The author of the article has tried to analyse the influence of transformations taking place in the international environment on the development of the countries and peripheral regions (i.e. regions that are underdeveloped in economic terms). It has been indicated that spontaneous globalisation and liberalisation - on the level of national and regional economies - intensify side effects of the market mechanism which is manifested as adversely growing development imbalances. Market fallibility points to the need of enclosing these processes in institutional frameworks, which would correct market regulations. Compensatory cohesion policy of the European Union makes integration processes more attractive to the underdeveloped countries and regions than the offer of global capitalism. However, overcoming mutual discrepancies between social goals and economic effectiveness still remains a challenge. On the other hand, evolving towards an information society and a knowledge-based society supports holistic and interdisciplinary thinking, where economic rationality is but one of a number of aspects, and not the key issue. Such tendencies favour dissemination of principles of humanism which motivate to reduce unnecessary development disproportions and to carry out sustainable development. At the same time, the fact that some areas are underdeveloped while functioning in a knowledge-based economy is mainly due to the quality factor, hence it is more durable by nature and it requires more time to be eliminated.
Research background: The subject of the study is the disproportionate development of rural and urban areas in terms of human capital in the context of the convergence process. Purpose of the article: The main goal of the study is to assess the rural-urban disparities on the educational attainment of the population (adopted as a human capital proxy), based on the example of Poland. Methods: The Bray-Curtis measure of structures diversity, the Kruskal-Wallis test and regression analysis were applied to investigate the scale and dynamic of the rural-urban educational divide in Poland in the period 1988-2018. Findings & Value added: The paper emphasizes the aspect of rural-urban differences in the Polish economy and their dynamic nature. Studies have revealed that in 1988-2018, in Poland, the disparity in educational attainment between rural and urban populations was gradually reduced. This process, however, was not accompanied by the reduction of internal educational disparities in the rural space. The study results are helpful in verifying the effectiveness of public funds, allocated in recent years in order to accelerate the multi-functional development of rural areas in Poland and other CEE countries.
Celem artykułu jest poszukiwanie odpowiedzi na pytanie, w jakim zakresie akumulacja kapitału ludzkiego w Polsce po 1990 roku znajdowała wsparcie w innych komponentach kapitału intelektualnego, spośród których jako przedmiot analizy wybrano dwa istotne ogniwa tego kapitału: kapitał społeczny oraz kapitał strukturalny rozwoju. Sformułowano hipotezę badawczą zakładającą, że polską gospodarkę cechuje niedostateczna synergia rozwoju kapitału ludzkiego z inny-mi wymiarami kapitału intelektualnego. Niespójności te tworzą dodatkowe bariery dla rozwoju kapitału ludzkiego i czerpania korzyści z ponoszonych na ten cel nakładów. Ze względu na dostępność danych statystycznych analizy dotyczą zróżnicowanych okresów badawczych, jednak zasadniczo koncentrują się wokół przedziału czasowego 1995–2012. Wyniki analiz potwierdzają wstępnie przyjęte założenia. W Polsce po 1990 r. niespójności w rozwoju cechowały zarówno relacje kapitał ludzki – kapitał społeczny, jak i związki między kapitałem ludzkim a kapitałem strukturalnym rozwoju. W latach 1995–2012 można zauważyć rosnący dysonans między kluczowymi czynnikami innowacyjności gospodarki, tj. kapitałem ludzkim oraz kapitałem rozwoju. W rezultacie rozwojowi kapitału ludzkiego nie towarzyszyły dostateczne zmiany warunków działania tego kapitału, co znacząco ograniczyło możliwości dyskontowania osiągnięć notowanych w zakresie edukacji (co uwidaczniają statystyki migracji, absorpcji siły roboczej przez zaawansowane technologicznie działy gospodarki). Ocenę tę wyostrza porównanie osiągnięć Polski w zakresie modernizacji technologicznej i unowocześniania oferty produktowej z dokonaniami Czech oraz Węgier.

