Over the past decade the traffic stream structure has evolved largely, in particular in the urbanised areas. The essence of the change has been that private passenger car traffic has increased to the significant detriment of public transportation. As the congestion effect is increasing significantly, the tendency described above needs to be reversed. The achievable pace of the changes is dependent on the perception of the public transportation by the society. This may be affected by the proper mobility management, creating a new mobility culture. Transformations of the transport systems due to deployment of the information technologies make changes in recognition of such systems by the environment. The article deals with an economical approach to the studies of the influence of the development of telematics on the development of the transport systems. Consideration on the creating, using and recognizing of the value potential of the transport systems is the quality tool of such research.

W artykule przedstawiono nowe wyzwania stojące przed samorządami miast, aglomeracji i regionów, związane z procesem rozwoju i wdrażania technologii zrównoważonego transportu. Szczególną uwagę zwrócono na kreację nowych systemów transportowych opartych na technologiach elektromobilności. Celem artykułu jest przestawienie przemian zachodzących w kulturze mobilności wskutek rozwoju technologii transportowych i uwzględniania potrzeb ochrony środowiska naturalnego. Szczególną uwagę poświęcono rozwojowi e-mobilności, czyli takiej formie mobilności, która oparta jest na zasilaniu elektrycznym i poszanowaniu uwarunkowań ekologicznych.

The article presents new challenges facing the municipal, metropolitan and regional governments, associated with the process of technology development and deployment of sustainable transport. Particular attention was paid to the creation of new transport systems based on the electromobility technologies. The aim of the article is to present the changes in the mobility culture as a result of transport technology development and taking into account the needs of environmental protection. Particular attention was paid to the e-mobility development which is a form of mobility that is based on electric drive and respect for ecological conditions.

Powiązania klastrowe są środowiskiem stymulującym inicjowanie i realizację projektów partnerskich. Artykuł prezentuje wyniki badań przeprowadzonych w II kwartale 2015r wśród 13 aktywnych klastrów w woj. śląskim w zakresie zidentyfikowania najbardziej istotnych zagadnień związanych z gotowością klastrów do zarządzania projektami partnerskimi. Jako główne przeszkody wewnętrzne ograniczające realizację projektów partnerskich w klastrach najczęściej wskazywano na brak aktywności wszystkich członków klastra 85% i brak wystarczających środków finansowych 62%. Jako główne przeszkody zewnętrzne ograniczające realizację projektów partnerskich wskazano brak aktualnie dostępnych źródeł finansowania 100% oraz długi okres zatwierdzania programów unijnych w ramach perspektywy 2014–2020 69%. O doborze partnerów do realizacji projektów decydują w największym stopniu dobre relacje międzyludzkie, jednakże im wyższy stopień złożoności projektu tym częściej członkowie partnerstw dążą do sformalizowania zasad współpracy na piśmie i ustandaryzowania zasad zarządzania projektami. Polityki krajowe i dostępność funduszy strukturalnych na lata 2014–2020 sprzyja rozwojowi inicjatyw klastrowych i tworzenia partnerstw, a inicjatywy klastrowe po fazie inkubacji wykazują się coraz większą świadomością i dojrzałością projektową.

Cluster networks are stimulating environment to initiate partnership projects. The article presents results of studies conducted in the second quarter of 2015, among the 13 active clusters in Śląskie Voivodship (Poland's NUTS 2 region) to identify the most important issues related to cluster’s preparedness for partnership projects management. As the main internal obstacles limiting partnership projects in clusters most often (85%) pointed the lack of activity of cluster members. and lack of sufficient financial resources (62%). As the main external obstacles limiting partnership projects pointed the lack of currently available sources of founding (100%), and long approval period for EU Programmes within the FP 2014–2020 (69%). About the Partner selection for projects realization decides good relationship however the higher the degree of complexity of the project partnership members aim to formalize the rules of the partnerships in writing and standardize project management principles. National policies and availability of the Structural Funds for 2014-2020 promotes the development of cluster initiatives and partnerships, cluster initiatives after incubation phase show ever greater awareness and maturity for the projects.

W dobie intensywnego rozwoju gospodarki, postępu technologicznego, dynamiki innowacyjności, widoczny jest rozwój powiązań sieciowych. Płaszczyzną do zacieśnienia współpracy pomiędzy przedsiębiorstwami, jednostkami naukowymi oraz innymi podmiotami wchodzącymi w skład powiązań sieciowych są prace badawczo-rozwojowe i konieczność wdrażania wypracowanych innowacji na rynek. Współpraca biznesu ze sferą nauki jest także nieodłącznym czynnikiem pozwalającym w nowej perspektywie finansowej 2014–2020 na uzyskanie wsparcia dla koordynatorów klastrów na szeroki zakres działań wspierających proces rozwoju inicjatyw klastrowych.

During the time of the economy intensive development, technological progress, innovation dynamics the development of networking is quite visible. The common ground to strengthen cooperation between enterprises, research units and other entities being a part of the network cooperation are research and development works and the need to marked developed innovations. The cooperation between business and the science sector is also an integral factor to obtain support for cluster coordinators and support for a wide range of development process activities for cluster initiatives with grant from the new financial perspective 2014–2020.
