The objective of this paper is to evaluate, in light of statistical data, Poland's capacity for dynamic development in the future and its possibilities for the attainment of its ambitious economic and social goals. The analysis was based on the latest available data drawn primarily from Eurostat. They concern a number of EU countries, chosen as the reference countries in the paper. The Author discusses different measures for the evaluation of the economic and social processes to assess Poland's development opportunities in the coming years. For the sake of simplicity of presentation, the Author has divided the measures into short- and long-term indices. Short-term analysis shows that Poland is successful in the short run. Unfortunately, long-term indices, which are rarely discussed by the public, reveal a grim picture of the performance of Poland in comparison with the reference EU countries. The Author concludes that Poland is a country which does not pay much attention to its long-term socio-economic development.

The aim of the paper is to present the changes in housing resources and conditions in urban counties of Warminsko-Mazurskie voivodship during the years 2005-2008 considering the demographic context of those changes. Specification of indicators characterizing the towns with the status of county in Warminsko-Mazurskie voivodship was presented against the background of Poland and the voivodship. The studies revealed the diversified situation of the analyzed towns. Olsztyn and Elblag have significant housing resources as compared to the voivodship but the dynamics of changes and structure of those resources are not identical. Considering the increase in the number of marriages solemnized, positive increase of population and negative balance of migrations it must be concluded that the capital of the voivodship is characterized by positive changes that influence significantly the level of living of its population. Elblag is below the average and the structure of housing supplied for use differed significantly from the expectations of the community.

The article analyses the formation and realization of ecopolis 'Eco-Symshchina' in the Sumy region. In particular the questions of creation and implementation of scientific, production and educational complex are analyzed for the promotion of ecologically oriented goods and services. The analysis of established goals for the ecopolis implementation is performed. The most relevant progress in the realization of the program ecopolis 'Eco-Symshchina' has been achieved in creation of ecological demand and increase in number of eco-tourists. Also positive changes have happened in increase of ecological investment in Sumy region. Among the most problematic direction of ecopolis realization are found to be processes of re-use and re-cycle of wastes for there is still no big plant to solve the problem.

The aim of the article was to determine the technical and scale efficiency of three groups of farms using data envelopment analysis. The empirical data were provided by a panel. In each of the examined groups the technical efficiency ratios deteriorated in the 2005-2007 period. The same situation was recorded also in the case of the scale efficiency (with the exception of single-person-Treasury-owned companies which had better results than the leased and purchased units).

In the next decades, developed countries will experience dramatic changes in their demographic trends. The retirement of the wide baby-boom generations, the increase in life expectancy and the decline in fertility ratios are likely to modify the size and the age-structure of their populations. The expected population ageing in European countries will burden the pension systems, especially wherever the pay-as-you-go pillar is predominant. Recently, migration has received a widespread attention as a solution to expected population decline and ageing in these countries. The flow of (young) migrants to developed countries is perceived as a means to alleviate the financial burden of pension systems. The aim of this contribution is to clarify the issue of aging on labor and capital markets in a macroeconomic perspective. A special attention is given to the risk of imbalances in the financing of social protection in the context of demographic ageing.

The aim of the article is to determine how innovative the economies of the European Union countries are and to identify arguments for the role of innovation in overcoming the economic crisis in the member states. The methodology applied to achieve the defined goal includes a description of the presented problem and an analysis of the detailed phenomena. The performed disquisition resulted in the following conclusions. The issue of innovation acquires special significance for the development of the European Union at the time of the economic crisis. Favorable conditions for activities to increase the role of innovation in the economy at the time of a crisis are changes in the corporate strategies in the field of innovative activity, changes of the innovation character and decisions of the long-term investors. The results of the analysis let the authoress make a conclusion that the development of innovation may constitute an effective method of getting out of the economic crisis for the European Union countries, provided that their public sector creates mechanisms to support innovative activity, especially in small and medium sized companies.

This article presents models of horizontal mergers extended with management factors. The paper contains an analysis of mathematical models of mergers irrespective of exogenous and endogenous mergers division. The analysis shows that even when a merger may be potentially more efficient, managers in a merged firm do not necessarily want this to happen. The problems due to a lack of trust can even offset the possible synergies thereby making a merged firm less efficient.

The communication presents selected aspects of the process of shaping organizational culture. What was conducted was a diagnosis of human value in the work place on the basis of quantitative studies applying a standard questionnaire, where value at work refers to the future as described by Hofstede. Attention is called to human value systems in specific types of corporate cultures. Also presented is basic information in human behavior and attitudes in the organization.

