
The author discusses suggested changes in organisation and management of Poland’s academic institutions, The conclusions are based on author’s own research conducted at University College London (UCL), and extensive literature on the subject. First, opportunities and threats arising from strong organisational leadership are analysed. The author proposes bestowing vice-chancellors with strategic managerial competencies, departure from democratic elections of university authorities and introduction of the committee system which has proven effective in the United Kingdom. Moreover, the article considers the possibility of expanding dean’s authority in the management of (academic) resources and modernising labour relations to enable fuller utilisation of researchers’ intellectual potential. To this end, internal assessment procedures could be used more comprehensively and systematically to ensure continuous performance improvements. The last section is devoted to entrepreneurial thinking in the academic world; to accommodate to such style of thinking an institutional strategy must be defined and organisational conformism must be applied at all organisational levels when pursuing targets.

Autor przedstawia propozycje zmian w zakresie organizacji i zarządzania polskimi uczelniami akademickimi. Wnioski zawarte w artykule zostały zaczerpnięte z badań autorskich przeprowadzonych w University College London (UCL), a także z bogatej literatury przedmiotu. W pierwszej kolejności analizie poddane zostają szanse i zagrożenia związane z wprowadzeniem silnego przywództwa organizacyjnego. Autor postuluje nadanie rektorowi strategicznych kompetencji menedżerskich, odejście od demokratycznego wyboru władz akademickich i wprowadzenie - sprawdzonego na gruncie brytyjskim - kolegialnego the committe system. Ponadto w artykule rozważana jest możliwość zwiększenia władzy dziekańskiej w zakresie zarządzaniu zasobami (akademickimi), a także modernizacja relacji pracowniczych, które umożliwiłyby pełniejsze korzystanie z potencjału intelektualnego uczonych. W tym samym celu autor opowiada się za pełniejszym i systematycznym użyciem wewnętrznych procedur ewaluacyjnych, służących do stałego podnoszenia jakości funkcjonowania uczelni. W ostatniej części poruszona zostaje kwestia myślenia przedsiębiorczego w świecie akademickim, wymagającego określenia instytucjonalnej strategii oraz organizacyjnego konformizmu w realizacji wytyczonych celów na wszystkich poziomach funkcjonowania organizacji.
The aim of the paper is to explore the use of the new institutional perspective in the research of transformation of the Polish higher education. The paper viewpoint is that world society exercises massive influence on national systems of higher education and they tend to evolve into system convergence. This process is particularly well observed in countries like Poland that after decades of isolation became widely exposed to transnational trends which in the past had shaped higher education systems in western countries. The paper tries to demonstrate that a) the Polish higher education system creates a unique opportunity for neo-institutional theory to be critically tested in situation of rapid, spontaneous and dynamic changes that is taking place in the country of long and well-established academic tradition as well as a strong position of the academic community; b) the paper also makes a methodological claim by stating that any analysis that aspire to understand current discussions, conflicts and developments in the Polish higher education cannot ignore its past legacy. To contrary, they need to take seriously into account well institutionalized academic institutions, customs and habits that helped academics to keep universities going under undemocratic conditions.

Celem artykułu jest przedstawienie neoinstytucjonalnej perspektywy analiz procesów zachodzących w polskim szkolnictwie wyższym. Pod wpływem działania społeczeństwa światowego (Meyer i in., 1997) narodowe systemy (w tym polski) stopniowo zmierzają w kierunku konwergencji. Jest to szczególnie widoczne w takich krajach, jak Polska, które po dłuższym okresie izolacji zostały wystawione na działanie procesów globalnych, przez dekady kształtujących systemy krajów Europy Zachodniej. W artykule starano się pokazać, że: a) polskie przemiany w szkolnictwie wyższym stwarzają okazję do przetestowania, a nawet rozbudowania neoinstytucjonalnej teorii w warunkach głębokich i dynamicznych przeobrażeń, które miały miejsce w kraju o bogatej tradycji akademickiej i silnej pozycji społeczności naukowej; b) badania nad współczesnymi przemianami w polskim szkolnictwie wyższym nie mogą dokonywać się w oderwaniu od jego historycznego dziedzictwa, a także politycznych warunków jego funkcjonowania przez niemal cały XX wiek. Istotnie zwiększyły one znaczenie nieformalnych, akademickich czy uczelnianych zwyczajów i obyczajów, które w trudnym okresie niedemokratycznych rządów pozwalały uczelniom w miarę normalnie funkcjonować.
This article is one of the voices in the discussion on the semi-peripheral nature of knowledge production systems, inspired by the publication of Gra Peryferyjna by Tomasz Warczok and Tomasz Zarycki. Author focuses on the scenarios of the liberation of Polish social sciences from the semi-periphery of global science, while addressing the conditions for the possibility of breaking with the existing state of dependence of Polish science on central systems of knowledge production.