The aim of the article is to search for an answer to the question concerning the extent of support which the accumulation of human capital received in Poland after 1990 from other components of intellectual capital. From these components two essential links were selected for analysis: social and renewal capital. A research hypothesis, which has been formulated, assumed that the Polish economy was characterized by an insufficient synergy of the development of human capital with other dimensions of intellectual capital. These inconsistencies create additional barrers for the development of human capital and limit benefits from the resources invested in this area. Due to the availability of statistical data, the analyses concern various research periods; however they are generally concentrated on the period of 1995 to 2012. The results of the analyses prove the hypotheses that were assumed initially. The inconsistencies in the development in Poland after 1990 were present in the relations between human and social capital, as well as in the connections between human and renewal capital. From 1995 to 2012, the increasing discord can be observed between the key factors of the economy’s innovativeness, i.e. human as well as renewal capital. Consequently, the development of human capital was not accompanied by sufficient changes concerning the conditions for this capital’s activity. This significantly reduced the possibility to benefit from the achievements in the field of education (which is revealed by the statistical data regarding migration as well as the absorption of workforces by the technologically-advanced branches of the economy). This assessment becomes clear when comparing Poland’s achievements regarding technological modernization and the improvement of product selection, with the accomplishments of Czech Republic and Hungary.
W opracowaniu podjęto próbę określenia perspektyw osiągania spójności społeczno- -ekonomicznej w Polsce. Wskazano, że istniejące uwarunkowania rozwoju obszarów peryferyj-nych niosą zagrożenia dla urzeczywistniania spójności społeczno-ekonomicznej. Zarówno globali-zacja, jak i realizacja polaryzacyjno-dyfuzyjnego modelu rozwoju generują impulsy pogłębiające nierówności rozwojowe. Także narastająca nierównowaga finansów publicznych wprowadza utrudnienia – tak w sferze realnej, jak i regulacji – dla harmonizowania celów spójności społecz-no-ekonomicznej z efektywnością ekonomiczną. Rozstrzygnięcie strategicznego dylematu polityki rozwoju w zakresie alternatywnego wyboru między konkurencyjnością a spójnością terytorialną wymaga holistycznego podejścia do procesów rozwojowych.

The article attempts to assess the perspective of achieving socio-economic cohesion in Poland. There was indicated that existing determinants of development of peripheral regions are connected with threats to realization of socio-economic cohesion. Globalization as well as realization of polarized and diffusive development model generate impulses increasing developmental disparities. Increasing unbalance in public finances makes it more difficult – in both: real and regulation spheres – to harmonize aims of socio-economic cohesion with economic efficiency. To adjudicate a strategic dilemma of development policy concerning a choice between competitiveness and territorial cohesion it is required to adopt alternative, holistic approach to developmental processes.
Research background: The present study takes the regional economics perspective to explaining new firm registrations. It focuses on the driving role of unemployment rate in the process of new business formation. Purpose of the article: The main goal of the study is to investigate the effect of regional unemployment (next to other regional characteristics) on subsequent new business formation in Polish regions for the period 2003?2018. The research hypothesis assumes that a rise in unemployment rate has a positive effect on subsequent new business formation. The positive unemployment push effect is expected to be stronger in operational services. Methods: In order to verify the links between unemployment rates and entrepreneurship, panel data methods (fixed effect Driscoll-Kraay and p-VAR estimators) were applied. The analyses were performed at the industry level (manufacturing, construction, wholesale and retail, hotels and restaurants, and financial services) using regional annual data for the period 2003?2018. Findings & value added: This study provides further insight into the unemployment push hypothesis by distinguishing between industry sectors and by considering regional specificities in post-communist economies (e.g. Poland). The findings provide value for policy-makers regarding the selection of policy instruments intended to stimulate regional development through entrepreneurship in lagged areas.
