The paper focuses on the challenge of assessment and evaluation of SME and entrepreneurship programmes. The first section of the paper aims to explain how a particular policy programme should be investigated and how to measure the additional benefits brought by the programme (additionality). In particularly, the "six steps to heaven" assessment of evaluation quality was described. The second section of the paper presents results of empirical research concerning evaluation of SME and entrepreneurship programmes and measurement of additionality. Studies have reported mixed results. The impact of programmes on firm performance is not always obvious, automatic or rapid. It was concluded that, inter alia, entrepreneurs and SMEs are very diverse and programmes should be sensitive to this in order to improve their effectiveness.