Autor skupia się w nim na scenariuszach wyswobodzenia się przez polskie nauki społeczne z (pół)peryferii globalnej nauki, jednocześnie podejmując kwestię arunków możliwości zerwania z istniejącym stanem zależności polskiej nauki od systemów entralnych.
The subject of this article is supervisory boards in European higher education. The analysis covers the process of shaping the idea of councils in various traditions of higher education, paying particular attention to the role they were assigned to building relations between universities and the external environment. This work is not only of historical nature, although a large part of it is devoted to the analysis of the discourse on the process of establishing and organizing councils in European universities. Its central element is the analysis of supervisory boards in universities in terms of their authority and responsibility, the manner of appointing/dismissing their members, accounting for a trustee and, above all, their composition, in particular, the participation of representatives of external stakeholders. In the last part - referring to the experience of other countries - the issue of potential challenges that arise for Polish higher education in relation to the publicly discussed possibility of establishing supervisory boards at Polish universities is addressed.

Przedmiotem niniejszego artykułu są rady powiernicze w europejskim szkolnictwie wyższym. Analiza obejmuje proces kształtowania się idei rad w różnych tradycjach szkolnictwa wyższego, zwracając szczególną uwagę na rolę, jaką im przypisywano w budowaniu relacji między uczelniami a otoczeniem zewnętrznym. Praca nie ma wyłącznie charakteru historycznego, choć jej duża część poświęcona jest analizie dyskursu dotyczącego procesu powoływania i organizacji rad powierniczych w europejskich uczelniach. Jej centralnym elementem jest analiza modeli rad powierniczych w uczelniach pod względem posiadanej władzy oraz odpowiedzialności, sposobu mianowania/odwoływania ich członków, rozliczania rady powierniczej, a nade wszystko ich składu,w tym zwłaszcza udziału reprezentantów zewnętrznych interesariuszy. W ostatniej części – nawiązując do doświadczeń innych krajów – poruszona zostaje kwestia potencjalnych wyzwań, jakiewynikają dla polskiego szkolnictwa wyższego w związku z publicznie dyskutowaną możliwościąpowołania rad powierniczych w polskich uczelniach
The article is devoted to Professor Ryszard Borowicz, his research and critical analysis of the changes taking place in the Polish higher education. Ryszard Borowicz was their researcher, witness and participant, as well as, in many aspects, also their co-author, fulfilling many political, management and social functions in that period. The article aims to analyze the transformation of the Polish higher education from the point of view of Borowicz’s critical position, whose research interests were centred on revealing hidden forms of inequality in access to education. The analysis presented in this article is concentrated on the three most import_ant processes: (a) massification of higher education, (b) marketisation of higher education and (c) demographic decline as the most import_ant factors influencing the availability and quality of the education offered by the Polish higher education institutions. The text contains references to a large number of disputes and debates that I had with Professor Ryszard Borowicz throughout the past decade, for which unfortunately I did not manage to thank him.
Modern multifunctional areas are designed to host a wide range of various events and provide comfortable space for both football fans and other guests. Modern arenas are places where ‚multi-sensory’ and ‚omnivorous’ needs of fans are met: As such, stadiums have become ‚machines for living’. This has serious social consequences for the segregation of fans – hardcore vs. casual consumer fans – that is built in the arena. This article analyzes the role of modern sport arenas in shaping the commercial dimension of contemporary football. Architects of stadiums, and the people who are in charge of marketing and management of the space of these arenas, play essential roles in the process of commercializing the sports space. The analysis is based on material obtained from archival research and in-depth interviews (IDI) with these key actors.
The article is an attempt to analyse the social consequences of the commercialisation of the world of sport. The starting point is the conviction that the transformation of sport, and particularly football, is a consequence of ‘broad’ social changes consisting in the submission of a succeeding area of social life to the process of commercialisation and subordination to supply and demand mechanisms. The commercialisation of sport occurs simultaneously in: (1) sports rivalries, (2) the design of stadium infrastructure, and (3) the transformation of the collective behaviour of fans. In all three spheres, sport has become a commodity whose value has been reduced to the ‘accounting’ dimension. The article addresses two of these spheres: the top-down transformation of sports clubs and athletes into ‘commodities’ and ‘brands’, and the transformation of fans - once industrial fans - into ‘McFans’ and spectacle consumers. The author shows the social consequences of the commercialisation of football, including the turbo-capitalist 26 DOMINIK ANTONOWICZ, RADOSŁAW KOSSAKOWSKI, TOMASZ SZLENDAK division between the sports centre and peripheries and in bringing football matches to the rung of an entertainment service offered to consumers.
Przedmiotem rozważań podjętych w artykule jest zjawisko niepowodzeń edukacyjnych doświadczanych w trakcie studiów. Opisano, jak niepowodzenia są postrzegane przez przedstawicieli szkolnictwa wyższego, oraz jakie działania podejmuje się, aby im zaradzić. W pierwszej części artykułu przybliżono historię badań nad zjawiskiem niepowodzeń edukacyjnych oraz przeanalizowano narosłe w wyniku odmiennych tradycji metodologicznych problemy koncepcyjne i nieścisłości terminologiczne, które utrudniają prowadzenie analiz w tym obszarze. W drugiej części przedstawiono wyniki badań empirycznych, przeprowadzonych w formie 15 indywidualnych (z ekspertami w zakresie polityki publicznej wobec szkolnictwa wyższego) oraz 2 wywiadów grupowych (z młodymi pracownikami nauki i studentami). Badanie przeprowadzono w dwóch szkołach wyższych: publicznym uniwersytecie i uczelni niepublicznej o charakterze zawodowym. Skupiono się w nim na kwestii niepowodzeń edukacyjnych jako wyzwaniu dla polityki publicznej oraz polityki rekrutacyjnej realizowanej przez szkoły wyższe. W trzeciej części omówiono działania podejmowane przez badane uczelnie w celu minimalizacji skutków niepowodzeń edukacyjnych. Z wyników przeprowadzonego badania wynika, że zarówno na poziomie centralnym, jak i instytucji szkolnictwa wyższego, przerywanie nauki nie jest traktowane jako problem. Więcej uwagi poświęca się niewystarczającej selekcyjności systemu, problemom z rekrutacją czy kryzysowi demograficznemu jako zagrożeniu dla etatów nauczycieli akademickich.