Artykuł podejmuje dyskusję wokół endogenicznych uwarunkowań rozwoju polskiej gospo-darki związanych z kapitałem intelektualnym. Jego celem jest poszukiwanie odpowiedzi na nastę-pujące pytania: Jakie są rzeczywiste zasoby kapitału intelektualnego w Polsce w porównaniu do innych krajów? Jakie tendencje charakteryzowały rozwój tego kapitału w polskiej gospodarce po 1995 roku? Jakie szanse i zagrożenia mogą towarzyszyć modernizacji polskiej gospodarki ukie-runkowanej na kapitał intelektualny? Podstawą analiz i przedstawionych wniosków są wyniki pomiaru kapitału intelektualnego w 48 krajach w latach 1995–2010, dokonanego przez L. Edvins-sona oraz C. Yeh-Yun Lin. Zebrane dane statystyczne wskazują na znaczny dystans, który dzieli polską gospodarkę od wyżej rozwiniętych krajów we wszystkich wymiarach kapitału intelektualnego. Największą lukę Polska notuje w zakresie kapitału relacji (rynkowego) oraz kapitału rozwoju, relatywnie najmniej-szą – w obszarze kapitału ludzkiego. Pod tym względem polska gospodarka wpisuje się w charak-terystyki właściwe dla krajów Europy Środkowo-Wschodniej. Analizy w ujęciu dynamicznym wskazują ponadto, że w latach 1995–2010 Polska (podobnie jak Czechy oraz kraje południowo- -wschodniej Azji) należała do gospodarek, w których zmiany w zakresie kapitału intelektualnego następowały relatywnie najbardziej dynamicznie. Pogłębione obserwacje wykazują jednak, że rozwój kapitału intelektualnego w polskiej gospodarce podlegał sporym wahaniom, co przełożyło się na niezadowalające tempo zmian w stosunku do zapóźnień gospodarki i jedynie nieznaczny awans na międzynarodowej mapie kapitału intelektualnego. Dodatkowe obawy budzi nierówno-mierny rozwój w kluczowych obszarach kapitału intelektualnego, zwłaszcza rosnący dysonans między kapitałem ludzkim oraz kapitałem rozwoju, a także kapitałem ludzkim a kapitałem spo-łecznym. Pozytywnie zaś należy ocenić podejmowane wysiłki w kierunku stworzenia w polskiej gospodarce systemowych ram do podejmowania inwestycji w ten kapitał w latach 2014–2030.

The article discusses the determinants of endogenous development of the Polish economy re-lated to the intellectual capital. Its goal is to seek answers for the following questions: what are the real resources of intellectual capital in Poland in comparison with other countries? What trends characterized the development of that capital in the Polish economy after 1995? What opportuni-ties and threats may be triggered by modernization of the Polish economy focused on intellectual capital? The basis of the analyses and conclusions are measurements of intellectual capital in 48 countries between 1995 and 2010, made by L. Edvinsson and C. Yeh-Yun Lin. Collected data indicate a considerable distance between Poland and more developed countries in all aspects of intellectual capital. The biggest underdevelopment was noted in the field of mar-ket capital and renewal capital, the relatively smallest – in the area of human capital. In this regard Polish economy fits into the typical characteristics of Central and Eastern European countries. The dynamic analysis for years 1995–2010 also indicates that in Poland (like in the Czech Republic and in the countries of south-east Asia) the changes in the field of intellectual capital were relative-ly the most dynamic. In-depth observations show, however, that the development of intellectual capital in the Polish economy was subject to considerable fluctuations, which resulted in an unsat-isfactory pace of change in the face of catching-up needs and only a slight rise on the international map of intellectual capital. Additional concern raises the uneven development in the key areas of intellectual capital, especially the growing difference between human capital and renewal capital as well as between human capital and social capital. Though, the efforts towards the creation of systemic framework for investments in the intellectual (human) capital in Poland in the years 2014–2030 should be assessed positively.
Celem opracowania jest analiza procesów rozwoju kapitału ludzkiego w Polsce na tle ten-dencji obserwowanych w latach 1995–2011 w krajach Europy Środkowo-Wschodniej oraz Azji Południowo-Wschodniej pod kątem, czy w tych gospodarkach zaznacza się spójność działań w rozwoju kapitału ludzkiego, poprzez równoczesną stymulację popytowej oraz podażowej strony gospodar-ki. Postawiono hipotezę, że w Polsce to przede wszystkim czynniki o charakterze popytowym ograniczają czerpanie korzyści płynących z procesów akumulacji kapitału ludzkiego, a które to korzyści ujawniają się m.in. poprzez zwiększanie konkurencyjności polskiej gospodarki na arenie międzynarodowej. Analizy pozwalają stwierdzić, że w krajach azjatyckich zaznacza się większa spójność dzia-łań w rozwoju kapitału ludzkiego – niż w gospodarkach wschodnioeuropejskich, w tym w Polsce – która wyraża się równoczesną stymulacją tych procesów za pomocą czynników popytowych oraz podażowych. Po drugie, przedstawione dane sugerują, że w Polsce (podobnie jak w innych krajach wschodnioeuropejskich) procesy akumulacji kapitału ludzkiego przebiegają niejako w oderwaniu od procesów modernizacji w sferze realnej i regulacji gospodarki, co skutkuje niewykorzystaniem wykwalifikowanych zasobów pracy. Przedstawione wnioski mogą stanowić argument przemawiający za prawdziwością postawionej hipotezy badawczej, ale nie stanowią wystarczającej podstawy do jej pełnej weryfikacji. W tym celu wiele zasygnalizowanych kwestii – zwłaszcza dotyczących aktywizacji popytowej strony gospodarki w rozwoju kapitału ludzkiego – powinno stanowić przedmiot dalszych, pogłębionych analiz.

