This paper describes practical solutions of the management functions for governmental intelligence authorities, including especially Polish the Foreign Intelligence Agency. International intelligence co-operation and the general rules of recruitment processes at secret services have been also presented. Others intelligence problems within area of risk management, external expert co-operations and an accessibility to human intelligence sources have been exposed. Author also introduces some similarities between governmental intelligence management and business intelligence in enterprises.

Artykuł przedstawia problemy dotyczące realizacji w praktyce funkcji zarządzania w wywiadzie cywilnym, w szczególności w polskiej Agencji Wywiadu. Ponadto dotyczy również zagadnień międzynarodowej współpracy wywiadowczej oraz zasad rekrutacji do pracy w służbach specjalnych. Autorzy podejmują wiele innych problemów wywiadu związanych z zarządzaniem ryzykiem, współpracą z ekspertami zewnętrznymi i pozyskiwaniem osobowych źródeł informacji. Podają także pewne podobieństwa między zarządzaniem wywiadem państwowym a funkcjonowaniem wywiadu gospodarczego.

Fundusze operacyjne służb specjalnych, realizujących zadania dotyczące bezpieczeństwa państwa oraz ochrony jego interesów, finansowane są z budżetu państwa. Informacje o ich wielkości są jawne, natomiast szczegóły wydatków poddane są rygorowi niejawności. Normami prawnymi o randze ustawy objęto wszelkie regulacje związane z wydatkowaniem środków publicznych, w tym także wydatki z funduszy operacyjnych. Ze względu na specyfikę działania służb, w konsekwencji skutkującą objęciem w trybie niejawnym wszelkich danych dotyczących funkcjonariuszy, regulacją prawną objęto także działania szefów służb specjalnych jako organów podatkowych pierwszego i drugiego stopnia.

The operational funds of secret services carrying out tasks related to state security and the protection of its interests are financed from the state budget. Information about their size is publicly available, while the details of expenditure are subject to secrecy. Legal norms equivalent to an act of the parliament cover all the regulations related to the spending of public funds, including the expenditure from operational funds. Due to the nature officers, legal regulations cover also the activity of the heads of secret services acting as the tax authorities of the first and second degree.

Artykuł traktuje o strategicznym znaczeniu kontrwywiadu gospodarczego w przedsiębiorstwie, w nawiązaniu do najczęściej wymienianych zagrożeń wewnętrznych i zewnętrznych dla działalności współczesnego innowacyjnego biznesu. Autorzy wyjaśniają istotę i podstawowe cele kontrwywiadu gospodarczego w przedsiębiorstwie. W części praktycznej, po omówieniu wykrywania działań przeciwko firmie (praca ze źródłami osobowymi), autorzy skupiają się na identyfikacji szpiegostwa przemysłowego w ochranianej firmie. Artykuł kończą rozważania na temat zagrożeń ze strony szpiegostwa przemysłowego niezwiązanych z cyberprzestępczością.

The article deals with the strategic importance of business counterintelligence in the enterprise, in relation to the most cited internal and external threats for modern innovative business activity. The authors through a denial notice what is not business counterintelligence in the enterprise, try to explain its essence at the organization, including the description of its fundamental objectives. In the practical part, the authors deal with the descriptions necessary to take action on the detection of hostile activities against the company, essentially by taking work with human sources. A special place is occupied by considerations for identifying an industrial espionage net at the protected enterprise by the business counterintelligence branch. The final part of the article contains a reflection on industrial espionage threats not related to cybercrime.
