Dear Readers! We are pleased to offer you a new issue of „Ochrona Zabytków - according to information on the cover, its number is 2/2009, although actually it is already the middle of 2010. This difference results from the fact that in the last few years there were shorter or longer gaps between consecutive issues oj our quarterly; which we endeavour to catch up with, at the same time trying to maintain the continuity o f numeration. rThis discrepancy between dates on the cover and the content o f successive issues has not constituted a major problem so far. However, this issue o f „Ochrona Zabytków" requires a special commentary because oj tremendous importance o f the tragic event that happened on 10 April this year and brought a painful loss to our circle, too. The publication that you are holding in your hands contains a memory o f the late Tomasz Merta, Deputy Minister o f Culture and National Heritage, General Conservator o f Monuments from 2005 till 2010, who died in the crash o f the Polish President's plane near Smolensk. The Minister was an outstanding General Conservator o f Monuments, who was fully dedicated to his work. He treated it as a mission aimed at ensuring optimum conditions for the maintenance o f our common heritage. He esteemed very highly the work and achievements o f conservators o f monuments and expressed deep understanding for their mission, but he also emphasized the need to undertake actions for the increase o f joint social responsibility for the heritage. He had immense confidence in the people he contacted. It was a really great honour to co-operate with Him. The Minister was also a regular reader oj „Ochrona Zabytków”, which was and still remains a real source oj pride for us. We hope that this issue would also be received by Him with appreciation and some constructive criticism as well. In this issue we focus once more on the matter o f cultural parks. The example oj Zgierz illustrates perfectly how effectively this form o f monument protection can contribute to the regeneration o f urban areas (with a wide spectrum o f potential activities). In another article we present the Skarżyńscy Palace in Studzieniec - a site which is currently ruined, but deserves a good study which we hope will help to save it. From among theoretical studies, we recommend considerations oj the selected aspects oj conservation theories by Alois Riegl and Cesare Prandi, which provide much inspiration and are an extremely topical subject in the context o f ongoing discussions on the philosophy o f the heritage protection system in our country. In this section you will also fin d an article on the legal aspects o f archaeological heritage protection, which is discussed on the example oj Peru and helps to gain a broader perspective o f dangers that concern this special category oj monuments. Phis issue is complemented by an article on the harmful impact oj mould fungi on panel painting, which is addressed to practical experts in monument conservation. I invite you to read our magazine! Dear Readers, The issue o f “Ochrona Zabytków " that we are currently putting; into your hands constitutes the first step in the direction of major changes in our magazine, which is addressed to the Polish conservation professionals. Phis issue is a so-called transitory stage. A comprehensive article written by Zbigniew Kobyliński regarding scientific, conservation and ethical bases o f the philosophy o f protecting archaeological heritage, richly illustrated by examples from all over the world and supported by numerous legal arguments portrays the modern approach to archaeology; based on preventive conservation which relies on preservation o f authentic historical structure. Phis interpretation complies with the principles determined in the mission o f the National Heritage Hoard o f Poland which stipulates that the N1 IP is a national institution o f culture that creates bases for sustainable protection oj heritage - it collects and popularises knowledge about monuments, determines standards o f their protection and conservation a n d shapes social awareness for the purpose of preserving Poland 's cultural heritage f or future generations . The text referred to above and the very competent article on combating crime against archaeological monuments also constitute signals that archaeology is going to be a constant issue o f interest in our magazine. Issues rela ted to protection o f archaeological monuments, most numerous, most endangered and least recognized, require special support. The scope o f issues related to the heritage o f the past, and therefore subjects that we are trying to bring closer to you, is, obviously, very extensive. Starting from presentation o f painting masterpieces, such as the works o f Rembrandt from the collection of the Royal Castle in Warsaw - whose complex conservation process was discussed in chapter "Realisations " - to showing monuments that testify to perception o f art in rural areas, for example paintings in the late-Baroque church in Krosno (Warmia region). Two highly recommended texts that we would like to encourage you to read were written or co-written by the employees of our institution. Phis is another important change - we will use our best effort to make "Ochrona Zabytków ' a place where concepts and achievements resulting from conservation programmes currently implemented by our institution are presented. At the same time, we have the pleasure o f informing you