Artykuł otwiera informacja o poziomie otwartości polskiej gospodarki na przepływy finansowe, kapitałowe i wymianę handlową z krajami UE i innymi. W opracowaniu przeprowadzono analizę oceny nierównowagi zewnętrznej Polski na podstawie wielkości i struktury międzynarodowej pozycji inwestycyjnej, wskaźników zadłużenia zagranicznego brutto i netto oraz rachunku obrotów bieżących. Przyjęty zakres czasowy analizy, lata 2004–2016, pozwolił zbadać zmiany, które zaszły w polskiej gospodarce na tle państw członkowskich UE. Za cenne uznano uwagi UE i MFW dotyczące sposobów przywrócenia równowagi zewnętrznej i poprawy stanu finansów publicznych w Polsce. W konkluzji, poziom zadłużenia zagranicznego polskiej gospodarki uznano za nadmierny i grożący w przyszłości pogłębieniem nierównowagi zewnętrznej. W opracowaniu wykorzystano głównie metodę opisową i podstawowe metody statystyczne.

The article begins from information on the level of openness of the Polish economy to financial and capital flows as well as trade with the UE countries and other ones. In his study, the author carried out an analysis of assessment of Poland’s external disequilibrium based on the volume and structure of international investment position, gross and net external debt ratios, and current accounts. The adopted time-frame of the analysis, the years 2004-2016, allowed examining the changes occurred in the Polish economy against the background of the EU member states. As valuable were considered the remarks made by the EU and IMF on the ways of external rebalancing and improvement of the state of public finance in Poland. In conclusion, the level of foreign indebtedness of Poland’s economy is considered as the excessive and threating with aggravation of its external disequilibrium in the future. In his study, the author made use mainly of the descriptive method and basic statistical methods.
W dbałości o zachowanie obiektywizmu, w artykule znalazły się też opinie autorów pozytywnie oceniających wpływ bezpośrednich inwestycji zagranicznych (BIZ) na polską gospodarkę. Natomiast autor niniejszego opracowania, wychodząc z założenia, że bezpośrednie inwestycje zagraniczne dla kraju przyjmującego są zobowiązaniami (pasywami), dokumentuje ich negatywny wpływ na saldo międzynarodowej pozycji inwestycyjnej, bilansu płatniczego, a zwłaszcza salda obrotów bieżących. Podjęto też próbę wyjaśnienia bardzo wysokich zysków uzyskiwanych przez BIZ, w większości transferowanych za granicę, i sprzeczności wynikającej z bardzo wysokiego zadłużenia firm zagranicznych. Poruszono też problem stosowania przez firmy zagraniczne optymalizacji podatkowej i cen transferowych. W opracowaniu wspomniano również o inwestycjach portfelowych i funkcjonowaniu specjalnych stref ekonomicznych (SSE). W opracowaniu wykorzystano głównie metodę opisową i podstawowe metody statystyczne.

Taking care of maintaining objectivity, the author includes in his article also opinions of the authors positively assessing the impact of foreign direct investments (FDI) on the Polish economy. On the author hand, the author of this paper, assuming that foreign direct investments are for the host country liabilities, documents their negative impact on the balance of international investment position, balance of payments, and particularly the current account balance. He also undertook an attempt to explain the fact of very high profits received by FDI, mostly being transferred abroad, and the contradiction stemming from a very high indebtedness of foreign companies. He also touched the problem of the use by foreign firms of tax optimisation and transfer prices. In his article, the author also mentioned portfolio investments and the functioning of special economic zones (SEZ). In the paper, the author used mainly the descriptive method and statistical methods.
Plany przyspieszenia integracji w ramach strefy euro zawsze skutkują ożywieniem debaty nad wprowadzeniem wspólnej waluty w Polsce. Dzieje się tak głównie z powodu obaw, że powstanie „twarde jądro integracji” czy „Europa dwóch prędkości” bez udziału Polski. W celu ustosunkowania się do tych kwestii niezbędna jest przede wszystkim znajomość i ocena stopnia przygotowania polskiej gospodarki warunkującego przystąpienie do strefy euro. W opracowaniu przedstawione zostały kryteria konwergencji nominalnej przyjęte na mocy Traktatu z Maastricht z 1992 r., powszechnie uznane za podstawy miernika, który określa stopień gotowości danego kraju do przystąpienia do strefy euro. W pracy skoncentrowano się głównie na ocenie poziomu konwergencji realnej polskiej gospodarki w kontekście akcesji do strefy euro. W artykule dokonano próby oceny sytuacji Polski pod względem najważniejszych kryteriów konwergencji realnej na tle strefy euro oraz wybranych państw członkowskich Unii Europejskiej. Przyjęto założenie, że przedstawienie wyników wskaźnikowej analizy konwergencji realnej, która w odróżnieniu od nominalnej, pozwoli pokazać pełniejszy obraz zasadności udziału państwa w unii monetarnej. Spełnienie wymogów określanych jako wskaźniki konwergencji realnej, dotyczące m.in. wielkości PKB, poziomu zatrudnienia oraz stanu bilansu płatniczego jest niezwykle istotne dla Polski, ponieważ jest warunkiem czerpania korzyści z uczestnictwa w obszarze jednowalutowym. W pracy przedstawiono także korzyści i koszty, jakie Polska może ponieść po przystąpieniu do strefy euro. Z oficjalnych źródeł rządowych wynika, że obecnie nie przyjęto żadnej precyzyjnej daty przystąpienia do strefy euro, a jedynie deklaracje, że będzie to najszybszy z możliwych terminów, gdy tylko Polska będzie w pełni gotowa do uczestnictwa w unii gospodarczo-walutowej. W pracy wykorzystano literaturę przedmiotu oraz materiały i raporty publikowane przez Narodowy Bank Polski, Ministerstwo Finansów, Eurostat oraz wybrane zagraniczne ośrodki badawcze.

The plans to accelerate the integration within the euro area always result in animation of the debate on the introduction of the common currency in Poland. It mainly happens due to the anxieties that there will have appeared the “hard core integration” or “two-speed Europe” without Poland’s participation. In order to comment these issues there is the need of primarily awareness and assessment of the degree of preparedness of the Polish economy determining the accession to the euro zone. In his paper, the author presented the criteria of nominal convergence adopted on the grounds of the Maastricht Treaty of 1992, commonly considered as the bases of the measure that determines the degree of readiness of a given country to join the euro area. In his article, the author mainly focused on assessment of the level of real convergence of the Polish economy in the context of accession to the euro zone. He made an attempt to assess the situation of Poland in terms of the paramount criteria of real convergence vis-à-vis the euro zone as well as the selected member states of the European Union. The author made the assumption that the presentation of results of the ratio analysis of real convergence which, contrary to nominal convergence, will allow displaying a fuller picture of the legitimacy of the membership of the state in the monetary union. Fulfilment of the requirements, described as the indicators of real convergence, which relate, inter alia, to the volume of GDP, the level of employment and the state of the balance of payments, is extremely important for Poland as it is the condition for deriving benefits from the membership of the single-currency area. In his article, the author presented also benefits and costs Poland may have incurred upon the accession to the euro area. The official governmental sources indicate that, for the time being, there is not assumed any precise date of the accession to the euro zone, and merely declarations that it will be the possible shortest time-period as only Poland is fully ready to participate in the Economic and Monetary Union. In his work, the author made use of the subject literature as well as the materials and reports published by the National Bank of Poland, the Ministry of Finance, Eurostat, and the selected foreign research centres.
