The article presents Stefan Pawlicki's (1839-1916) views on social policy. Stefan Pawlicki was a catholic priest, philosopher and the head of the Jagiellonian University in Kraków. He was one of the ancestors of the catholic thought on social policy in Poland, the editor of a periodical 'Ruch Spoleczny' (The Social Movement) and a founder of an association 'Towarzystwo Pielegnowania Nauk Spolecznych' (The Association Caring of Social Sciences Development) in Kraków, at the beginning of 20th century. According to Stefan Pawlicki, the discipline of social policy should be seen as a part of philosophy. The first reason is the use of similar cognitive methods. The second reason is social policy's close connection to ethics. Stefan Pawlicki's academic focus was the theory of a social question (kwestia socjalna). He stated that neither liberalism nor socialism may find a solution to the social question. As Pawlicki stressed in his works from the end of 19th century, the only way out of a social question is the broad ethical renewal on the basis of Christian solidarity.

The article is an attempt to present the key role of social policy in determining the changing due to the extension of social rights place of women in society. The assumption was made that the concept of social citizenship changes and depends on the model of a welfare state. In order to show this relationship, three separate stages in Polish social policy were distinguished symbolically: the interwar period, the period of the Polish People’s Republic and the stage, initiated in the 1990s. The article uses descriptive and comparative-critical methods, reaching to the work of various authors. Equality principles at the level of legal standards have always been present in social policy in Poland. At the level of practice, however, their implementation has not been yet completed

Artykuł jest próbą przedstawienia istotnej roli polityki społecznej w określaniu zmieniającego się pod wpływem rozszerzenia praw społecznych miejsca kobiet w społeczeństwie. Przyjęto założenie, że pojęcie obywatelstwa społecznego zmienia się i zależy od modelu państwa o charakterze opiekuńczym. W celu ukazania tej zależności wyróżnione zostały symbolicznie trzy odrębne etapy w polskiej polityce społecznej: dwudziestolecie międzywojenne, okres PRL-u oraz etap zapoczątkowany w latach 90. XX w. W artykule zastosowano metody opisową i porównawczo-krytyczną, sięgając do prac różnych autorów. Zasady równościowe na poziomie standardów prawnych były zawsze obecne w polityce społecznej w Polsce. Na poziomie praktyki ich realizacja nie jest jeszcze dokończona.

This article aims at presenting the factors which disrupt the specific order of the social policy prevailing for a long time in post-war Europe. The first part of the work discusses those values and standards which compose the European social model. Security, to which the Europeans attach great significance, is its fundamental feature. Next, the factors damaging this structure are presented. The example of work and education has served as an illustration of new forms of inequality. The entire work leads to a conclusion that the nation-states cannot efficiently conduct social policy which does not include the solutions on the European Union level. However, this should not mean blind acceptance of all propositions of Euro bureaucrats.