that as o f January I, 2011 our institution will be transformed into the National Heritage Institute with an increased scope o f competences, pursuant to a decision o f the Minister o f Culture and National / leritage. The range o f our activities will be increased even more; "Ochrona Zabytków will also continue to develop and - hopefully - the circle o f its readers will keep growing. Dear Readers, Undoubtedly none o f us will deny that the most pleasant part o f the job of a historian, an art historian or an archaeologist is the moment o f direct contact with an authentic witness oj the past, a historic substance constituting a material testimony of bygone times. Particularly thrilling is the possibility* o f discovering something new on our own; hence long studies and extensive inquiries. Readers o f “Ochrona Zabytków " have the opportunity to learn about surprising results o f such research. But conservation means much more than cognition and analysis. It is mainly* a matter of protection and the will to preserve traces o f the past for posterity*. Therefore, it is so important to be able to perceive historic monuments in a wider context o f contemporary reality. Such an analysis o f threats and opportunities is extremely difficult, but necessary in order to preserve this small group o f remains o f ancient centuries. This task is particularly difficult nowadays, when we come up increasingly often with a previously unknown question: “what for?". Since the beginning o f existence o f the Polish school o f conservation, its main representatives have focused on the question: "how? \ How to protect monuments? How to analyse them? How to document them? Today we can do nothing but appreciate their efforts and brilliant achievements. It is also hard to complain that the answer to the question "what for? was not sought in the past. И hat was the purpose of protection, research and documentation? What was the purpose of preserving relics o f the past for posterity? Attempts to answer these questions were not made, because such questions themselves were treated as rhetorical. Unfortunately, this approach is no longer self explanatory today 'What for" is not a rhetorical question any* more. Those who ask it more frequently and loudly expect an answer. I f they do not receive one, they think that there is probably no reasonable justification for spending relatively* little, but nevertheless public money for the preservation o f all o f these relics and antiques. This is why the world o f conservation is changing its image. Educational efforts aimed at increasing social a wareness play* an increasingly important role and are a key part of the effective heritage protection strategy today We should, therefore, appreciate the professionalism of research works earned out With passion for many years that are described in an article about the Venerable Onuphrius Orthodox Church in Posada Rybotycka. At the same time, it is necessary to take notice of dramatic consequences o f the absence o f the subject o f protection in local law, which results in the disappearance o f historical buildings even in Warsaw. Phis problem is described in an article about the area o f the Mokotów Fort. Attention is also paid here to monuments that are relatively y*oung and probably less spectacular, but extremely important from the perspective of source value; they are described in a text about the Old Polish Industrial Region. The above content may* suggest an extremely pessimistic vision of the juture of our heritage, but, on the other hand, things do not seem to look that bad if we can greet our readers again in a new issue o f our magazine. We are absolutely* certain that the group o f persons who treat “what for?" as a rhetorical question is still large. We only' have to double our efforts to provide a satisfactory answer to those who do ask this question. I hope you will enjoy reading our magazine! The 5th International Conference on the Illicit Traffic in Cultural Property Stolen in Central and Eastern Europe took place from 18-20 September in Wieliczka with 125 participants from 21 member countries, as well as representatives of the UN Educational, Scientific and Cultural Organization, the International Council of Museums (ICOM) and the World Customs Organization. The Polish co organisers of the conference included the Ministry of Internal Affairs and Administration, the Police Chief Headquarters, and the Ministry of Culture and National Heritage. The Polish side was represented by the National Heritage Board of Poland and the Centre for the Protection of Public Collections. The possibilities of the Board’s cooperation with the police were presented by the Board’s employees Paulina Florjanowicz and Marcin Sabaciński. Among the recommendations passed, the conference participants were urged to establish closer domestic and international cooperation aimed at the protection of national cultural property. They agreed to implement the Basic Actions drawn up by Interpol, UNESCO and the International Council of Museums to determine the illicit sale of cultural objects over the Internet, and to communicate to Interpol information about cultural property thefts, stolen or recovered objects, and details on the individuals and networks involved in illicit trafficking. Member countries were also recommended to extend access to Interpol’s database of stolen works of art to all law enforcement agencies investigating cultural property crimes.