The paper aims to address drop-out from Polish higher education, focusing on two fundamental issues: (a) how it has been seen by various internal stakeholders; (b) what kind of action (if any) has been taken to address the problem by institutions themselves. The paper is in three major parts. The first examines the history of empirical studies and includes a major theoretical discussion about forms of educational failure in Poland. The intentionwas to raise all the major problems related to overlap in terminology reflecting the wide range of disciplines, in which drop-out has been researched. The second and the third parts report the empirical research, namely individual (IDI) and focus group interviews (FDI). In the second section special attention is paid to educational failure, while in the third the focus is on the various strategies to reduce its impact used by two institutions in public and private higher education.
Sport, a szczególnie piłka nożna postrzegane są jako domena typowo męska, zarówno w kontekście zawodników, jak i kibiców. Poniższy artykuł dotyczy procesów kształtowania narracji o męskości w środowisku kibiców piłkarskich. Ma on na celu wyjście poza stwierdzenie, że świat kibiców to męski świat. Analiza zawarta w tekście dotyczy tego, jak męski charakter kibicowania jest kształtowany i podtrzymywany. Z tego powodu celem niniejszego studium jest próba odpowiedzi na następujące pytania badawcze: (a) za pomocą jakich kategorii kibice opisują znaczenie męskości i relacji między mężczyznami – kibicami?; (b) w jaki sposób degradują męską tożsamość innych kibiców? Analiza narracji o męskości pozwala wyodrębnić najważniejsze kategorie męskości dominujące w tym środowisku, które związane są z manifestowaniem męskości poprzez braterskie więzi, jak również poprzez feminizację innych mężczyzn. Akceptowalną formą męskich więzi jest „braterstwo”, którego granice kształtowane są przez wykluczanie z tej sfery kobiet oraz feminizowanie mężczyzn, którzy nie pasują do obrazu „prawdziwie” męskiego kibica.

