Good governance concept is currently one of the most often implemented concepts which are aimed at the improvement of public administration. It is implemented especially in those countries considering themselves democratic ones but its partial implementation is evident in almost entire world. This phenomenon is actually a cause of pressure from various trans- and international subjects (including the World Bank, United Nations, International Monetary Fund, Organization for Economic Co-operation and Development or European Union), which determine their support by good governance implementation or by implementation of some of its elements. In spite of this, it is vague and unclear concept from some perspectives and it evokes many questions on both a side of practitioners and a side of various scholars. A main objective of this article is linked to it. The author points out development of the concept, and consequently he selects critical approaches or comments and through them points out those weaknesses or unclearness which are associated with the concept.

The article is focused on empirical analysis of municipal waste management services in the Czech Republic. Authors have identified the following key factors for public utility efficiency and effectiveness: recycling, competition, form of company ownership, the effects of economies of scale, inter-municipal cooperation, distance to landfill and hybrid organization. The aim of the article is to analyse these factors, and to discuss their relationship to cost efficiency and effectiveness with a focus on the impact of municipality size. Waste management expenditure in municipalities is most influenced by the achievement of economies of scale. Additionally, it was found that if a waste collection company is under public ownership, this has a similarly strong impact on expenditure. Another two important factors associated with cost savings and the management of waste collection companies are inter-municipal cooperation and hybrid organization, which are of equal importance.

The purpose of this study is to test the determinants of women’s descriptive representation at local level in Slovakia after last local elections in 2018. We focus on the determinants of women’s descriptive representation in Slovak district cities local councils and how various factors (socioeconomic, cultural, or political) affect women’s political representation at this level. Using multiple linear regression and local elections own dataset , we found that most important factor regarding women’s representation is the share of women in a previous electoral term in a given district city, together with other factors indicating the openness of local political culture to female representation, namely the presence of a female mayor in the previous term and the political representation of women in regional councils. On the contrary, the remaining factors had a much less impact of female representation often with an opposite effect to one expected. The results of our study thus show that, together with above mentioned factors, women are less favoured in larger cities, with a more educated population or stronger presence of independent councillors. So, we hypothesize about validity of desirability hypothesis, which stated that women would be much less represented in councils, where politicians have more resources, i.e. specifically in largest cities.