The aim of the study is the comparative analysis of the human capital development processes in Poland, other Central and Eastern European countries and South-East Asia in the years 1995-2011 in terms of whether these economies emphasize the coherence of human capital development through simultaneous stimulation of the demand and supply factors. It is hypothesized that the primarily factors that limit the benefits from the process of accumulation of human capital in Poland (manifested in the rise of competitiveness) lay on the demand side of the economy. The analysis allows to conclude that greater coherence of action in the development of hu-man capital can be observed in South-East Asia than in the Eastern Europe, including Poland. The coherence is expressed by the simultaneous stimulation of these processes on the demand and supply side of the economy. Secondly, the presented data suggest that in Poland (as in other East-ern European countries, processes of human capital accumulation run somewhat independently with the processes of modernization of the real and regulation sphere of economy which results in underutilisation of qualified labour force. The proposals may be an argument for the veracity of the research hypothesis, but are not sufficient to its full verification. Thus, future in-depth research is required, especially on the stimu-lation of the development of human capital through the demand side of the economy.
Celem artykułu jest poszukiwanie odpowiedzi na pytanie, na ile akumulacja kapitału ludzkiego w Polsce po 1990 roku znajdowała wsparcie w innych komponentach kapitału intelektual-nego, spośród których jako przedmiot analizy wybrano dwa istotne ogniwa tego kapitału: kapitał społeczny (analizowany w I części opracowania) oraz kapitał strukturalny rozwoju (II część opracowania). Sformułowano hipotezę badawczą, że polską gospodarkę cechuje niedostateczna synergia rozwoju kapitału ludzkiego z innymi wymiarami kapitału intelektualnego. Niespójności te tworzą dodatkowe bariery dla rozwoju kapitału ludzkiego i czerpania korzyści z ponoszonych na ten cel nakładów. Ze względu na dostępność danych statystycznych analizy dotyczą zróżnicowanych okresów badawczych, jednak zasadniczo koncentrują się wokół przedziału czasowego 1998–2012. Zmiany kapitału ludzkiego w Polsce w latach 1998–2012 cechowała niedostateczna synergia z rozwojem kapitału społecznego. Mimo że w analizowanych latach uwidoczniła się wzrostowa tendencja obu kapitałów (choć zmiany w kapitale społecznym przebiegały wolniej i były mniej ukierunkowane), to jednak można wskazać pewne przejawy niespójności w rozwoju tych dwóch form miękkiego kapitału. Znaczącym zagrożeniem dla wystąpienia w Polsce wzajemnie wzmacniających się sprzężeń między kapitałem ludzkim a społecznym jest słaba kondycja kapitału społecznego. Tym samym blokowane są pewne kanały, które mogłyby wspomagać rozwój kapitału ludzkiego poza systemem edukacji. Zagrożenie płynie także ze strony dotychczasowych mechanizmów rozwoju kapitału ludzkiego w Polsce, jak dominacja zmian ilościowych nad przemianami jakościowymi oraz mała skuteczność edukacji w oddziaływaniu na kapitał społeczny.

The confrontation of the paths for the development of human and social capital in Poland in 1998–2012 reveals a positive upward trend for these two types of capital. Such harmony towards the development may largely be attributed to the positive influence of human capital on social capital. However, as a result of the intricate cultural determinants of this process, its direct continuation cannot be expected in the future. Low social capital resources, on the other hand, make it difficult for such a relationship to occur the other way round.
