The insufficient financial resources and difficulties in obtaining financing are a significant barrier to the development of innovative activities in small- and medium-sized enterprises. Therefore, financial assistance allowing the implementation of innovative solutions is important for these companies. Such an opportunity is provided by the EU funds which are distributed in Poland through various programmes, including operational programmes. One of the most important operational programmes supporting innovative projects is the Smart Growth Operational Programme, which aims to raise the innovativeness of the Polish economy by increasing R&D expenditures borne by enterprises. The aim of the paper is to analyse and evaluate the possibilities of supporting innovative activities of small- and medium-sized enterprises in the framework of the Smart Growth Operational Programme. The realisation of this aim has required an analysis of the priority axes of the programme as regards the capacity to support innovative activities of SMEs and the evaluation of the assistance provided.

Istotną barierą rozwoju działalności innowacyjnej w małych i średnich przedsiębiorstwach są niewystarczające środki finansowe i trudność w ich pozyskaniu. Dlatego dla tych przedsiębiorstw ważne jest wsparcie finansowe pozwalające na wdrażanie innowacyjnych rozwiązań. Taką możliwość dają środki unijne, które w Polsce są dystrybuowane za pomocą różnych programów, w tym programów operacyjnych. Jednym z ważniejszych programów operacyjnych wspierających projekty o charakterze innowacyjnym jest Program Operacyjny Inteligentny Rozwój, którego celem jest wzrost innowacyjności polskiej gospodarki poprzez zwiększanie nakładów na B+R ponoszonych przez przedsiębiorstwa. Celem artykułu była analiza i ocena możliwości wsparcia działalności innowacyjnej małych i średnich przedsiębiorstw z Programu Operacyjnego Inteligentny Rozwój. Realizacja tego celu wymagała analizy osi priorytetowych programu w zakresie możliwości wspomagania działalności innowacyjnej MŚP oraz oceny udzielonego wsparcia.

The European Union clearly emphasises the need to convert the European knowledge into market products and services with the aid of the R&D sector through stimulating transfer of knowledge and the removal of barriers to the commercialisation of new ideas. R&D activity has a positive impact on the development of regions and it might be the example illustrating successful cooperation between science and business. Scientific units and R&D institutions are becoming increasingly more open to the business sector and more often adapt their offer to the specific needs of companies. The paper aims at presenting research and development activity carried out in Lodz region, showing its current potential and determinants of its development. Particular attention will be paid to higher education institutions whose role and importance in the research and development sphere is growing.

The effective management of micro and small enterprises, including their human resources, is important from the point of view of their development in a turbulent environment. Business advisory services are one of the methods of development of managers as well as employees. The aim of the paper is to discuss the importance and specificity of human resources in micro and small businesses and to determine the impact of business advisory services on shaping the business knowledge of the managers and employees of these companies. The role of the capacity to absorb business advice–related knowledge in this process is also indicated. The study was based on the results of the research carried out by the author. The research was representative of the sector of micro and small innovative companies in Poland benefiting from business advisory services.

Efektywne zarządzanie mikro- i małym przedsiębiorstwem, w tym zasobami ludzkimi, jest istotne z punktu widzenia jego rozwoju w turbulentnym otoczeniu. Jednym ze sposobów poprawy zarządzania jest podnoszenie poziomu wiedzy biznesowej zarówno zarządzających, jak i pozostałych pracowników, dzięki doradztwu gospodarczemu. Celem artykułu jest omówienie znaczenia i specyfiki zasobów ludzkich w mikro- i małych przedsiębiorstwach oraz określenie wpływu doradztwa gospodarczego na kształtowanie wiedzy biznesowej zarządzających i pracowników przedsiębiorstw. Wskazano także na rolę zdolności absorpcji wiedzy doradczej w tym procesie. Opracowanie powstało na podstawie wyników badań ankietowych prowadzonych przez autorów tekstu. Badania miały charakter reprezentatywny dla sektora mikro- i małych innowacyjnych firm w Polsce, korzystających z doradztwa gospodarczego.
