One of the main goals of the European Union is to increase employment and extend the number of professionally active people. The decision included within the European Employment Strategy says that the membership countries defying and realizing their policy of employment, should aim at realizing common goals specified in the Employment Strategy. The Strategy describes the scale of tasks and actions of the membership coun- tries in favour of unemployment decrease, reduction of poverty and social marginalization. The European Union Council determined the strategic goals of the employ- ment policy of the Union. It has been decided that until 2010 full employment is going to be reached within the EU. According to the new approach of the European Union, one of the main aims is to stimulate the economic growth, as well as creating workplaces. Being a member of the European Union, Poland is obliged to take into ac- count the guidelines of the Union.
