Artykuł podejmuje kwestię przeciwdziałania ryzyku prania pieniędzy w europejskim systemie bankowym. Prezentuje dwa podejścia stosowane przez regulatorów w zakresie zapobiegania wspomnianemu zjawisku, a mianowicie oparte na regułach oraz oparte na ryzyku. Wskazano strategie stosowane przez banki jako podmioty dążące do maksymalizacji zysku w warunkach pełnej i niepełnej informacji posiadanej przez jednostki analityki finansowej. Następnie przeanalizowano kraje europejskie pod względem udziału raportów dotyczących transakcji podejrzanych w ogólnej liczbie sprawozdań przesyłanych przez wszystkie podmioty obowiązane do krajowych jednostek analityki finansowej. Poddano weryfikacji wartość dwóch wskaźników: jakości transakcji ponadprogowych oraz jakości kar finansowych nakładanych na banki z tytułu niedostosowania się do przepisów w zakresie przeciwdziałania praniu brudnych pieniędzy. Zweryfikowano szereg hipotez. Wraz ze wzrostem PKB per capita rośnie maksymalna wartość wspomnianych kar finansowych. Istnieje negatywna korelacja pomiędzy wartością obciążeń a udziałem banków w raportowanych transakcjach podejrzanych, co wynika rozszerzenia katalogu jednostek obowiązanych oraz braku zróżnicowania sankcji w poszczególnych kategoriach wspomnianych podmiotów. W związku z zastosowaniem okresu przejściowego na wprowadzenie dyrektywy przez banki występuje odwrotny związek korelacyjny pomiędzy wysokością kary a liczbą przesyłanych raportów. Wraz ze wzrostem realnej wartości minimalnej kwoty transakcji ponadprogowej spada wartość maksymalnej kary nakładanej na instytucję finansową.

The issue of risks concerning the money laundering in the European banking system is discussed in the article. Two approaches used by regulators to prevent the mentioned phenomenon: rule-based approach and risk-based approach are described. The author also identified strategies used by banks as entities functioning to maximizing profit in conditions of full and incomplete information having by the FIU. Then, the European countries were analyzed in respect of participating reports on suspicious transactions in the total number of reports sent by all the obligated entities to the national financial intelligence units. Verified was also the value of two indicators: the quality of above-threshold transactions and the quality of financial penalties, which are imposed on banks for failure to comply with the rules on anti-money laundering. Some hypotheses were examined. With the increase in GDP per capita the maximum value of the mentioned financial penalties was increased. There is a negative correlation between the financial sanctions and the share of banks in the total of reported suspicious transactions, which is a result of an extension list of the obligated entities and the lack of the differentiation of sanctions in the various categories of such entities. In connection with the applying of transitional period for implementing the directive by the banks, there is an inverse relationship between the amount of the penalty, and the number of suspicious transactions reports. With the increase in the real value of the minimum amount of abovethreshold transactions, falls the value of the maximum penalty imposed on a financial institution.
The aim of this publication was to analyze the impact of the countires’ credit ratings at the cost of capital. The article was carried out the analysis and review of the existing world literature on the above subject. Authors used a static panel data models for the 135 countries in the period of 2002–2012. As the independent variables were the long- and short-term credit ratings awarded by rating agencies: Standard & Poor’s and Moody’s Investor Service. Credit ratings was converted linearly to the numeric variables. The publication examines how credit ratings and history of credit events affect: the interest rate and maturity of new external debt obligations (public and private), interest rates on deposits and loans, the spreads of interest rates, real interest rates and credit risk premium.

