Niemiecka chadecja wobec integracji Turcji z Unią Europejską w kontekście kryzysu imigracyjnego

The aim of this article is to analyze the position of the German Christian Democrats towards the rapprochement between the Republic of Turkey and the European Union in the context of the immigration crisis. Article also refers to previous statements of CDU and CSU members in order to outline a broader perspective and answer the question of how far this position has changed due to the increased influx of refugees and immigrants to the Federal Republic of Germany and the need to stop it. The attitude of members of both parties towards financial assistance to Turkey (whose aim is, inter alia, to improve the living conditions of Syrian refugees residing in that country), liberalization of the visa system for Turkish citizens, creation of the European contingents and implementation of the readmission agreement have also been analyzed – because these are the elements that most often appear in the statements of the Christian Democrats in the context of the imigration crisis.

Celem artykułu jest analiza stanowiska niemieckich partii chadeckich wobec zbliżenia między Turcją a Unią Europejską w kontekście kryzysu imigracyjnego. Artykuł nawiązuje również do wcześniejszych wypowiedzi członków CDU i CSU w celu zarysowania szerszej perspektywy oraz udzielenia odpowiedzi na pytanie, na ile stanowisko to zmieniło się w związku ze wzmożonym napływem uchodźców i imigrantów do Republiki Federalnej Niemiec oraz potrzebą jego powstrzymania. Analizie poddana została także postawa członków obu partii wobec pomocy finansowej dla Turcji (której celem jest m.in. poprawa warunków życia Syryjczyków przebywających w tym państwie), liberalizacji systemu wizowego dla tureckich obywateli, utworzenia europejskich kontyngentów oraz wprowadzenia w życie umowy o readmisji, czyli elementów, które najczęściej pojawiają się w wypowiedziach chadeków w kontekście ww. kryzysu.

The article aims at tracing Angela Merkel’s open door policy in the course of the immigration crisis. The topic is encapsulated in several subsections which elaborate on the Chancellor’s most frequently enunciated solutions that would allow to end the crisis. These concepts are analyzed in the aspect of their origin, impact on Merkel’s position in her own party (CDU) and in the context of the 2017 elections to the Bundestag.

This article presents the positions of Angela Merkel’s eastern policy during the Russian-Ukrainian conflict and her impact exerted on the activities of the European Union and the Russian Federation. When analyzing Merkel’s attitude toward both sides of the conflict one notices that the Chancellor paid much attention to maintaining good relations with the Russian Federation and with Ukraine as well. The entrance of the Russian troops to Crimea became a turning point in Merkel’s “Ostpolitik”. Since then on the Chancellor began to assess the Russian policy more decidedly as activities that are impossible to accept since they violate the principles of international law.