Sport, particularly football, is often defined as a “men’s world” in respect to both players and fans. This paper investigates the process of constructing a narrative about manhood in the world of football fans, and aims to go beyond the observation that football fandom is male-dominated. Furthermore, it examines how the “male character” of fandom culture is shaped and maintained. By doing so, this study addresses two research questions: (a) Which semantic categories are used by fans to underline the significance of manhood and ‘homosocial bonds’ between male fans? (b) How do football fans undermine the masculinity of other fans? An analysis of fans’ narratives of masculinity allows us to identify the most important categories used in fandom culture that aim to either boost one’s ‘masculine identity’ or feminize those who do not fit into the mold of hegemonic masculinity.
Artykuł przedstawia analizę społecznych konsekwencji komercjalizacji piłki nożnej. Autorzy pokazują, że w wyniku komercjalizacji sportu kluby piłkarskie zostały oderwane od lokalnej społeczności i przestały pełnić funkcje integracyjne, do których zostały powołane, stając się w zamian częścią komercyjnego show-biznesu. Z tą przemianą wiążą się narodziny nowego typu odbiorcy widowisk sportowych. W miejsce „kibiców industrialnych”, związanych ze sportem od dziesięcioleci, skomercjalizowany sport wprowadza „konsumentów wrażeń sportowych”. Ci pierwsi przez lata funkcjonowali jako rodzaj „wspólnoty integrującej”, charakterystycznej dla czasów epoki nowoczesnej, natomiast konsumenci sportu tworzą „grupę przynależnościową”, której forma i reguły funkcjonowania charakterystyczne są dla późnej nowoczesności. W tekście definiuje się i opisuje te dwa światy oraz wskazuje społeczne i kulturowe konsekwencje ich zderzenia ze sobą. W artykule przedstawia się także główne obszary sporu między tradycyjnym światem kibiców a komercyjnym porządkiem określanym mianem modern sport. Spór ten stanowi przykład społecznych „ruchów niezgody” wobec globalnych procesów standaryzacji i komercjalizacji wszelkich form życia wspólnotowego.

The paper provides an analysis of socio-cultural consequences of the commercialization of football. The authors aim to show that as a result of the commercialization of sport football clubs have been detached from the local community. No longer can they perform functions of social integration in local communities, to which they were initially established. Instead, they become a part of the commercial world of show business and adopt its rules of supply and demand. This transformation involves the advent of a new type of sports consumers. In place of 'industrial die-hard fan', associated with sport for decades, the commercialized sport introduces consumers who seek nothing but entertainment in football. The industrial fans traditionally make strongly integrated 'inclusive community', typical for the modern times, while consumers of sport form an 'affiliation group' which in contrast is formed and ruled by principles characteristic for the late modernity. The paper attempts to define and compare these two worlds, and to show the social and cultural consequences of inevitable collision between them. The article also sketches the main areas of dispute between the traditional world of industrial fans and commercial policy also referred to by a catchy phrase modern sport. This dispute is an example of the social 'movements of dissent' against the global process of standardization and commercialization of all forms of social life.
This article focuses on changes in Poland’s higher education resulting from: the massification of higher education, structural transformations within the economy towards the post-industrial model, and liberał reforms of the public sector. The aim of this analysis is to show that the brand of a university diploma will become increasingly important in the context of growing competition. To date, the brand of a diploma has not played a significant role in Poland’s higher education as educational insufficiencies and, most notably, positive demographic trends, ensured a sufficient demand for higher education services. As this period is now gone, the coming years will see growing competition for students, and the brand of a diploma will determine (as we are beginning to see) which universities will survive on the educational market and which ones will have to undergo deep restructuring or, simply, disappear from the market.

