Within the last decade an increasing amount of attention has focused on the relationship between international migration, brain drain, and economic growth. Since education has often been cited as a major determinant of long-term economic growth, conventional wisdom has typically argued that the international migration of people endowed with a high level of human capital - the so-called "brain drain” - is detrimental for the country of emigration. According to this argument, the large-scale departure of highly-educated workers from Poland after the accession to European Union in 2004 seems probable to depress income levels and long-run economic growth rates in Poland. The hughe level of emigrants form Poland particulary jung, welleducated people have received considerable attention in both academic research and the press. Researchers used to ask whether Polish emigration has a positive or negative effect on development. Recent economic studies suggest that migration and development are closely linked to one another. That why is so important to find the best way to manage effectively the migration in Poland.

Pomimo dostępu do rozwiązań technologicznych cyfryzacja mikro-, małych i średnich przedsiębiorstw (MMŚP) w Polsce jest ciągle na niskim poziomie. Celem badawczym jest analiza czynników wpływających na niski poziom cyfryzacji w polskich MMŚP. W pracy dokonano analizy stopnia cyfryzacji MMŚP na tle unijnej średniej, wykorzystując indeks gospodarki cyfrowej i społeczeństwa cyfrowego. Do analizy wykorzystano badania własne, przeprowadzone w 2017 r. w województwie pomorskim. W badaniu zastosowano metodę analizy i sondażu diagnostycznego oraz metody statystyczne. W większości analizowanych wskaźników polskie MMŚP znalazły się poniżej średniej UE. Czynniki warunkujące ten stan wydają się proste do identyfikacji, choć niełatwe do przezwyciężenia. Wyzwaniem jest jak najszybsze przekonanie polskich MMŚP do wdrażania technologii informatycznych.

Despite access to technological solutions digitization of micro-, small and medium enterprises (MSMEs) in Poland is still low. The research goal of this paper is an analysis of factors impacting the low level of digitalization in Polish MSMEs. The study analyzed the degree of digitalization of MSMEs against the background of the EU measures using the average digital economy and society index (DESI). Own research carried out in 2017 in the Pomeranian Voivodship was also used for analysis. The analysis method as well as diagnostic survey statistical methods were used in the research. In the majority of analyzed indicators Polish MSMEs were below the EU average. Factors affecting this situation seem simple to be identified, though not easy to be overcome. The challenge is to convince Polish MSMEs to implement information technologies as soon as possible.
