W swojej zewnętrznej aktywności wobec państw „bliskiej zagranicy” Rosja stosuje cały wachlarz środków, poczynając od politycznych, wojskowych, poprzez gospodarcze, na kulturalno-ideologicznych kończąc. Przez cały okres lat 90. ubiegłego wieku Rosja najrzadziej sięgała do tych ostatnich. Obserwując aktywność Federacji Rosyjskiej na arenie międzynarodowej, a szczególnie na obszarze byłego ZSRR, można odnieść wrażenie, że dopiero od niedawna Rosja zaczyna dostrzegać miękkie środki oddziaływania i doceniać ich rolę. W niniejszym artykule podjęto próbę analizy źródeł rosyjskiej soft power oraz jej wykorzystania w polityce zagranicznej FR. Struktura kolejnych podrozdziałów celowo jest zbieżna z tą proponowaną przez Joseph S. Nye’a. Będzie to pomocne w przeprowadzeniu równoległej analizy rosyjskiej i amerykańskiej soft power poprzez porównanie potencjałów USA w skali globalnej i FR w wymiarze regionalnym.

In its foreign policy toward Near Abroad, Russia uses a wide range of means, starting from political, military, economic to end with the cultural and ideological. In the 1990s of the last century Russia used the latter the least. Observing the current international activities of the Russian Federation, especially in the Near Abroad, we may say that Russia has started to recognize the impact of soft instruments, and to appreciate their role. In this article the author is trying to analyze the sources of Russian soft power and their use in foreign policy. The structure of the following sections intentionally is similar to that which was suggested by Joseph S. Nye’a in his book. This will be helpful to analyse in parallel the Russian and American soft power by comparing the potential of the U.S. in global and Russian in regional dimensions.

Strategic culture matters. As a pattern of behaviour resulting from shared experiences and symbols, it determines the course of action and ways of achieving goals. Strategic culture is structured by internal material (size of the state, natural resources, economic, military and social factors) and non-material conditions (history, relations with other states, historical memory). External factors are also important: geographic location, the neighbourhood and regional order. The aim of the text is to analyse the strategic culture of Russia and to shed light on the conditions of Russia’s strategic culture, its hallmarks and impact on foreign and security policy.
