The article provides an account of the activities undertaken by the US Consulate in Poznań during the years 1946-1951 against the background of Polish-American relations, whose evolution following the Second World War was affected by changes in the international situation and the growing rivalry between the USSR and the USA. The article attempts to answer two questions: on the organisation and working conditions of the American foreign service in Poland and the aims that the consular post in Poznań intended to achieve. A second area for consideration are the counterintelligence activities of the Polish state security forces directed at American diplomats over the first period of the Consulate’s operation. The analysis includes archival sources outlining the work of the diplomats along with surveillance of the consular officials in Poznań; these sources were subjected to the historical research method and system analysis in order to assess the determinants for the states’ foreign policies. The outcome of the research was the conclusion that the Consulate in Poznań was not a priority institution for US interests and simply carried out routine official activities, promoted the language and culture and fostered social ties. Deteriorating bilateral relations between Poland and the USA, along with an anti-American campaign by the Polish authorities and the actions of the secret police all had an effect on the Consulate’s working conditions including staffing restrictions, difficulties in performing official duties and maintaining social relationships, hence the decision to close the US Consulate in Poznań (on 31 August 1951).

The Polish-Czechoslovak cultural and scientifi c relations were initiated upon the end of the Second World War. An agreement on the cultural cooperation between Prague and Warsaw was signed in July 1947. Most successful in the fi eld of literature, the cooperation begot translations of literary works. In addition, contacts were established in other areas, such as theatre, cinema, photography, art, music and science. It is noteworthy that the cooperation was largely a matter of propaganda, intended to emphasise the achievements of socialism and the mutual friendship of fraternal socialist countries. Monopolized by the organs of state, it nevertheless formed the basis for establishing a number of personal relations between Polish and Czech and Slovak researchers and artists.

The present-day international relations are developed by states and other non-state actors with the use of some non-standard instruments of diplomacy, including its civil and municipal dimension. Local governments’ foreign activities, across-the-border contacts at the local level, international contacts of social organisations, schools, universities and institutions of culture have constituted a valuable complement of the activities taken by the government in the sphere of foreign policy since the 1990s. The instruments of public diplomacy, including the economic ones, are currently used to achieve aims of the Polish foreign policy and its soft power, contributing to the creation of a positive image of Poland as a reliable partner and a country open for cooperation. Public diplomacy and the support instruments on part of local governments and civil organisations help achieve the main aim, which is a creation of a positive image of Poland and enhancing its international position. Achieving that aim is supported by developing international cooperation, widening social debate on the Polish foreign policy and its substantive and expert background. The cooperation between the Polish central government and Polish local governments developed since 2012 have consisted in practical assistance in creating a foreign cooperation strategy, in supporting international activities of local governments, which constitute an important factor influencing an economic growth, creating an international positions of towns and regions and the development of social contacts. The West-Pomeranian Voivodeship has one of the best potential to develop international cooperation and diplomacy at the local government level. The international cooperation run by JSTs and other actors in the West-Pomeranian Voivodeship is compatible with the aims and priorities of the state foreign policy, and – at the same time – does not differ much from the policies pursued by other Polish voivodeships. The activities of the diplomacy at the local government level concentrates on economic cooperation, supporting small and medium enterprises (SMEs), the development of tourism, cooperation within institutions of culture, schools and universities. The priority is also the promotion of the West-Pomeranian Voivodeship at home and abroad.
