Artykuł przedstawia zmiany w handlu zagranicznym cukrem, sprzedaży cukru kwotowego i pozakwotowego oraz ceny zbytu cukru kwotowego w latach 2004–2012 w Polsce. Reforma rynku cukru w Unii Europejskiej w 2006 r. spowodowała znaczne pogorszenie bilansu handlu zagranicznego Polski tym produktem w ujęciu wartościowym. Dopiero od 2012 r. obserwuje się poprawę sytuacji. Natomiast nasila się ujemny bilans w ujęciu ilościowym. Nie udało się osiągnąć jednego z podstawowych celów reformy, czyli znaczącego obniżenia cen cukru. Ceny sprzedaży cukru przez cukrownie po obniżeniu w latach 2007-2010, zaczęły wzrastać. Planowane w 2014 r., a obecnie przesunięte na nieokreślony termin, zniesienie limitów produkcji cukru może spowodować okresowe obniżenie jego cen na rynku Unii Europejskiej, ale w dłuższej perspektywie czasowej ich wzrost. Zmiana ta spowoduje także dalsze pogorszenie salda handlu zagranicznego cukrem w Polsce, ze względu na większe koszty produkcji cukru z buraka cukrowego niż z trzciny.

The article presents the changes in the foreign trade in sugar, sales quota and non-quota sugar and the quota sugar sales prices during 2004-2012 in Poland. The reform of the sugar market in the European Union in 2006 led to a significant deterioration in the balance of Polish foreign trade in this product in terms of value. Only since 2012 has improvement been observed. However, there is a growing negative balance in terms of volume. One of the main objectives of the reform, which was a significant reduction in sugar prices, was not achieved. Sales prices of sugar by sugar factory, after dropping in 2007-2010, began to increase. Planned in 2014, and now on hold for an indefinite term, the abolition of sugar production limits may cause temporary reduction in EU market prices, but growth in the long-term. This change will result in a further deterioration of the foreign trade balance for sugar in Poland, due to the higher cost of production of sugar from sugar beets than from cane.
Praca przedstawia wybrane efekty zmian na rynku cukru w Polsce po integracji z UE. Produkcja cukru w Polsce od roku 2003/4 do 2009/10 zmniejszyła się o 15,3%, a limity produkcyjne o 7,5%. Integracja Polski z UE i wprowadzenie reformy rynku cukru wymusiło czterokrotne ograniczenie liczby pracujących zakładów. Mimo to odznaczają się one zbyt małą wydajnością przerobu w stosunku do fabryk we Francji i w Niemczech. Reforma rynku cukru spowodowała niewielkie obniżenie cen cukru, ale nie spowodowała potanienia słodyczy. Zniesienie przez UE ceł na importowany cukier po roku 2014/2015 spowoduje, że jego produkcja z buraków cukrowych w Polsce stanie się nieopłacalna.

The work is focusing on selected effects of changes in sugar market in Poland after the integration with the EU. Sugar production in Poland between years 2003/4 and 2009/10 was reduced by about 15.3% and production limits by about 7.5%. Integration of Poland with the EU and implementation of the sugar market reform have forced a quadruple reduction in the number of working sugar plants. Yet they are still characterized by a too small processing capacity in relation to factories in France and in Germany. The reform of sugar market has caused small cuts in sugar prices, but it has not resulted in cheaper sweets. Abolishing the custom duties on imported sugar by the EU after year 2014/15 will cause the unprofitability of sugar production from sugar beet in Poland.
State of implementation of sugar market reform in the EU and in Poland are presented. Desired effects in the form of reduction of sugar production are not satisfactory. Therefore raising compensation payments for giving up sugar beet cultivation are envisaged.

W pracy przedstawiono stan wdrażania reformy rynku cukru w UE i w Polsce. Oczekiwane efekty w postaci ograniczenia produkcji cukru są niewystarczające. Dlatego planuje się zwiększyć wysokość rekompensat za zaniechanie uprawy buraków cukrowych dla plantatorów.
W artykule przedstawiono najważniejsze zmiany, jakie zaszły w sektorze cukrowniczym w Polsce od 2001/2002 roku do 2010/2011 roku. W tym okresie produkcja cukru zmniejszyła się o 4,9%, liczba zakładów z 76 do 18, dobowy przerób o 57,2%, a liczba zatrudnionych podczas kampanii o 79,2%. Jednocześnie długość kampanii wydłużyła się o 106,1%.

The article presents the most important changes that have occurred in the sugar sector in Poland from 2001/2002 until 2010/2011. During this period, sugar production fell by 4.9%, the number of factories from 76 to 18, the daily processing by 57.2% and the number of employees during the campaign by 79.2%. At the same time the length of campaign has increased by 106.1%.
Praca przedstawia skutki trzech lat reformy rynku cukru. W sześciu krajach zaprzestano produkcji cukru, a w wielu, w tym Polsce, znacznie ją ograniczono. Jednocześnie wyodrębniła się grupa krajów o większej produkcji niż przed reformą. Mimo że zmalały ceny detaliczne cukru, to nie spowodowało to obniżenia cen wyrobów zawierających cukier. Aby utrzymać się na rynku, zarówno cukrownie jak i rolnicy, muszą maksymalnie ograniczać koszty produkcji.

The work is presenting effects of three years of the sugar market reform. In six countries the sugar production has ceased, and in many, including Poland, it has been much limited. Simultaneously a group of countries emerged with greater production than before the reform. Even though retail prices of sugar went down it did not cause lowering prices of products containing sugar. In order to stay in the market, both sugar factories and farmers must reduce to minimum the production costs.
Reforma unijnego rynku cukru będzie bardzo niekorzystna dla polskiego cukrownictwa i plantatorów. Pozostaną tylko najwydajniejsze cukrownie o najmniejszych kosztach produkcji. Natomiast uprawą buraków cukrowych będą tylko zajmować się najlepsi plantatorzy (wysokie plony cukru, małe koszty produkcji).

The reform of the European Union sugar market will be very unfavourable for the Polish sugar industry and growers. Only the best and most productive factories with the lowest costs of production will remain in business. Also, only the most efficient growers will be interested in sugar beet production (high sugar yields, low production costs).
The paper presents the state of the EU sugar market and the sugar beet market after the second year of their reform. The main purpose, i.e. reducing the sugar production by ca. 1/3 has been practically achieved. For Poland it means that from exporter our country, so far net exporter, will become a net importer of sugar.

Praca przedstawia sytuację na rynku cukru w UE po drugim roku reformy. Główny cel reformy, czyli zmniejszenie produkcji cukru o 1/3, został praktycznie osiągnięty. W wypadku Polski oznacza to, że z eksportera nasz kraj zmieni się w importera netto cukru.