Celem niniejszej publikacji była analiza wpływu ratingów kredytowych krajów na koszt kapitału. W artykule została przeprowadzona analiza i przegląd istniejącej literatury światowej na powyższy temat. Autorzy zastosowali statyczne modele panelowe dla 135 krajów w latach 2002–2012. Jako zmienne niezależne wykorzystano długo- i krótkoterminowe ratingi kredytowe przyznawane przez agencje ratingowe: Standard & Poor’s i Moody’s Investor Service. Ratingi kredytowe skonwertowano liniowo na zmienne numeryczne. W publikacji przeanalizowano jak ratingi kredytowe i historia zdarzeń kredytowych wpływa na: oprocentowanie i zapadalność nowych zewnętrznych zobowiązań dłużnych (publicznych i prywatnych), oprocentowanie lokat i kredytów, spready stóp procentowych, realne stopy procentowe i premię za ryzyko kredytowe.
This paper investigates the relevance of banking- sector- specific and macroeconomic determinants of profitability of 21 banking sectors over the years 1995-2009. In the analysis we apply the Arellano and Bond GMM-estimator to aggregated data collected in a harmonized way by the OECD, to find out whether banking-sector-specific and macroeconomic determinants which significantly affect the efficiency of individual banks, are also of great importance to the profitability (proxied by ROA and ROE ratios) of banking sectors. Our results suggest that banking-sector-specific determinants affect the efficiency of banks in the anticipated way. Macroeconomic variables have a statistically-significant impact on both ROA and ROE. The sensitivity of efficiency to both groups of determinants depends on institutional and political criteria.
Celem artykułu jest analiza funduszy Exchange Traded Fund na rynku polskim. Po dokonaniu przeglądu literatury światowej na temat funkcjonowania wspomnianego zjawiska poddano weryfikacji szereg hipotez. Do porównania ponadprzeciętnych stóp zwrotu osiąganych z jedynego ETF na WIG20 notowanego na polskim rynku giełdowym ze stopami otrzymanymi na indeksie wykorzystano regresję liniową modelu Jensena. Na jej podstawie wywnioskowano, iż fundusz ten nie daje ponadprzeciętnych wyników w odniesieniu do swojego benchmarku. Na podstawie modelu zaproponowanego przez Treynora i Mazuya wykazano brak tendencji do wykorzystywania ruchów rynkowych. Ponadto poddano analizie wielkość błędu odwzorowania ETF od indeksu WIG20 przy użyciu trzech metod. Pierwszą z nich było szacowanie błędu standardowego z równania regresji liniowej modelu Jensena, kolejną określenie średniej wartości bezwzględnej różnic stóp zwrotu z ETF i WIG20. Obie wspomniane metody dały wyniki podobne do tych otrzymanych dla ETF na indeksach dla giełdy nowojorskiej. Ostatnią wykorzystaną miarą skuteczności naśladowania indeksu jest średnia wartość bezwzględna odchylenia ETF od WIG20. Uzyskane wnioski wskazują na istniejące, ale niedoskonałe naśladowanie indeksu przez analizowany fundusz, co skłoniło autorów do ich zweryfikowania oraz wskazania kierunków praktycznego wykorzystania.

The basic goal of this article is the analysis of Exchange Traded Fund market in Poland. After making researches of world literature about the above - mentioned phenomenon, some hypothesis were revised. The linear regression of Jensen model was used for comparison the value of above the average rate of return on the only one ETF for WIG20 index which is traded on the Warsaw Stock Exchange with those received on the index. On its results it was concluded that ETF does not provide any positive excess returns over its benchmark. Lack of market timing skills was showed on the basis of model proposed by Treynor and Mazuy. Tracking errors estimate for ETF and WIG20 were presented with usage of three methods. The first was standard error of Jensen model, another average of absolute value of the difference between return of ETF and WIG20. Both of them showed similar results as for ETFs from NYSE. The last method used to assess effectiveness of replication the benchmark was average absolute value of deviation ETF from WIG20. Obtained applications indicate the existing but imperfect imitation of the index by the analyzed fund, promoting the authors to analyze them and indicate the directions of practical use.
Celem artykułu jest określenie wpływu determinant na rating kredytowy przyznawany przez agencje ratingowe krajom europejskim. W artykule dokonano przeglądu literaturowego w tym zakresie. Przeanalizowano metodologię nadawania ocen przez poszczególne agencje, a następnie zestawiono otrzymane wyniki. Do badania empirycznego zastosowano statyczne modele panelowe. Wykorzystano dane pochodzące z bazy Banku Światowego oraz z bazy danych Thomson Reuters. Badanie obejmowało lata 2002–2012. Jako zmienne zależne wykorzystano długo- i krótkookresowe ratingi kredytowe przyznawane przez agencje Standard & Poor’s oraz Moody’s Investors Services. Ratingi zdekomponowano liniowo na zmienne numeryczne. Jako zmienne zależne wykorzystano dane makroekonomiczne, m.in. PKB per capita, tempo wzrostu realnego PKB, stopę inflacji, deficyt budżetowy, salda na rachunku obrotów bieżących, zadłużenie zagraniczne do PKB, rezerwy walutowe.

The purpose of this article is to analyze factors that can influence the credit rating granted to European countries by rating agencies. The article analyzes the literature in this field. Methodology used for credit ratings assessment by individual agencies was analyzed, and then the results were summarized. For the empirical study static panel models were used. Data from the World Bank database and the Thomson Reuters database was taken into consideration. The study covered the period 2002–2012. Dependent variables were used as long- and short-term credit ratings given by Standard & Poor's and Moody's Investor Services. The ratings were decomposed linearly for numeric variables. Macroeconomic data was used as dependent variables, among other things, data such as GDP per capita, real GDP growth, inflation, fiscal deficit, balance on the current account, external debt to GDP, foreign exchange reserves.
