Good governance in Central and Eastern Europe: the European Union as an anchor for reform

In this article, it is argued that the economic and political transformation in Central and Eastern European countries towards the end of the twentieth century towards a market economy were irreversible and path dependent. The author discusses the importance of this issue for the success of transformation policies, as well as the significance of the role of the European Union for supporting good governance as a condition for successful transformation.

W niniejszym artykule stwierdzono, że ekonomiczna i polityczna transformacja w krajach Europy Środkowo-Wschodniej pod koniec dwudziestego wieku w kierunku gospodarki rynkowej była nieodwracalna i wynikała ze ścieżki zależności. Autor omawia znaczenie tych kwestii dla sukcesu polityki transformacji, a także znaczenie roli Unii Europejskiej dla wspierania dobrego współrządzenia (ang.: good governance) jako warunku skutecznej transformacji.

In this paper, “transitology” as a new direction in political and economic science is discussed. The concept of “transitology” was developed based on theories of economic transformation from a centrally planned economy towards a market economy. In the context of the questions what might the alleged research domain of this new discipline be, and what tools are available for applying transitology, the author addresses some issues with regard to the ontology and epistemology of social economic research on the transition in Central and Eastern Europe.

W niniejszym artykule omówiono „tranzytologię” jako nowy kierunek w naukach politycznych i ekonomicznych. Koncepcja „tranzytologii” została opracowana w oparciu o teorię transformacji ekonomicznej z gospodarki centralnie planowanej w gospodarkę rynkową. W kontekście pytań, czego może dotyczyć przypuszczalna domena badań tej nowej dyscypliny, a także jakie narzędzia można wykorzystać w ramach stosowania tranzytologii, autor porusza pewne zagadnienia odnoszące się do ontologii i epistemologii społecznych badań ekonomicznych dotyczących Europy Środkowo-Wschodniej.