Gminy w regionach słabiej rozwiniętych (o niższym poziomie PKB na mieszkańca) cechuje wyższe uzależnienie od centralnie redystrybuowanych środków finansowych oraz na ogół niższy poziom zadłużenia. Obie charakterystyki są silnie związane z relatywnie niższą aktywnością inwe-stycyjną tych samorządów. Zwiększenie inicjatyw w zakresie modernizacji i unowocześniania lokalnych gospodarek przez samorządy wiąże się z poprawą ich potencjału dochodowego. Co prawda, w większości gmin położonych w słabiej rozwiniętych województwach relatywnie niższy udział zobowiązań pozostawia pewien margines na finansowanie takich przedsięwzięć długiem publicznym. Pamiętać należy, że margines ten jednak w ostatnich latach ulega systematycznemu zawężeniu. Sytuacja tych gmin sygnalizuje istotne zagrożenia, na przykład dla osiągania spójności społeczno-ekonomicznej, które powinny być także uwzględnione w pracach nad uregulowaniem kwestii dochodów i wydatków samorządowych.

Communes in the less developed regions (with lower level of GDP per capita) are characterized by stronger dependence on central redistribution of financial resources and usually lower level of debt. Both features are strongly connected with relatively smaller investment activities of these self-governments. Increase of initiatives in the field of modernization of local economies by self-governments is connected with improvement of their income potential. Although relatively lower level of debt of most of the communes leaves some margin to finance such activities by public borrowing, it must be remembered that the margin during last years was systematically narrowing. Situation of the communes reveals some essential threats, for example to achieve socio-economic cohesion. The threats should be taken into account during the work on regulation of the self-governments’ incomes and spending issues.
The purpose of the study is to characterize and assess the influence of selected economic factors on the value of purchases made by Ukrainian citizens in Poland at the border (so-called unregistered turnover on customs declarations). The exchange rate and labour migration as well as the impact of political disorders that occurred at the end of 2013 in Ukraine were analysed in detail. The analysis covered the period 2009-2017. Data were derived from the questionnaires of the Statistical Office in Rzeszów, Local Data Bank of Statistics Poland, State Statistics Service of Ukraine and the Ministry of Family, Labour and Social Policy. The analysis of correlation and regression were used as the basic research tools. The results of the study show that political events affected cross-border trade indirectly through, inter alia, the exchange rate, which limited the expenses made by Ukrainian citizens in Poland. However, this impact was not strong enough to reverse the upward trend in cross-border shopping. The analyses did not provide statistically significant indications of a cause-and-effect relationship between labour migration flows of Ukrainian citizens to Poland and cross-border trade.

Celem badania jest scharakteryzowanie oraz ocena wpływu wybranych czynników ekonomicznych na wartość zakupów dokonywanych przez obywateli Ukrainy w Polsce w ruchu granicznym (tzw. obroty nierejestrowane na zgłoszeniach celnych). Szczegółowym analizom poddano kurs walutowy i migrację zarobkową, a także oddziaływanie zaburzeń politycznych, które nastąpiły pod koniec 2013 r. na Ukrainie. Badaniem objęto lata 2009-2017. Dane pochodziły z badań ankietowych Urzędu Statystycznego (US) w Rzeszowie, Banku Danych Lokalnych Głównego Urzędu Statystycznego (BDL GUS), Państwowej Służby Statystyki Ukrainy (PSSU) oraz Ministerstwa Rodziny, Pracy i Polityki Społecznej (MRPiPS). Jako podstawowe narzędzia badawcze wykorzystano analizę korelacji oraz analizę regresji. Wyniki obliczeń wskazują, że wydarzenia polityczne miały pośredni wpływ na przygraniczną wymianę handlową, m.in. poprzez kurs walutowy, który ograniczał skalę wydatków obywateli Ukrainy w Polsce. Oddziaływanie to nie było jednak na tyle silne, aby odwrócić wzrostowy trend w zakupach przygranicznych. Przeprowadzone analizy nie dostarczyły istotnych statystycznie przesłanek do przyczynowo-skutkowego powiązania strumieni migracji zarobkowej obywateli Ukrainy do Polski z handlem przygranicznym.