It is discussed in the paper the basic levels of a real estate infrastructure market in Ukraine. The main functions of the real estate market are considered, the basic approaches are led to studying of the real estate market depending on various aspects of functioning. Also the role of information part of the economy at the present stage of development is underlined. It is offered to create Regional control center with a database of consumer qualities of real estate objects in the region.

The authors analyse agro-food trade structures of Central and Eastern European countries (CEECs) with the European Union (EU-15) market to identify the specialisation patterns during the pre-accession using different trade indices. The analyses assess whether these patterns in the CEECs agro-food trade structures indicate convergence of the agro-food trade specialisation. They find that CEECs agro-food export has converged towards greater structural similarity with the EU-15 market, but less in high and very high quality differentiated agro-food products. This implies some of the CEECs pre-accession integration difficulties with higher valued agro-food products on the EU-15 market during adjustments and structural changes of CEECs' agro-food export patterns towards more competitive EU-15 market.

The aim of the research presented in this paper is to classify companies listed at Warsaw Stock Exchange in 2003 according to their solvency. The analysis is based on a set of financial ratios describing both short-term and long-term situation of the examined objects. The analysed companies were categorised into two series: the solvent group and the group of at insolvency risk in relation to commonly applied universal benchmarks. In order to proceed in linear ranking of the objects, a taxonomic method was used, which enables aggregation of the analysed parameters. The results obtained from the research reveal that the financial security of the joint stock companies is differentiated. There are also some significant deviations from the values of ratios considered as optimal.

On the basis of analysis of strategic documents of development of Ukraine in the sphere of nature management the state and prospects of the ecological planning development in conditions of market environment have been determined.

The macroeconomic efficiency of a public library in a small town near Warsaw has been calculated in the form of benefit/cost ratio. The benefits have been estimated by the method of contingent valuation of the library services and by the revealed preferences expressed by the costs of travel to and from the library as well as the costs of library deposit fees. The macroeconomic costs have been assumed equal to the microeconomic costs, except for labour costs which have been estimated as social opportunity costs of labour and therefore corrected downwards because of the persistent unemployment in town and except for the rentals not actually paid by the library. The BCR ratio turned to be far below zero (depending on assumptions varied between 0.34 and 0.68). However only the direct benefits accruing to the library customers have been included, and the non-use value ignored.

The aim of the study is to present promotion actions undertaken by enterprises from the Warmia and Mazury province. The study conducted by the author proves that all promotional instruments are applied in the enterprises. A majority of companies spend annually more than 5.000 PLN for marketing purposes. Most of the entrepreneurs indicate promotion prices as a very effective promotion means.

Results of reforms in the agrarian sector of Ukraine in the post-Soviet years, following the neoliberal doctrine, are analyzed. In fact, these reforms were aimed at liquidation of large collective farms, which was supposed to push mass-scale development of farming in Ukraine. As a result of reformers' incompetence, the agrarian sector was plundered, as a heavy share of its resources was redistributed in favor of financial and trade capital. Effects of the reforms were technological degradation (deindustrialization), leading to heavy reduction in the agricultural output, in cattle-breeding in the first place, massive inflow of imported foods to Ukraine. But the most serious consequences of reforms in agriculture were the social ones (that concerned the Ukrainian population as a whole), which is proved by statistical data on decrease and demography trends in Ukraine. Finding solutions to many problems to revive the Ukrainian agrosector and adopt the innovation model in it requires adequate scientific support. It is shown by official statistical data and expert opinion, that Ukraine has a large scientific potential in the agrarian sector, although reduced in relation to 1991. Moreover, the agrarian research in financed predominantly from the budget (75%) unlike the research as a whole (39%), but is very weakly commercialized. A strategy for scientifically grounded reform of the Ukrainian agriculture is proposed, which will involve research component, financial regulation for enhancing innovation stimuli as well as re-organization, to enhance facility supply and technological support of the sector.

The purpose of this paper is to analyze the possibilities and implications of reducing the income tax burden for the Polish economy. Two major proposals are presented: 1) halving the tax-GDP ratio to below 20% and changing the structure of budget expenses to reflect the real needs of the society (e.g. public order and safety, education, R&D, health, infrastructure); and 2) reducing, and finally abolishing income taxes to positively influence economic growth and welfare in Poland. Several implications on the conduct of these proposals are discussed. Paper findings are subject to a discussion concerning the flat tax debate.
