Extending the average life span in every next generation is a positive phenomenon - the result of the progress of civilization in the area of working conditions, the level of medical care, etc. However, this process also entails certain risks. Such a threat which can be accurately predicted and calculated and thus also recognized in terms of risk (which can be managed by people) is the longevity risk, or in other words the risk of a longer than expected life expectancy. It applies both to individuals as well as whole generations (demographic cohorts). The longevity risk threatens public pension systems as well as complementary and supplementary systems (individual and company run) as long as they guarantee payment of benefits for life. The cognitive aim of this article is to present the theoretical and practical case studies of selected methods and longevity risk management instruments as well as an attempt to evaluate their effectiveness. The author attempts to address a question whether the use of certain instruments to manage longevity risk would not trigger yet another type of risk - the so-called counterparty risk. It poses threat to each party of a contract that the counterparty will not live up to its contractual obligations.

Life expectancy has been rapidly increasing and remains uncertain in all OECD countries, including Poland. One of the many economic and social consequences of this process is the increase of the longevity risk in social security systems. This article focuses on the issues of managing longevity risk in the pension system in Poland, in particular - the construction of public and supplementary pension systems and its ability to adapt to the challenges associated with longevity risk. Particular attention has been paid to the analysis of public structures and supplementary pension schemes in the phase of payment of benefits (decumulation). The research work, of which the results are presented in the article, is based on literature studies, comparative analysis, statistical analysis; as well as descriptive and explanatory methods. Also, a model of the two stages of pension risk created by T. Szumlicz has been used. The author argues that both the public pension systems as well as the supplementary pension schemes in Poland do not secure adequate protection against the risk of longevity. While in the public retirement system, the aggregate longevity risk exists, and the participants of additional pension systems are exposed to individual longevity risk. The limitation of these risks requires significant structural changes both in the public and in the additional pension schemes in Poland.

Artykuł omawia problematykę stabilności zatrudnienia w polskiej służbie cywilnej, wobec postulatów zmniejszania kosztów funkcjonowania i liczebności administracji rządowej. W opracowaniu przedstawione zostały wybrane, teoretyczne założenia wyższej niż w przypadku innych grup zawodowych stabilności zatrudnienia w służbie cywilnej. Omówiono ponadto formalne podstawy stabilności zatrudnienia w polskiej służbie cywilnej oraz praktyczne problemy związane z rozwiązywaniem stosunku pracy z jej pracownikami i urzędnikami. Przedstawiono wyniki badań dotyczących wpływu stabilności zatrudnienia na postawy członków korpusu służby cywilnej. Poświęcono też uwagę podjętej w 2010 r. próbie redukcji (racjonalizacji) zatrudnienia w administracji rządowej. W artykule zostały wykorzystane fragmenty rozprawy doktorskiej "Motywacja i motywowanie w polskiej służbie cywilnej" opracowanej pod kierunkiem prof. dr hab. Jolanty Szaban.

The article concerns aspects of employment stability in Polish civil service in the context of the governments plans of reducing the costs of functioning and scale of government administration. The author presents theoretical assumptions of higher employment stability in civil service compared to other professional groups and discusses formal grounds of employment stability in Polish civil service as well as practical problems relating to terminating employment relationships with civil servants. What is more, he introduces the results of research concerning the influence of employment stability on the attitude of civil servants. The article also discusses the 2010 attempt to reduce employment in government administration. To conclude, the author offers some suggestions concerning employment reduction in government administration.

The aim of this article is an attempt to describe and evaluate the use of some of the solutions of the theory of behavioral economics in the practice of reforming their pension systems. The effects of the application of behavioral economics at the reform of occupational pension schemes in the UK and New Zealand (automatic entry to the pension scheme with the possibility of withdrawal at a certain time) are encouraging (dissemination of occupational pension schemes, the increase in supplementary pension savings). Similar solution could be implemented in Poland. Indicate also some risks associated with the use of behavioral economics in reforming pension systems (for example: the manipulation of behavior and decisions of participants of pension schemes, misselling).

Celem poznawczym artykułu jest próba oceny zastosowania niektórych rozwiązań wypracowanych na gruncie teorii ekonomii behawioralnej w praktyce reformowania systemów emerytalnych. Przedmiotem prezentowanych wyników badań są dotychczasowe rezultaty zastosowania ekonomii behawioralnej przy reformowaniu zakładowych systemów emerytalnych w Wielkiej Brytanii i Nowej Zelandii (automatyczny zapis do programu emerytalnego z możliwością odstąpienia w określonym czasie). Osiągnięte w tych krajach efekty (upowszechnienie zakładowych systemów emerytalnych, zwiększenie poziomu dodatkowych oszczędności emerytalnych) są zachęcające. Na tej podstawie sformułowano rekomendacje co do możliwości zastosowania podobnych rozwiązań w Polsce. Wskazano także na pewne zagrożenia związane z wykorzystaniem ekonomii behawioralnej w reformowaniu systemów emerytalnych (m.in. manipulowanie zachowaniami i decyzjami uczestników systemu emerytalnego nie zawsze zgodne z ich interesem, misselling).
