Market position of enterprises and quality of operations of public organisations depend on numerous variables positioned within and outside those entities. The social potential within the enterprise or public organisation is one of such internal variables. The study aimed at assessment of quality of the management in enterprises of SME sector and public organisations, including units of territorial government. The empirical material collected revealed the competence gaps mainly in the areas of personality predispositions and management skills.

The transformation of the Polish economy forces enterprises to adapt their activities and behavior to give themselves a competitive edge. The skills of all the employees and managers, in particular, increase the chance to become more competitive. The paper focuses on presenting the best practices in human resources management, activities contributing to the increased market value of an enterprise. The following task fields of human resource management have been emphasized: staff-needs planning, staff recruitment and selection, staff training and development, staff valuation and payment based on competence, capability, staff appraisal and remuneration.

This article presents the results of studies of the impact of the Special Economic Zone on the situation in the labour market in the WarmiƄsko-Mazurskie voivodeship. Changes in the number of employees employed by economic entities operating in the Zone as well as changes in the indicators of economic activity of the population in the poviats of the voivodeship were analysed. Data collected during the empirical research showed no impact of the Zone on the improvement of the situation in the local (poviat) labour market.
