The following article describes the actions taken by the institution that block electoral lists in Poland. First part presents theoretical foundations of the issue and a tempestuous process of introducing the changes to the electoral law shortly before the local council election in 2006. For the complete description we have also brought closer the institution of blocking electoral lists included in the electoral law of the 1991 parliament. It was the same theoretical construction as in 2006. The most important part of the article is the description of the above mentioned problems on example of the Regional Parliament of Wielkopolskie Province. We have introduced one real and a few hypothetical situations. It was made to show how the institution of blocking electoral lists influenced the results of the election. The outcome of this experiment has been presented in the full version of the text.