Przedmiotem artykułu są zmiany w polskim szkolnictwie wyższym wynikające z umasowienia szkolnictwa wyższego, przeobrażeń strukturalnych gospodarki w kierunku modelu postindustrialnego oraz liberalnych reform sektora publicznego. Celem analiz jest pokazanie, że w warunkach rosnącej konkurencji coraz większe znaczenie będzie miała marka dyplomu uczelni. W Polsce marka dyplomu uczelni nie odgrywała dotąd znaczącej roli, ponieważ zaległości edukacyjne, a przede wszystkim koniunktura demograficzna, zapewniały wystarczająco wysoki poziom popytu na usługi edukacyjne w szkolnictwie wyższym. Ten okres już minął i w nadchodzących latach rywalizacja o studentów będzie coraz większa, a marka dyplomu już zaczyna odgrywać decydującą rolę w tym, które uczelnie pozostaną na rynku edukacyjnym, a które będą musiały przejść głęboką restrukturyzację lub po prostu zniknąć z rynku.
The paper investigates the approaches employed for attracting international full-degree students in three countries on the periphery of Europe/the European Economic Area: Norway, Poland and Portugal. These countries, considered semi-peripheral regarding international student recruitment, have shorter traditions for incoming mobility than countries that are major recruiters and which have been the focus of previous research on attracting international students. The paper analyses national policies and strategies, focusing on their emergence, rationales and instruments. The study is comparative, aiming to find commonalities and differences in the approaches of these countries further to the changing global environment in higher education. The major finding is that semi-peripheral countries appear to employ different strategies and resort to other comparative advantages than the largest student recruiters, exploiting political, cultural or geographical aspects rather than educational assets. The findings highlight the need for these countries to identify their distinctive attraction capacities and assets, as well as to be purposeful in choosing their target recruitment regions.

W artykule zbadano podejścia zastosowane w celu przyciągnięcia międzynarodowych studentów w trzech krajach leżących na obrzeżach Europy (Europejskiego Obszaru Gospodarczego): Norwegii, Polski i Portugalii. Kraje te, uważane za półperyferyjne pod względem rekrutacji studentów z zagranicy, mają mniejsze tradycje w zakresie mobilności przyjazdowej niż kraje, które są głównymi rekrutującymi i które były przedmiotem wcześniejszych badań dotyczących przyciągania studentów z zagranicy. W artykule przeanalizowano krajowe polityki i strategie, koncentrując się na ich powstawaniu, racjonalnych rozwiązaniach i instrumentach. Badanie ma charakter porównawczy i ma na celu znalezienie podobieństw i różnic w podejściu tych krajów do zmieniającego się globalnego środowiska szkolnictwa wyższego. Głównym wynikiem analiz jest ustalenie, że kraje półperyferyjne wydają się stosować inne strategie i uciekać się do innych przewag komparatywnych niż najwięksi rekrutujący. Wyniki podkreślają potrzebę określenia przez te kraje ich szczególnych zdolności przyciągania i atutów, a także celowego wyboru regionów, w których będą rekrutować studentów.
The paper explores a wide range of ethnographic challenges – risky situations, methodological dilemmas, ethical and logistic problems ‒ that we encountered in our field research on most devoted fans of FC Twente Enschede. The analysis is focused on the variety of issues that come along with the process of exploration of largely closed communities of hardcore fans. By doing so, we want to provide some guidelines for those researchers who would want to undertake similar adventures ethnographic tasks in the future. The paper is centered around four major issues. The first one refers to the access to the hermetic world of football fans, while the second section is devoted to the different types of dangers that are linked with experiencing football fandom in the match day. The third one are the consequences of such radical ethnography for the identity of the researcher, resulting from carrying out the research in the mode of “complete immersion.” The fourth issue is the influence of the first three problems (gaining access to a closed group, dangers of full involvement in the actions of a group and changes within the identity of the “immersed one”) on the inner accuracy and outer integrity of the ethnographic description.
The subject of the debate was the main elements of the reform in the way higher education functions, implemented from October 2019. The background of the reform was discussed, including the historical and mental conditions of the academic community, and then the reform programming phase (e.g. consultation procedures), the phase of implementing changes (including the issue of adjusting the publication of regulations) and the sphere of new or additional incentives were discussed. which introduced new regulations into academic life (e.g. new rules for obtaining points by scholars for publications, new evaluation rules to which universities are subject, rules for creating statutes).

Przedmiotem debaty były główne elementy wdrażanej od października 2019 r. reformy w sposobie funkcjonowania szkolnictwa wyższego. Omawiane było tło reformy, w tym uwarunkowania historyczne, mentalne środowiska akademickiego, a następnie dyskutowana była faza programowania reformy (m.in. procedury konsultacji), faza wdrażania zmian (m.in. problematyka dopasowania ukazywania się rozporządzeń) oraz sfera nowych czy dodatkowych bodźców, które wprowadziły do życia akademickiego nowe regulacje (np. nowe zasady uzyskiwania punktów przez uczonych za publikacje, nowe zasady ewaluowania, którym podlegają uczelnie, zasady tworzenia statutów).
